� Budget Meeting of the Orono Council, 7: 30 P.M.
October 2 , 1975
� The Orono Council met on the above date with
the following members present: Mayor Searles,
Councilmembers Butler, Massengale, Paurus,
and Welsh. Also present: Cy Smythe and Dick
Benson.
�
Mr. Cy Smythe of Labor Negotiations & Associates, POLICE NEGOTIATIONS
representing the City of Orono in the police
negotiations , reported to the City Council the
' Local #320 Union Contract demands for City
policy for 1975 salaries and benefits. Mr.
� Smythe pointed out that the salary demands for
1975 indicate a 16% increase plus a 6% increase
for other benefits. Mr. Smythe continued to
explain that Orono is not included in Group #5
� or inner city classification, but are classified
as Group #6 or as an outer suburb.
� It was the consensus of the City Council and
Administrator that in view of Orono' s reduction
` in revenues creating deficits for 1975 and 1976
and the subsequent curtailment of other programs,
our abilities to pay these increased demands are
not available.
� Massengale moved, Butler s�conded, to instruct MEDIATION
Mr. . Smythe to prepare for_ mediation. Motion,
, Ayes (5) - Nays (0) .

Councilperson Mary Butler reported to the City CORPS OF ARMY
� Council information she received from the League ENGINEERS LETTER
of Minnesota Municipalities relating to the
'� Corps of Engineer' s jurisdictional powers.
• Councilpersons Butler and Welsh will draft a
letter for Council action to be forwarded to
� the Corps of Army Engineers at a later date.
Butler moved, Paurus seconded, to adopt RESOLUTION #642
� Resolution #642 , A Resolution Approving 1976 Tax Levy
The 1976 Tax Levy Collectible In 1976.
� Motion, Ayes (5) - Nays (0) .

Butler moved, Searles seconded, to adopt STREET LIGHT
the Street Light Assessments, SL-1, 1968 ASSESSMENTS
� and SL-1, 1970. Motion, Ayes (5) - Nays (0) .

Resolution #643, A Resolution Providing For Delinquent Utility
� The Collection Of Delinquent Sewer & Water Accounts

f Searles moved, Massengale seconded, that APPOINT AUDITOR
Merrill Hansen be appointed Orono' s Auditor Merrill Hansen
for 1976 to audit the City operation for
1975. Motion, Ayes (5) - Nays (0) .
Welsh moved, Searles seconded, to reconsider RECONSIDER MOTION
their September 23, 1975 motion regarding the 1540 Sixth Avenue N.
division for Al Whitman, 1540 Sixth Avenue
North. Motion, Ayes (5) - Nays (0) ,
� Massengale moved, Butler seconded, to approve PRELIMINARY PLAT
the preliminary plat for Al Whitman, 1540 1540 Sixth Avenue N.
Sixth Avenue PJorth, as recommended by the
City Staff. Motion, Ayes (5) - Nays (0) .

Searles moved, Butler seconded, to authorize DISPOSAL SYSTEMS
the City Engineer to proceed with a preliminary
engineering report to determine the feasibility
of constructing localized collection and disposal
systems at the Stubb' s Bay area. Cost not to
exceed $600. 00. Motion, Ayes (5) - Nays (0) .
Searles moved, Butler seconded, that the ADJOURNMENT
meeting be adjourned at 9 : 20 P.M. Motion,
