Special Meeting of the Orono Council, 7: 10 P.M.
November 17 , 1975
` The Orono Council met on the above date with
the following members present: Acting Mayor
� Massengale, Councilmembers Butler and Paurus.
Absent: Mayor Searles and Councilmember Welsh.

• Councilman Norman Paurus reviewed the recent
Hennepin County proposal to identify existing
'� streets in and around Lake Minnetonka stating
• that:
� A study was initiated approximately one year ago
by members of the Hennepin County-Lake Minnetonka
� Area Transportation Committee to provide a plan
which would relieve the predicted traffic
• problems in the west Hennepin County area.
The County has submitted a plan which would
� classify all existing streets as either
� collectors or arterial type systems.
� The arterial ciassification would indicate a
street with a potential for higher traffic counts
and eventual improvements such as widening,
straightening curves, left turn lanes, and
excessive hard cover.
� Mr. Paurus stated that Hennepin County has
� recommended that County Ft�ads #15 and #19 be
classified as arterial streets and #110 as a
r collector. Other alternatives were:
� l. County Road #110 as an arterial; County
Roads #19 and #92 as collectors

2. County Roads #15 and #19 as collectors;
� County Roads #110 , #44 , and #15 west of
. P2ound and Fox Street as arterials.
� Mr. John Guthrie, Planning Commission �hairman,
stated that the City of Orono in the past and
� today want County #15 classified as a parkway
roadway. Mr. Guthrie continued by stating that
� the Orono Planning Commission and City Council
• devoted many months negotiating with Hennepin
County in developing a five-year plan for the lake
� area, establishing a ring route concept whereby
County Road #110 would be constructed as an arterial
� curving into County #6 and State Highway #12 while
� completing County Road #19 as a total ring route
concept which would reduce traffic at the lake area
allowing County Road #15 to be a scenic route.

City Administrator, Dick Benson, read previous
resolutions adopted by the City of Orono which
stated that:

� A RESOLUTION ESTABLISHING ORONO'S RING ROUTE
CONCEPT FOR THE PURPOSE OF DIVERTING TR.AFFIC FROM
� THE SHORE OF LAKE MINNETONKA
� WHEREAS, the City �f Orno has always been concerned
� about excessive traffic on County Highways 15 and
19 , and
�
WHEREAS , the preservation of Lake r�innetonka is
• dependent on the provisions of adequate alternatives
to County Highways 15 and 19 , and
�
� WHEREAS, the present traffic counts on County Highways
15 and 19 indicate excessive traffic flow, and
� WHEREAS, a great deal of the present traffic on
� County Highways 15 and 19 is generated in the
Spring Park, Mound, and Minnetrista areas, and
�
WHEREAS, County Highways 15 and 19 are the only
practical ways for many people in the northwest
and west Lake Minnetonka area to get to Minneapolis
or any place east, and
� WHEREAS, the communities of Orono and Minnetrista
� have supported road improvements.
• NOW, THEREFORE, BE IT RESOLVED that the City of Orono
supports the construction and implementation of road
� and highway development that will route traffic
� away from County Highways 15 and 19 along Lake
Minnetonka.
! AND, BE IT FURTHER RESOLVED that Hennepin County make
� the necessary road improvements to provide the
people of West Hennepin County an alternative to
� County Highways 15 and 19.

' A RESOLUTION FOR THE USE OF M.S.A. FUNDS TO PURCHASE
RIGHT-OF-WAY FOR PROPOSED RING ROUTE

` WHEREAS, County Highway 15 from Mound to Orono is
becoming heavily traveled, and traffic is creating a
� burden on the lake area residents, and

� � WHEREAS, the upgrading of County Road 15 and its RESOLUTION #557
present right-of-way is an unacceptable solution (Continued)
to this problem, and
WHEREAS, the construction of a ring route around
� the northwestern area of Lake Minnetonka is an
integral part of Orono's comprehen�ive plan, and
� WHEREAS, such ring route would relieve the traffic
� on County Highway 15 by moving it northwest and
away from the lake, and
�
WHEREAS, studies jointly by Hennepin County and
a the City of Orono have shown that such a ring
� route could reduce the amount of thru traffic
through the City of Orono, Minnetonka Beach, and
� other lake front communities, and would generally
enhance the traffic moving in the entire north-
� western Lake Minnetonka area.
� NOW, THEREFORE, BE IT RESOLVED that the Council of
the City of Orono does hereby commit its portion
'� of Municipal State Aid Funds for 1972 , 73,and 74
� as far as are necessary for the purchase of right-
of-way for the proposed ring route so that the
� Hennepin County Highway Department can proceed
with the development of this urgently needed
facility. It is intended that these funds would
be used exclusively for this purpose.

� 1974.
� Norman Paurus read a letter from our City Engineer ENGINEER'S LETTER
which stated that:
�
"I 've talked with Craig Spencer at Hennepin County
� regarding the status of the ring route and Orono's
share of the cost of future construction. Hennepin
� County will be coming out with a memo in about a
• week to interested cities on the result of a survey
of wr�ich ring route is preferred. The majority of
� the cities surveyed preferred Alternate No. 4 which
involves straightening County Highways 110, 19 , and
7 6. The County' s tentative schedule is to do the
work on Co. Rd. 110 within the next 5 years and to
• purchase the right-of-way for Co. Rd. 19 and 6 in
1979 or 1980. The proposed route would be a county-
� State Aid Highway.
� Past policy in Hennepin County has been for the City
� and County to each pay 50% of the cost of right-of-
�way acquisition.

