I an writing to express Orono's concern about the
� _<�roposed clevelopraent on North I'ernc�ale Road, i,1e
• recognize that the existing rural use of the land
in question cannot reasonably be expected to
,� continue into the future. The fact that such an
, per.-space use has remained in existence all these
� �ears lias been a great plus for the residents of
western Plymouth, eastern Orono and northcaest t�?ayzatao
� The municipal Problems raised by the present
proposal are two-fold from Orono's viewpoint.
One is the question of land-use com�atibility,
[�Ie�t of Ilorth Ferndale Road the land is zoned for
� rural residential use, with a minimum lot size
of two acrese (The Chevy Chase area is zoned
♦ at one acre, u�ith much of the existing use '�ased
on actual 1/2 to 3/4 acre lot �izes) . T�e suggest
� i:hat the suY�division of the Elwell pro�erty
, mic�ht fit better into the area land use pattern
if the lot sizes varied from 1/2 to 1 acre, with
i the larger lots located in the north and northeast
portion of the pronerty beinc� developed. This
� would tend to blend the proposec� land use into
the more rural use to the north, in Plyr.louth,
• and to the west in Oronoo

a ground water monitoring system to provide data
for future excessive ground water pollution studies.

� further data relating to ground ��ater studies and
to consult with Pir o Brad Van TJest on Orono's
Comprehensive Guide Plan and submit an outline
to the City Council January 12, 1976.

the Pollution Control Agency is reviewing all INTERCEPTOR
� responses from the City of Orono concerning the

the adverse ef�ect that the two sewage treatment
' plants may have on Lake TZinnetonka;
� NOV�, THEREFORE, BE IT RESOLVED:
� 1. That the City Council requests that the PCA
� use a portion of the funds that were to be
allocated for the Orono-Long Lake interceptor
"� to fund some other worthwhile project in the
• State of TYTinnesota,
� 2 , That the City Council requests that the PCA
set aside from the funds that were allocated
� for the Orono-Long Lake interceptor, an
amount of money necessary to prepare, complete
� and analyze plans for an Orono-Long Lake
interceptor that would not cause damage to
� the wetlands and marshes of Orono and would
be compatible with the land use policy of the
City.
� o That such a review take place by the City ot
* Orono and by the I�IWCC in the winter and spring
of 1976 , and that final plans and specifications
A be presented to the PCA in the summer of 1976,
so that the project could receive funding in
1976 if federal moneys or other moneys were
available for such a project.
. That in any event the Orono-Long Lake interceptor
be placed at the top of the funding priorities
� for the calendar year 1976, and that all steps
be taken necessary to insure that �lans and
specifications for an alternative route that
is acceptable to all of the involved agencies
be developed and accepted as soon as possible
� so that the project may be constructed at
the earliest possible date.

The foregoing resolution was adopted by the City
� �ouncil of the City of Orono on December 23, 1975,
by a vote of 5 ayes and 0 nays.

This letter will confirm my conversation with
you of December 31, 1975, during which I
M indicated to you that the City Council of the
City of Orono passed a resolution stating in
summary that the City of Orono appreciated the
� work that the staff of the PCA and the rfi��CC had
done concerning the proposed Orono-Long Lake
� interceptor, but that the City Council felt that
at this point in time for the reasons that were
set forth in my previous communications to you
and to other members of the PCA, that there had
� not been sufficient time to analyze the proposal
• of the t�IWCC. The City Council, therefore,
desired that the PCA use the funds allocated
� for this project for some other project and that
steps be taken immediately to insure that the
� City of Orono and the MWCC would be able to
develop a route for the proposed Orono-Long Lake
interceptor that satisfied the land use requirenents
and planning of the City of :Orono and at the
' same time satisfied the requirements of the MWCC
� and the PCA,
� :he City of Orono believes that the agencies
involved would be able to make the necessary plans
and studies in the winter and spring of 1976, and
have completed and before the Pn�1CC and the PCA
� the complete plan proposal by late spring 1976,
The city hopes that if such steps were accomplished
that the city would be able to receive priority
funding for the calendar year 1976, so that
construction on the Orono-Long Lake interceptor
would be able to take place in 1977, with
completion of the project in 1978.
Subsequent to our conversation, I spoke with
' several city council and staff inembers and they
* recommended that the PCA consider holding back
from the funds that were �o be allocated to
� this project, enough money to allow for the
funding of the study of the alternative proposals
� in the winter and spring of 1976. By allocating
monies from the funds allocated for this project,
•� all agencies would be assured of having this
project continued in an expeditious manner and
hopefully have this project planned and completed
� within the next two years, I realize that there
�y be some constraints in your ability to use
me of those funds as planning funds for
alternativeso

I wish to stress, as I have betore, that the City POLLUTION CONTROL LETTER
of Orono wishes to alleviate the problems reiating to(Continued)
che discharge of effluent from the two sewage
treatment plants into Lake T�innetonka and the
city believes that an interceptor, if well
planned, is the solution to the problems. The
City of Orono hopes that the PCA is able to
find a way to use part of the monies allocated
for this project to continue the planning of
this project in the immediate future.
On January 6, 1976, I attempted to get a hold
of you by phone to inform you that the City of
Orono desired that the PCA withhold the funds
for planning but I was informed that you
unfortunately were sick. I talked with Doug
Hall of the Planning Section of the PCA and
informed him of the substance of this letter.
If there is any way we can help you in the
future concerning your analysis of the proposed
interceptor or any additional proposals concerning
that project, please feel free to contact the
undersigned or any of the representatives of
the City of Orono. The City of Orono appreciates
the work that the PCA has d.one in the past in
the area of alleviating pollution and the city
iopes that through working with the PCA and the
I�VJCC in the next several months, that the
agencies will be wble to solve what is obviously
a great problem to the satisfaction of a11
interested parties.
