HomeMy WebLinkAbout11-05-1975 Canvassing Board Minutes, � � y CITY OF OROPdO e Canvass Board Meeting of the Orono Council, 7:30 P.P4. � November 5 , 1975 i The Orono Council met on the above date with the following members present: Acting Mayor ` Massengale, Councilmembers Butler, Paurus, and Welsh. Absent: Mayor Searles. Also • � present: City Administrator Benson and Assistant Public �aorks Supervisor Carlson. � � The Canvassing Board composed of City Council � members Massengale, Butler, Paurus, and Welsh reviewed all tally sheets concerning the � November 4, 1975 City Election. 7 It was brought to the attention of the Canvassing Board by City Administrator Dick Benson that � 23 votes were registered on the printout sheet � left in automatic voting machine #162606 from the previous election of Precinct #2. P�r. Bill � Carlson, Voting Machine Custodian, stated that although machine #162606 had a printout sheet � left in it from a previous election, the 23 votes were not included in the final tally of 89 persons voting for this election in that machine. The ' protective counter at the opening of the polls read 01980 and at the closing of the polls, � read 02069 , which allows that machine, 89 persons voting. The public counter also registered, � that machine #162606 was activated 89 times for voting purposes. After reviewing this information � with the printout sheet, it was determined by the Canvassing Board that this information r was accurate. � It was also brought to the attention of the � Canvassing Board by the City Administrator that on October 7, 1975, Mr. Francis Neison � and Mrs. Ruth Nelson, 3844 Cherry Avneue, applied for absentee ballots for the P7ovember 4, .� 1975 City Election to �e mailed to them at 42365 Kansas, Palm Desert, California, 92260. r ' On October 23, 1975 , Bill Carlson picked up the ballots from the printers and Alberta Strom, � Election Clerk, subsequently mailed two individual envelopes with the ballots and � return envelopes enclosed to Mr. & Mrs. Nelson. � Election Day, November 4, 1975, when the absentee ballots were picked up from the Crystal Bay • Post Office, where they are held in the safe � until Election Day, the unmailed ballots for Francis and Ruth Nelson were with the returned � absentee ballots. � � .� CANVASSING BOARD MEETING HELD NOVEMBER 5, 1975 Page 2 � ' Alberta Strom went to the Crystal Bay Post � Office and talked with the Postmaster Mabel � Belt regarding the unmailed ballots, which had been postmarked by her October 23, 1975. She � could not understand why she had not mailed them but held them in the safe, which is required by � law for returned absentee ballots. Alberta Strom has made copies of the unmailed envelopes � which clearly shows the Crystal Bay Post Office • cancellation stamp of October 23, 1975. ` It was determined by the Canvassing Board that the Crystal Bay Post Office and not the City �, Administration was negligent in not mailing the absentee ballots as required by law. � Results of City Election, November 4 , 1975 , are as follows: � • Mayor - 2 Year Term Prec. 1 Prec. 2 Prec. 3 Prec. 4 Total Robert L. Searles, Mayor-elect, � Walter B. Massengale and Mary C. Butler as the Councilpersons-elect to serve four year terms, and Gary W. Welsh as the Councilperson-elect to � serve a two year term.
