Motion, Ayes (4) - Nays (0) . • � Paurus moved, Butler seconded, to deny the HIGHWOOD WATER PETITION petition for City water in the Highwood • area based on the lack of public interest • shown to proceed with the project at this time due to other economic pressures. Motion, � Ayes (4) - Nays (0) . • Butler moved, Welah seconded, to conceptually PROPOSED ANTENNA � approve the proposed antenna ordinance, An ORDINANCE Ordinance To Amend The P�unicipal Code Of Orono • By Amending Section 38.900 , And By Adding • Sections 34. 033, 34. 048 , 35. 029 , 35. 038 And � 36.021, as proposed in the following: Motion, Ayes (4) - Nays (0) . � THE CITY COUNCIL OF ORONO ORDAINS : • Section 1. The Municipal Code of the City of Orono is amended by amending Section 38.900 • as follows: � 38.900. Height of Structures: Special Provisions. • The height limitations imposed by other sections of the Zoning Code shall be increased by 50% � when applied to the following structures: � Antenna or antenna structure � Church spires Belfries � Cupolas and domes which do not contain usable space Manuments � Water towers Fire and hose towers � Observation towers • Flag poles Chimneys � Silo and other typical farm structures � Smokestacks Parapet walks extending not more than three (3) feet above height of the building � Cooling towers Elevator penthouses � (Continued) • � ' � ORONO COUNCIL MEETING OF MAY 13 , 1975 Page 2 � Section 2 . One independent � antenna structure subordinate to and servicing the principal use or structure on the same lot • and customarily incidental thereto that is not ` attached to another structure provided the height of the antenna structure does not � exceed 65 feet and the antenna structure is set back from any lot line a distance at least � equal to the total height of the antenna structure. (Variance ��uld be granted if � over 65 feet or whatever height inserted; only one antenna per lot would be allowed unless � a variance granted. ) (This is a conditional use for all residential districts. ) • � 34. 048. Antenna. Any antenna or combination of antenna rigidly attached to the principal � or accessory structure and/or one inde�endent antenna structure or combination of antenna � rigidly attached to the independent antenna structure provided that none of the foregoing • exceeds the total height allowed in Section • 38. 900. This ordinance shall be published � in the Wayzata-Orono Sun and shall be • effective upon publication. � On behalf of the Hennepin County Bicentennial BICENTENNIAL FLAG � Planning Commission, Phyllis O'Malley presented a Bicentennial flag and certificate � of recognition as an affiliate to the Hennepin County Bicentennial. f � � � r � • � ' � ORONO COUNCIL MEETING OF MAY 13, 1975 Page 4 � Mayor Searles and the City Council presented LIFE-TIME MEMBERSHIP � Mr. Carl Phillips with a life-time membership Carl Phillips to the Orono golf course in token of the � appreciation of his service to the golf course throughout the years. � � Councilman Mary Butler reported on the BIKE/HIKE TRAILS BUS + Bike-Hike Trails Committee bus tour and its TOUR significance to Orono' s existing park system � and open space areas while maintaining the neighborhood recreation concept that has � prevailed in Orono. � Councilman Norman Paurus reported that the WEST HENNEPIN HUMAN � West Hennepin Human Services Planning Board SERVICES MEETING • will hold a meeting at the Hopkins House May 22 , 1975 at 7: 30 P.M. to discuss County ' policy and W.H.H.S. community planning and how it relates to our community. • � Welsh moved, Butler seconded, to reduce the REDUCE PLANNING Planning Comminssion from eleven to nine COMMISSION • members, effective July 1, 1975. Motion, Ayes (4) - Nays (0) . � � Paurus moved, Searles seconded, to accept the LIQUOR STORE MANAGER � City Administrator' s letter on Liquor Store Lorraine McGowan appointments and adjustments and also moved � to appoint Lorraine McGowan to the position of Liquor Store manager at a starting salary • of $11,500 per year with a three and six month performance review and salary adjustments • conditioned on establishing strict personnel � cost controls and scheduling procedures. Motion, Ayes (4) - Nays (0) . • � Butler moved, Welsh seconded, to approve the PERSONNEL POLICY Personnel Policy for the Police Department Po.lice Department � stating that it is an addendum to the Orono City Administrative Organizational Personnel • Policy, which states that the City Council, as the elected legislative policy making � body of Orono, is reponsible to the citizens � of the City. The Council shall appoint an Administrator who is responsible for the + administration of the municipal government to serve at the pleasure of the majority of � the Council. The Administrator, with the concurrence of the Council, shall appoint • Department Heads who shall be responsible and accountable to the Administrator. Al1 � personnel shall be responsible and accountable � to the Administrator as hereinafter set forth. In times of emergencies, the Mayor � may supersede the Administrator if he deems such action necessary subject to the sub- � sequent ratification or rescission by a majority of the Council at the next regular • or special Council meeting. Motion, Ayes (4) - Nays (0) . • � � � � � r ' � ORONO COUNCIL MEETING OF MAY 13, 1975 Page 8 � Mr. Henry Muhich, Building & Zoning SANDY BEACH WATERFOWL Administrator, reported on the complaint � received concerning waterfowl creating a � health hazard at the Sandy Beach swimming beach. Since there is no definite documentation � of ducks being domesticated or fed for personal reasons, the complaint was tabled until � further information is reviewed. • . Mayor Searles presented Hennepin County' s HENrdEPIPd COUNTY landscape proposal for their public access LANDSCAPE PLAN � located on Hennepin County #51. This plan does provide for the restoration of shoreline � vegetation, the protection of the lake from erosion and for impro�ed environmental � protection at densely used shoreland sites , while providing for the public health, safety • and welfare for all citizens on Lake Minnetonka, . and will serve as a guideline for future restoration of exposed shoreline throughout � the lake area. • Councilman Norman Paurus reported on status HENNEPIN COUNTY ' of Hennepin County Transportation Plan stating TRANSPORTATION PLAN that the next phase was to solidity the � preliminary plans as submitted. The city � Council directed the Administrator to request the Planning Commission to review and compare +, Hennepin County' s forecasts and report their findings to the Council at the May 27, 1975 S Council meeting. � Mayor Searles discussed the background MARINA LICENSES � consisting of plans, data, and information • that has been submitted by the marinas and reviewed by the Marina Licensing Committee � concerning standards required to protect the health, safety, and welfare of all citizens � of Orono, while attempting to relieve the problem caused by the excessively dense use ! of shorelands.The City Council at this time conveyed their thanks for everyones cooperation � in setting forth and accepting guidelines • for the 1975 season. • � � � � r � r , . � ORONO COUNCIL MEETING OF MAY 13 , 1975 Page 9 � Butler moved, Welsh seconded, to approve RESOLUTION #603 North Shore Union 76 license and directed North Shore Union "76" � staff to review requirements with them and � issue license upon their acceptance of all requirements contained therein. • Butler moved, Welsh seconded, to adopt � Resolution #603, A Resolution Directing Staff To Issue A License To North Shore • Union "76" For A Commercial Boat Dock i Business For The Time Period From May 15, 1975 To December 31, 1975 For The Purposes • As Set Forth Herein.
