• Work Session for the Orono Council held at 6 : 30 P.M.
f Spring Hill Conference Center, June 17 , 1975
� Mayor Searles introduced Mr. Steve Prestin and
Mr. Dave Milles representing the shoreland
� manageMent unit of the Department of Natural
Resources. Those in attendance were: Council-
� men Massengale and Butler, Dick Benson, Gretchen
Hallowell, Donna Carlton, Dave Opheim, Skip
• McCombs, John Guthrie, and Henry Muhich.

• Mayor Searles discussed on-site disposal systems ON-SITE DISPOSAL
as they relate to density areas particularly in SYSTEMS
� the Crystal Bay and Stubb' s Bay areas.
�
The Human Rights Goals and Objectives for 1975 HOUSIPJG INVENTORY
• were discussed.
� It was noted that progress had not been made in
� the area of Orono housing inventory and policy
in reference to low, moderate and high income
� housing as set forth in a joint work session
of the Council and all Orono commission members
� held January 7, 1975. Mayor Searles requested
Mary Butler and Donna Carlton to proceed with the
• housing inventory.

i Mr. Dave Opheim, Park Commission Chairman, PARK NEEDS
re�orted on the status of the park needs
� survey which will be ready for review in July.

The status of bike/hike trails was also discussed BIKE/HIKE TRAILS
7 and their relationship to a neighborhood park
• system.
� Mayor Searles discussed relocating the Public PUBLIC WORKS DEPARTMENT
� Works Department and stated that the Public Works RELOCATION
Department is presently located within a heavily
� populated residential area in Crystal Bal�. The
present area is not adequate to accommodate
• storage of street supplies and equipment.
� We are presently using the French Lake site for
� excess materials which consists of 40 acres, 28
acres are wet, 6 acres are wooded, leaving 6 acres
� as usable.

� We feel the French Lake area is inade�uate for PUBLIC WORKS DEPARTMENT
public works operations because of the residential (Continued)
� properties surrounding it.
i Ten to fifteen acres are needed to accommodate
� the operation. Residential property located in
the southwest corner of Highway #12 and the Old
� Crystal Bay Road consisting of fifteen acres, is
situated adjacent to industrial zoning, and is
; easily accessable to the current street system.
� The Planning Commission should study the committee' s
� report and recommend their findings to the Council.
�
Mr. Dave Milles and Mr. Steve Prestin discussed the DNR SHORELAND
� management of municipal shoreland areas of MANAGEMENT PROPOSALS
Minnesota regulations as proposed by the Department
� of Natural Resources which will be presented at
� a public hearing before the commissioners in
St. Paul, July 16, 1975, 12 : 30 P.M. at the St. Paul
S Tech-Vocational Institute, 235 Marshall Avenue.
The proposed rules include preliminary public
� waters classifications in the City of Orono, land
use designations in shoreland areas, and definitions
� for their classification sch�mes. The general
discussion centered on:
�
� l. The rationale of the DNR classifying Lake
Minnetonka as a general development area rather
� than a recreational development area.
� 2. Why separate classification of existing bays
and lakes which are located within or are part
� of Lake Minnetonka?
� 3. The need for controlling density areas.
� 4. DNR policy statement should include hardcover
� restrictions, pollution effects in density areas,
should express concern for environmental protection
� of Lake Minnetonka and encourage urban residential
development and not industrial development.

5. Concern was expressed that will present DNR
� guidelines be effective to protect Lake Minnetonka
. in the future and does the present DNR statement
of policy uphold Orono' s Comprehensive Guide Plan
� and Land Use Zoning.
� It was agreed that the Council and Planning
Commission will propose recommended changes or
i additions to the DNR proposed guidelines before
the public hearing July 16 , 1975

� It was further agreed that representatives of the DNR SHORELAND
Department of Natural Resources will meet with MANAGEMENT PROPOSALS
the Lake Minnetonka Conservation District for (Continued)
their recommendations on shoreland management
and its relationship to lake uses.
