Butler, Councilmen Paurus and Welsh. Absent:
� Mayor Searles and Councilman Massengale.
� Paurus moved, Welsh seconded, that the Minutes MINUTES
+ of the Regular Meeting of May 28 , 1974, be May 28, 1974
approved. Motion, Ayes (3) - Nays (0) .

• Paurus moved, Welsh seconded, that the Minutes MINUTES
of the Board of Equalization Meeting of June 3, June 3, 1974
� 1974, be approved. Motion, Ayes (3) - Nays (0) .
� Ray Johnson and Donna Carlton, members of the HUMAN RIGHTS REPORT
� Orono Human Rights Commission, presented a Girls Athletics
report to the Council regarding the girls
� athletic program in the Mound School District.
Donna Carlton described the negotiations that
� have taken place between the Human Rights
Commission and the Mound School Board regarding
• the discrimination against girls athletics and,
• as of now, the School Board has not taken any
action to correct the discrepancies between
� boys and girls athletics. The Council requested
� that the Human Rights represent all of the City
equally and to represent it similarily in
reference to all School Districts. It was also
� requested that the Human Rights Commission report
at each Council meeting.

� Welsh moved, Paurus seconded, to refer the VARIANCE
variance request for Al1an Lundgren, 4455 Forest 4455 Forest Lake
� Lake Landing, to the Planning Commission. Landing

The Attorney informed the Council that the legal LOT OF RECORD ORDINAI�TCE
� staff was not able to prepare a draft of the Lot
of Record Ordinance for John Zimmer & ilelvin
• Dal,e, County Road #�6 and G�atertown Road, but
that it would be available at the June 25, 1974
� meeting.

� The City Administrator presented the City RIP RAPPING ORDINANCE
Engineer's proposal for changing Section 310700.
• This proposal would eliminate rip rapping from
this section of the ordinance and eliminating
� the need for a permite The City Attorney
� suggested that the provisions regarding rip
rapping be included under section 31. 710,
� rather than as proposed by the engineer, This
section refers to exceptions.

Paurus moved, Z�lelsh seconded, that the Engine�r
� draft an ordinance or redraft section 31. 700,
�10705, & 31. 710 of the ordinance so that rip
rapping could be approved by the Engineer with
� a �15. 00 fee and that all other provisions of
this section of the ordinance would require a
� Sn0.00 fee with the unused portion of the fee
being refunded to the petitioner.

` The Zoning Administrator informed the Council r•�ARINA LICENSES
that the marina licenses had generated $1,q6J
� in revenue and that this was sufficient to
cover any City expense in reviewing these
• applicationse The Zoning Administrator did
� recommend, however, that the fee schedule be
changed so that buoys were charged the same
� as boat slips.

as was stiuplated in the Council Minutes of
January 1971 before any approval is given to
• the John Timura request. Motion, Ayes (3) -

� Paurus moved, Welsh seconded, to approve the SUBDIVISION
subdivision for R. C. Hedlund, 3095 North
� Shore Drive, since it was in existence as a 3095 North Shore Dr.
� separate tax parcel and due to the fact that
it conformed to the proposed zoning and exist-
� ing zoning for that area. A variance to the
. Moratorium is also recognized as being in
order. Motion, Ayes (3) - Nays (0) .

� Welsh moved Butler seconded, to accept the YAMAHA MOTORCYCLE
motorcycle from Westside Yamaha. Motion,
� Ayes (2) - Nays (1) . Councilman Paurus Nay.

• The Council wished to lay over until June 25, REFUNDING BONDS
1974, the proposal of Ehlers and Associates
� concerning the bonding refund.

Mr. Wayne Long, representing Orr-Schelen- SEWER PROJECT REPORT
� Mayeron, presented to the Council the
specifications of the pending sewer project.
� Mr. Long suggested that the Council meet with
• a representative from Orr-Schelen-Mayeron at
a special work session and then be prepared
+ to go to bids on June 25, 1974.

Paurus moved, Welsh seconded, to support RESOLUTION #542
� Resolution #542 , for the creation of Hunger Hunger Day
Day in Hennepin County, June 16 , 1974, and
• the City Hall be used for the location of a
• food drop-off barrel and a donation on the
part of the City. Motion, Ayes (3) - Nays (0) .

� Welsh moved, Butler seconded, to increase the BUDGET REQUEST
yearly expenditure to the Upper Tonka Council Upper Tonka Council
• from $600 to $800. Motion, Ayes (3) - Nays (0) .

• Salary adjustments were tabled until June 25 , SALARY ADJUSTMENTS
1974, until the full Council could consider

� Art Center be allowed to have the Shakespeare-

� The City Engineer had nothing new to report IDS 5TORr2 GJATER
� concerning the IDS storm water proposal.
�The Engineer was having trouble contacting
the FWBI concerning easements.

� The Engineer will present at the June 25, 1974 GROUND �IATER TESTING
meeting a cost estimate for ground water
r testing in the Crystal Bay and Stubbs Bay
area.