� Mr. Spencer suggested that if Orono wished to speed ENGINEER'S LETTER
the progress of the ring route b�� assisting in the (Continued)
early purchase of right-of-way that a letter to
the County Engineer offering this assistance
would be in order. He thought the ��tY might
� be receptive to such an offer and would do the
preliminary engineering work necessary for the
� right-of-way to be purchased.
� State Aid funds may be used for right-of-way
purchase on Municipal State Aid streets or County
� State Aid streets. The street must be designated
. as an MSA or CSA street which means that Orono
may have to take some of the streets presently
� on the PMSA system off the system to come within
the total mileage limitations of the MSA system.
� A plan, profile and cross section of the proposed
street is required before any money can be spent
� on right-of-way. This would presumably be done
by the County.

� The City of Orono is most anxious to see the early
accomplishment of what we refer to a5 the Ring Route
� and your Alternate No. 4, which involves straightening
of County Highways 110, 19 , and 6.

Orono is most anxious to have this proceed at the
� earliest possible date, and we have accumulated
• substantial State Aid highway funds which need to
be expended during this year. We would like to
� dedicate a portion of those funds for Orono' s
share of the acquisition of the right-of-way
� for this project. Therefore, we would request
that you perform the necessary work as quickly as
• possible so that we could commit the State Aid
funds at the earliest possible date.
�
+ We would be pleased to discuss this in detail at
your convenience or to provide such additional
� information as you desire. Please advise how we
should proceed if any further action on our part
� is necessary at this time, and also whether you
feel these funds can be committed in this way in
� sufficient time that they will not be lost by the
City.

i • Acting Mayor Walter Massengale stated that the PLANNING COMMISSION
Planning Commission received the Hennepin County CONu2ENTS
study while it was being developed June 4, 1975,
which stated that:
i Preservation of Lake Minnetonka is the primary
underlying goal of our recently adopted Comprehensive
� Guide Plan. As a result, the City of Orono has
established land use policies that are intended to
� protect Lake Minnetonka from the adverse effects of
poor quality storm water runoff. Diverting heavy
� commuting and commercial traffic from using roadways
• traversing the center of Lake MinnetonKa (Co. Rd. 15 &
19) is equally important to the protection of Lake
, Minnetonka as establishing the restrictive land
use policies. Therefore the following recommendations
� are most important:
� 1. Should roadway improvements be withheld from lakeshores.

+ 2. The use of the Burlington Northern tracks for transit uses.

= 3. The need for bikeways and pedestrian ways to move frem area
S to area. YES
4. The traffic from the western communities passing through
communities to the east. ROUTE NORTH FROM #110 to #12
• 5. The need for designating truck routes. BAR TRUCK TRAFFIC
ON #15 BETWEEN NAVARRE AND WAYZATA AND ONLY LOCAL TRUCK
• TRAFFIC NORTH AND SOUTH ON #19 .
� 6. The need for a connector between T. H. 7 and T. H. 12
west of the lake. NO COMMENT.

7. The function (including scenic parkway as option) and
• jurisdiction of County Rd. 15 and 19 in the lake area.
w FAVOR VERY STRONGLY AND FEEL NEED FOR MUCH STRONGER
STATEMENT. ORONO SHOULD TAKE INITIATIVE AND STATE
• SAME.
` 8. The need for north and south egress roads throughout the
lake area to connect to T. H. 12 and T.H. 7 to supplement
+ other roads and to protect the lakeshore. EXISTING FEEDER
ROADS ADEnUATE EXCEPT FOR IMPROVING #110.
�
. 9. The need to upgrade County Rd. 19 between Country Club
Road and T. H. 7. NO COMMENT.
� 10. Future of Tanager Lake channel bridge. STRICKLY REPAIR AND
i MAINTAIN.
�l. The future of routing of T. H. 12 and interchange locations.
NO COMMENT.

13. Need for a better connection between Mound and
T. H. 7. YES.
� Although the projection of Table #1 for the year
! 2000 is below our present zoning saturation level,
the rate of growth is accelerated beyond our pro-
,� jections and we are projecting our saturation
approximately to the year 2035, or 60 years from
� now. We would recommend that the population figures
be adjusted down on the chart from 12,9000 to our
� 2o growth rate:
� 1980 1990 2000

� On Table #2, we do not have 3,500 jobs. The rate
is out of line.

� Hennepin County Roads #19, #k10, and #15 east of Mound as

traffic near the lake�creating County #15 as an
� eventual scenic parkway.
� Mr. Massengale also commented that Hennepin County' s
proposal does not agree with Orono's Comprehensive
i Guide Plan and Land Use Plan, which was adopted by
• the Metro Council.
� Acting Mayor Massengale requested the Planning
Commission to review and recommend action for
� Council approval at their November 24, 1975 meeting.
� Councilmernber Paurus left at 8: 20 P.M.
� Acting Mayor Walter Massengale announced that a PUBLIC HEARING
� public hearing was to be held by the Metro Waste December 4, 1975
Control Commission on December 4 , 1975, 3:00 P.M. 3: 00 P.M.
� at the Freshwater Biological Institute to review
�he Orono-Long Lake interceptor. Discussion
ontinued with the compatibility with Orono's
Comprehensive Land Use Plan and concern was
• expressed with creating further urban development
and a greater pollution factor to Lake Minnetonka.

Planning Commission to review and recommend action
at the November 24 , 1975 Council meeting.
� Acting Mayor Walter Massengale requested the REVIEW COMPREHENSIVE
Planning Commission to review and update Orono' s SEWER PLAN
� Comprehensive Sewer Plan and existing map� for
Council review.

� City Administrator, Dick Benson, presented a WATER PATROL RESOLUTION
` resolution to maintain the water patrol for
Council review. Since Councilmember Paurus
� had left early, a quorum was not present to act.
/ Acting Mayor Walter Massengale requested the
Planning Commission to recommend action at the
� November 24, 1975 Council meeting.
