� outstanding nature; and
� WHEREAS, Robert L. Searles has identified, c�arified
� and drafted into meaningful legislation the basic
goals of the Village of Orono that enhance and
� perpetuate the "quality of life" within Orono; and
� 6�iHEREA5, Robert L. Searles has given outstanding
service to the Village of Orono during the past
22 years having served as Mayor, Councilman,
� Planning Commission Chairman, Planning Commission
tZember, Director and Chairman of the Lake Minnetonka
Conservation District; and

the significant contribution Robert L. Searles has

Planning Commission also requested the �ity to
� immediately notify the Department of Natural
Resources and Watershed District concerning
� their procedures for appro�al of applications
such as this. The Commission felt that future
_ approvals should be subject to Orono's reviewal
� of these app�ications before final approval is
granted, or that any projects involving Orono be
� referred to us for approval�

pond for an ideal feeding and nesting area. This
� would require a variance from our wetlahds
� regulations and a conditional use permit for this.

� In checking this proposal, it appears a variance
� from the 26 ' marshlahd setback would alsb be

• behind his house.
� The project was started without a building permit
of necessary varianceso The foundation was already
� completed before a pool contractor made application
for a pool permit. t•Ve posted a "Stop [�Tork" order
� and informed the owner of the procedures necessary
for obtaining permission to continue.

. Planning Commission Minutes of December 6, 1976
The Planning Commission was concerned about the
�ack wash runoff from the pool and the filtration
�stem to be provided for protection of the quality
of water. Recommended approval subject to review
� and approval from City Engineer on filtration
design and pool runoff so as to maintain the

Commission reviewed the revisions which included
the change in the access as suggested by the
� Hennepin County Public Works De�artment.
� The Planning Commission reacted favorably toward
the new proposal as the revised right of way

• future divisions wer� made.
i The Planning Commission recommen�ed approval of
the preliminary plat. Some of the members expressed
� an interest in cori�servation easements over marsh
areas and small landlocked dry areas.

The developer is requesting approval of the final
plat of Liberty Acres. The necessary mylars

follow the preliminary as approved. Park dedication
� fee will be forthcoming. A resolution of approval

� conditions we might want to include in the resolution.

! recreation room. A variance is necessary here
as the lot lacks 1.24 acres of the required two
acre area in this districtm
� I believe we should address ourselves to the
existing substandard conditions alsoo The exist-
� ing house is only 15 ' from the side lot line to
the north. Thirty (30) ft. is reguired so ��e should
consider approval of an addition to a structure
• ��hat does not meet side yard setback requirements.
This situation resulted from inadequate data and
' documents at the time of subdivision about six
years ago. No mylars or hardshells were required
�or this "so called" simple subdivision so lot
lines were never determined.
�
I would recommend approval of these variances,
however, as the proposed addition would meet all
required setbacks.

any update on the status of the property either.
He had heard something to the effect that several
�arties are considering purchasing the property
k�ut nothing definite has come across his desk.
i��re Muhich suggested to table the proposal until
the applicant attends a meeting and we receive
some clarification as to the status of the property.

Dick Benson, City Administrator, informed the ORONO-PIINNETONKA BEACH
� City Council that the R�Ietro Waste Control INTERCEPTOR
r Commission has accepted all costs back to 1963,
although it has been difficult to submit backup
� data. Exhibit C was incorrect and computations
are being adjusted. We are evaluating the trend
• factor in Exhibit D to determine correct current

Dick Benson, City Administrator, stated that BLOCIC GRANT PROGRAPZ
� there are monies available through the Housing
� and Community Development Act of 1974 for all
�uniciaplities in Iiennepin County who enter into
Joint Cooperation Agreement with the County. (Continued)

� This program was established in 1974 by Hennepin BLOCK GRANT PROGRAM
County. The municipalities who entered into (Conti�ued)
this joint powers agreement at that time have
received monies this year. The formula used
for allocations is based primarily on population
� rather than need. �ne of the requirements
� brought to light at the last meeting is that a
certain percentage of the monies received must
� be spent on low cost housing. The larger
municipali.ties are the only ones which can assume
� suchan undertaking and with the high costs of
construction and land, they are not able to
i proceed. Therefore, the larger municipalities
� have recommended a new formula to set up a
contingency fund from which they might draw
� additional funds to complete their low cost
housing projects.
•
The smaller municipalities can use their monies
• for parks, maintaining areas of low cost housing,
. such as providing sewer and water, also day
care centers and nursing provisions care.
� I would note here that Orono must provide a.ts
� citizens with adequate in£ormation concerning
the amount of funds which are available and
• what community development and housing acta.vities
�ay be undertaken with them.
� If we are to continue with this program, we
are required to hold two public hearings to
� determine where the funds are to be spent.
I recommend t�e foliowing dates for the pubZic
� hearings: January 10 and January 11, I977 at
7:00 P.M.

budget of Long Lake on or before September 2Uth

� All other questions have been summarily disposed
