The City Council met on the above date with

• relating to the Comprehensive Guide Plan and
Rezoning Guidelinese

Commission, read into the T�inutes a letter
from the Planning Commission reviewing the
approval received from the Metropolitan Council
concerning the Comprehensive Guide Plane He
also reviewed and read into the Minutes six
City Council approved changes to the Comprehensive
Guide Plan and six recommendations related to
future planning.
The Village� has rece'ived a letter from the
T�tetropolitan Council dated November 20, 1974 ,
� informing us that at their November 7, 1974
meeting, the Pietropolitan Council had approved
the Orono Comprehensive Guide Plan.
� It is important to n�te that this anproval was
based upon an extensive staff review dated
• October 25, 1974, of which the following
. excerpt is fundamentale
� "The committee will note that the major discussion METROPOLITAN COUNCIL
of the plan review revolves around Orono's LETTER
� expressed desire and intent to remain a low
density residential community. In staff' s meeting
� with the city, the purpose for that development

degradation of Lake Minnetonka and its environs

A RESOLUTION ADOPTING
COMPREHENSIVE I�ZUNICIPAL PLAN
i WHEREAS, Chapter 462 of the r4innesota Statutes empowers the
City of Orono to prepare and adopt a comprehensive municipal plan, and
WHEREAS, the Planning Commission has prepared the Comprehensive
Plunicipal Plan which includes a compilation of policy statements, goals,
standards, and maps for guiding the physical, social and economic
development, both private and public, of the municipality and its
env2rons, and
I�iHEREAS, the Planning Commission and the City Council reviewed
the proposed Comprehensive Municipal Plan, and
WHEREAS, the Planning Commission held a public hearing thereon
pursuant to legal notice on August 26, 1974 and thereafter adopted and
transmitted the plan to the City Council, and
��HEREAS, the City Council submitted the proposed plan to the
Metropolitan Council for written comment and recommendation on August 28,
1974, and
WHEREAS, the Metropolitan Council has submitted their official
comments and recommendations,
- NOW THEREFORE, the City Council adopts the attached Comprehensive
! Guide Plan, including the references and source materials incorporated
herein, as the Comprehensive Municipal Plan of the City.
FURTHERr�ORE, WHEREAS, Chapter 462 of the Minnesota Statutes
empowers the City to enact a zoning ordinance and to provide for its
administration, enforcement and amendment, and
[��IiEREAS, the City Council deems it necessary, for the purpose
of promoting health, safety, order, convenience, propserity and general
welfare of the City to enact a zoning ordinance to make different
regulations for different districts and to change use district boundaries
in order to carry out the purposes of the Comprehensive P4unicipal Plan
and the aforesaid Statute,
N04,1 THEREFORE, the City Council will take immediately those
steps necessary to review the proposed amendments to the present zoning
ordinance, hold a public hearing thereon, and thereafter enact such an
� ordinanceo
