�he Village Council reviewed the golf course GOLF COURSE PROGRAM
� o�eration during the past three years, comparing
net incomes and capitol expenditures. The
� �lillage staff is initiating a golf promotion
� program to generate more leagues for 1975.

Mrso Wright, representing B & E Patrol, Inc. , B & E PATROL
� appeared before the Village Council to discuss
complaints concerning B & E°s employees and
� s-;:atements made by them to residents in the _
� area. It was agreed that B & E would not get
� �nvolved with policy judgment or verbal encounters
�hat do not justifiably serve our area residents.

� Progress reporto The Village Council instructed ICE ARENA
the Village Administrator to request an estimate
of cost from �Zedalist, Industries, Inc. , Winsor.
Wisconsin, concerning Part 1 & 2 of a three part
feasibility study, outlining market feasibility
• and physical design and cost estimates to
• construct an iCe arena,
� It was emphasized that this by no means indicates
or implies that Orono has the funds for such a
� study or intends to commit themselves to a study
or to construct an ice arena. It was further
• agreed that the ice arena would not be placed
• on any future agenda unless al1 Council members
will be present.

� Butler moved, Searles seconded, that Contractor' s CONTRACTOR'S ESTID'lATE
Estimate #5, Northdale Construction in the amount #5 - Northdale Const.
� of $94,505.09, be paid, Motion, Ayes (3) - Nays (0) .
� Butler moved, Welsh seconded, to adopt Resolution RESOLUTION #588
� #588 opposing Senate File #939, which would allow Opposing SF 939
the Metropolitan Council to adopt standards and
• criteria for development and land use control which
� would eliminate local control. I�2otion, Ayes (3) -
� Nays (0) .
• P�r. Dave Opheim, Park Commission Chairman, PARK DEDICATION FEES
discussed the need to establish a Park dedi-
� cation fund that would accrue monies from raw
land value fees and previous park budgets. It
� was discussed that Pre�o�:: unused budget funds
could not be accrued from year to year and the
� Park Commission should review Chapter 39e170
and recommend a more specific park dedication
� fees ordinance. AZrs Opheim will review this
� and report back at a later date.
• Butler moved, L^lelsh seconded, to approve the REVENUE & EXPENDITURE
' first quarter Revenue & Expenditure Report REPORT
as submitted by the Village Administrator.

� Butler moved, Welsh seconded, to instruct the HENNEPIN COUNTY
� Administrator to draft a letter to Hennepin TRANSPORTATION STUDY
County challenging the categorical zones
� rather than natural VilZage boundaries for
the Hennepin County Traffic Analysis Transportation
� Study, Motion, Ayes (3) - Nays (0) .
� Mayor Searles announCed that the Council will WORK SESSION DATE
� hold a work session at 3a00 P.Pd. April 16, 1975
at the Council Chambers to prepare for a public
• hearing concerning the 73-1 Sewer Assessments.

• Mayor Searles announced to the public that the FOREST F�AKE BRIDGE
Forest Lake bridge will be closed to traffic
� from April 21, 1975 to June 30, 1975 for repairs.
� Hennepin County has the responsibility to see
that the bridge is restored properly and that
� emergency vehicles can safely travel over it
in cases of inedical or fire calls.
•
� Mr. Dave Opheim, Park Commission Chairinan, �KI TONKA OPERATION
� discussed the Ski Tonka operation as it
relates to recreation in Orono. Mr. Opheim
� will gather furthe� data on the ski operation
and submit a progress report at � later date.
•
• Mr. Walt Lathrop, member of the Park Commission, BIKE TRAILS
displayed a map showing proposed bike trails in
� Orono and discussed related problems such as low
� land areas where trails might be built. He was
advised to present his proposal to the Planning
� Commission for their review and comments.
•
The Casco Point Deed and Crystal Bay lake CASCO POINT DEED &
� access were de�erred until the meeting of CRYSTAL BAY LAKE ACCESS
• April 22, 1975 for lack of information,
� Welsh moved, Butler seconded, to adopt RESOLUTION #589
� Resolution #589 refunding Mr. Wesley Wegan, Wesley Wegan Refund
Plat 41317, Parcel 2000, District 38, in the
� amount of $337.50 for payments made to the
• Villaqe prior to the revision of the Navarre
water improvement, 1970 LW-1. Motion, Ayes (3) -
� Nays (0) ,

Butler moved, Welsh seconded, to authorize the FINAL PAYMENT
� staff to proceed with final payment of $511.00 McDougal
to Mr. Peter Mc A. Dougal, 3129 Casco Circle,
• which represents accumulated interest on the
! condemnation #563 settlement. Motion, Ayes (3) -
Nays (0) .
•
� The Village engineer gave a status report on the FLOOD INSURANCE
flood insurance program.
�
� The Village attorney and Village engineer EISINGER LANDFILL
discussed the status of Mr. Eisinger's
• landfill application before the P.C.A. It
�was agreed that any changes or additions to
the existing property should be consistent with
, the Village of Orono's surface water management
plan.

• Searles moved, Welsh seconded, to adopt RESOLUT�ON #590
Resolution #590 to approve the plans and Plans & Specifications
� specifications for the North Shore Drive North Shore Drive Ravine
S Ravine 75-1 and proceed with advertising for
bids with bid opening Thursday, May 22,
� 1975 at 10:00 A. M. and engineer's recommenda�
tion for Council approval May 27, 1975.

� Welsh moved, Butler seconded, to adopt RESOLUTION #591
Resolution #591 ordering the Village engineer Plans & Specifications
� to prepare plans and specifications for a M.S.A. - Willow Drive
blacktop overla�* on that portion of Wi11ow
• Drive that is designated as a M.S.A. funded
street and which has been previously constructed
� to seven-ton specifications. Motion, Ayes (3) --
+ Nays (0) .
� The Village Council also instructed the Village M.S.A. FUNDS
� engineer to proceed with a feasibility report Old Crystal Bay Road &
replacing previously M.S.A. funded Old Crystal Watertown Road
� Bay Road with the Watertown Road in order to
• p.rovide needed upgrading on the Watertown
Road which will provide lower maintenance
� costs through . the proceeding years.
�
Dell Frontz, resident of Excelsior, appeared WAYSIDE KENNELS
� before the Council to express her concern of
• Wayside Kennel°s operational policies. The
Council noted that since the kennel is operating
� within the current guidelines established and
the staff reported that there were no violations
� on record --
� Welsh moved, Butler seconded, that the Kennel LICENSE
License for Wayside Kennels, be approved. hsotion,
