Special Meeting of the Orono Council, 8: 00 P.M.
� June l, 1976
� The Orono Council met on the above date with
� the following members present: Acting Mayor
Massengale, Councilmembers Eutler, and Paurus.
� Absent: Mayor Searles and Councilmember 6Velsh.
� Mr. Rick Sathre, representing McCombs-Knutson, RYAN CONSTRUCTION
City engineers, reviewed his memo dated June 1, Super Valu Store
� 1976 stating that:
� In accordance with the Council' s direction, we
� have reviewed the site and grading plans for the
subject project. The site in question, consisting
� of roughly 3. 16 acres is proposed to be developed
as a Super Valu retail store.

The site consists of two drainage areas, the
f major drainage area whose drainage is to the
• south and west along Kelly Avenue. This drainage
area presently consists of approximately 2. 6 acres
� with the remaining area of the site draining to
County Roads #19 and #15 and thence to the east.
` The proposed grading plan for this site indicates
that the new drainage break will occur between
� the northerly and easterly property lines and
the parking areas. This change in the drainage
• p�ttern will result in an increase in the area
• draining to Kelly Avenue. This change ir. drainage
area will add a�proximately 0. 45 acres to the
� Kelly Avenue area. As the Council and Staff
are aware, the Kelly Avenue area presently is
� experiencing drainage problems following periods
of high runoff. Any revision to the normal
� drainage pattern, therefore, will have a direct
effect on the low lying areas to the south of
� the site. With this in mind, we have attempted
i to determine the relative effects of the proposed
alterations on this drainage area.
� As proposed, the parking lot encompasses 1. 55 acres
� of the site, or approximately one half. The
building occupies approximately 0. 37 acres of the
� site. If we assume that the runoff from the parking
lot and building is allowed to proceed unimpeded to
� the Kelly Avenue area, it would result in an increase
. of 80 to 85o in the runoff from the site. If building
drainage is controlled and rainfall is stored on the
� roof of the building, (no runoff from the structure
itself occurs) the increase in runoff to the drainage
� area following the construction of this �'acility would
be in the range of 50 to 55%. (Continued)

, In general, any development of the site which RYAN CONSTRUCTION

�increase the runoff to the Kelly Avenue area. (Continued)
I'herefore, any measures that may be taken to
a reduce the increase in runoff would be beneficial.
We would therefore recommend that the building be
• constructed such that rainfall onto the roof area
• be retained to a depth of 3 to 4 inches on an
average, and that this rain water be held and
� normally be released by evaporation from the
roof itself. A roof drain should be incorporated
� into the design of the building, however, to release
stored water in the fall of the year to prevent the
� build up of extreme amounts of ice on the roof, and
also to provide room for the storage of precipitation
r during the winter months, thereby reducing the spring-
S time runoff problem.
� Temporary storage of water on the parking surface seems
to be impractical due to the slopes encountered on the
� site, and would at any rate, provide no positive benefit
unless an outlet from the Kelly Avenue drainage area was
� constructed. We would recommend however, that runoff be
directed through storm sewer conduits from the parking area
r to the low area to the south of the building, as an alternative
• to overland drainage. 6Ve feel that the potential for erosion
on the steep slopes proposed would be thereby decreased.
� Any storm conduits should be designed and constructed in
�ccordance with the P4innehaha Creek Watershed Districts'
� requirements.
� The grading plan calls for the seeding of the graded slope
areas to the south and west of the proposed structure.
� These areas as shown would be sloped to a maximum of 1 foot
vertical to 2 feet horizontal. Due to the difficulty in
� establishing ground cover on slopes of this steepness,
we would recommend that all areas south and west of the
� building which are distrubed should be restored by sodding
• and staking of the sod.
� The grading and construction of the parking areas will
require modification of the existing sanitary sewer
� and watermain presently in place on the site. The
sanitary sewer manhole casting directly north of the
� building will have to be adjusted to the finished parking
lot elevation. In the area to the southeast of the
� proposed structure, proposed grading will require
• excavation above the existing watermain. It is our
recommendation that the watermain be removed and
� reinstalled with a minimum of 7 1/2 feet of cover over
the pipe to prevent the freezing of the line.

