The City is in receipt of your building permit application which was received by this office on May 14, 2012. The
property addressed 1220 Lakeview Avenue is located in the RR-1 B zoning district, which requires a 50' front and
rear setback and a 10' side yard setback. After a cursory review, your application is incomplete.
The following items must be submitted or revised in order for your application to be considered complete and for
the plan review to continue:
1. Certificate of Survey. Please provide a full size certificate of survey meeting the City's survey standards
(enclosed) indicating the location of the existing house and proposed addition (and any proposed grading)
as well as all existing structures, landscaping, retaining walls and hardcover on the property.
2. Hardcover. The property is located within our Shoreland District (within 1000' of French Lake). Please
have your surveyor prepare hardcover calculations. Hardcover information sheet and hardcover
calculation sheet are attached.
3. Structural Coverage. Lots under two (2) acres in size must contain less than 15% structural coverage.
Attached is an information sheet explaining structural coverage and how it's calculated.
4. Escrow 8 Escrow Agreement. Building permits involving grading and/or review by the City's engineer
require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee
reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally
this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and
stormwater. The required escrow amount for this project is $2,500. The escrow agreement is enclosed.
The property owner must sign the escrow agreement and submit a check for$2,500.

I reviewed Norma Schnoor's permit application and it appears the garage is T00 BIG. UGH! I just called her and the
plans have to be revised so that the garage is no bigger than 1000 square feet.
I wonder if you can turn the revised survey around to me this afternoon or tomorrow AM so I can try to get the permit
issued tomorrow or Thursday (once she calls you to let you know).
The only other things on the survey we have comments on at this time would be:
1. Show existing contours extending off the property to the north & locate the existing structures/home on the
property to the north (so we can review the drainage); and
2. Extend the silt fence (i.e. wrap it around the project are more).

AGREEMENT made this�_day of J i,c.r�� , 20�, by and between the CITY OF ORONO,
a Minnesota municipal corporation ("City") and Doug & Norma Schnoor("Owners").
Recitals
1. A building permit application has been filed for an attached garage located at 1220 Lakeview
Avenue the ("Subject Property"), legally described as , Hennepin County
Minnesota.
2. Owners request the City to review this application.
3. The City will commence its review of the application and incur costs associated with said review
only if the Owner establishes an escrow to ensure reimbursement to the City of its costs.
NOW THEREFORE,THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow
Agreement, the Owners shall deposit$2,500 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City
for all out-of-pocket costs the City has incurred (including planning, engineering, in excess of $500, or legal
consultant review) or will incur in reviewing the plan. Eligible expenses shall be consistent with expenses the
Owners would be responsible for under a building permit application. The escrow will also guarantee
reimbursement to the City for all out-of-pocket costs the City has incurred to assure that the work is completed in
accordance with the Stormwater Pollution Prevention Plan and the provisions of Orono City Code Chapter 79.
The financial security may also be used by the City to eliminate any hazardous conditions associated with the
work and to repair any damage to public property or infrastructure that is caused by the work (including planning,
engineering, or legal consultant review) associated with building permit #2012-00403 if compliance with the
approved building permit is not accomplished.
3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn
send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners'
receipt of bill.
4. DtSBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment
to the City within the timeframe outlined in #3 above, shall issue a Stop Work Order until the Owners pay all expenses
invoiced pursuant to #3. The Ciry may draw from the escrow account without further approval of the Owners to
reimburse the City for eligible expenses the City has incurred.
5. CLOSING �SCRQW. The Balance on deoosit in the escrow, if any, shall be returned to the
Owners when the review has been completed and written notification is received from the Owners requesting the
funds.
6. CERTIFY UNPAID CHARGES. If the project is abandoned by Owners, or if the eligible expenses
incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance to the
subject property pursuant to Minn. Stat. §§415.01 and 366.012.