eviewed the proposed grade plan with the City Super Valu Store
� Council and agreed to meet with City staff (Continued)
pursuant to June 7, 1976 and consider all
� concerns related to storm water runoff and to
• submit a landscape plan in conjunction with
the proposed final grading plan.
� Searles moved, Paurus seconded, to give conceptual
� approval of the preliminary grade plan subject to:
� l. Adequate storing and dikeing of extra-ordinary
• high runoff waters.
' 2. Install overflow structures.
� 3. Adequate roof area water retention.
� 4. Provide adequate water main cover.
� 5. Adequate overland drainage in accordance
• with the Minnehaha Creek Watershed Districts'
requirements.
� 6. Submitting landscape design plan.

� Acting Mayor Massengale yielded chair to Mayor
Searles.

Mayor Searles reviewed the Orono-Long Lake ORONO-LONG LAKE
� interceptor alternatives as presented by the INTERCEPTOR
Metropolitan Waste Control Commission stating
� that Alternate A was being considered as an
� appropriate route for the proposed sewer line.
Councilman Massengale questioned the potentials
� of constructing sewer interceptors throughout
the Orono area stating that environmental
� concerns were being challenged.
� RESOLUTION
� A RESOLUTION ADOPTING ALTERNATE A AS SUBMITTED RESOLUTION
. BY THE METROPOLITAN WASTE CONTROL COMMISSION
� BE IT RESOLVED BY THE CITY OF ORONO THAT:
� WHEREAS, the Metropolitan Council has a statutory
duty to remove existing treatment plants from
� discharge into Lake r4innetonka and to connect
=hem to the Metropolitan Council System, and (Continued)

� WHEREAS, the public health, safety and welfare RESOLUTION
require the placing of those plants on the Orono-Long Lake Sewer
� Metropolitan Disposal System at the earliest Alternate A
• possible time, and
� WHEREAS, it is the statutory responsibility
and duty of the City of Orono to determine the
� necessity and financial capacity of the City
of Orono to undertake the construction of
� trunk and lateral sewers within its boundaries,
pursuant to a sewer plan approved by the
� Metropolitan Council, and
� WHEREAS, the design, location, and construction
� of the Orono-Long Lake interceptor can cause
serious environmental problems.
�
NOW, THEREFORE, BE IT RESOLVED THAT:
�
1. The City of Orono approves Alternate A as
� proposed and submitted by the Metropolitan
• Waste Control Commission.
• 2. That the Metropolitan Council and the
Metropolitan Waste Control Commission recognizes
� the statutory duty and responsibility of the
City of Orono to balance the many complex
� factors that comprise a decision to construct
� a local trunk or lateral sewer system, including
� public need, financial ability, desires to the
. residents, effect on development, and other
factors that effect urban growth within the
� City of Orono.
3. That the above approval is conditioned on
the appropriate environmental protection measures
� being taken in the design, location and construction
of these interceptors.

• 4. That the adopted environmental protection
measures be transmitted to the City of Orono
after design and prior to commencement of
construction for review purposes.

WHEREAS, the following citizens have agreed to
grant to the City of Orono easements over their
• property for the sanitary sewer project in
exchange for payments in the amounts set forth
• opposite their names;
� NOW, THEREFORE, BE IT RESOLVED that the City
staff is hereby authorized to pay the following
� persons those amounts set forth opposite their
names once those people have executed the necessary
� quitclaim deeds and any other papers which the
• City staff deems necessary.

� Mayor Searles announced that the City will SPECIAL MEETING &
� hold a Special Council meeting following the BOARD OF REVIEW
Board of Review June 7, 1976 at 7 : 30 P.Pd. to June 7, 1976
consider the Orono-Long Lake interceptor
resolution, Multi-Housing Ordinance and other
� matters brought to the Council for action.
� Butler moved, Paurus seconded, that the meeting ADJOURNMENT
