� Each pla� subinitted rnust deal with the total area drainage
problem south of 15 and west of 19, and must produce rates
� of flow and quality of run-off equal to, or better than,
existing run-off. The engineer engaged to subrnit these
� plans may change the form or arrangement of the plans spec-
ified above with Council approval , but shall submit altern-
� atives encompassing the substance of the specified altern-
� atives. The Council will be the sole judge of the altern-
ative plan to be used.

� r�layor Searles then referred the Council �s attention to item Item I of "iDS
number I of Draft 4 dealing with the size of the shopping iJavar re Project
� center. Searles moved, E3utler seconded, to approve the Conceptual Ap-
recorrnendation of the Planninc� Cominission as regards to proval " - Draft
� tne size of the shopping center of II3,000 sq. ft. Ayes (2) 4.

Counci Irnan P�lassengale, t�lelsh, and Paurus, expressed concern
r that by usiny a .28 FAR ratio and the arnount of land present-
• ly zoned cornmercial , the shoppinc� center should not be any
laryer than approximately 65,000 sq. ft.
� Terry Schneider representing I .D.S., ciaimed that I .D.S. would

� be willing to use a .29 FAR ratio if the proposed shopping
center was approved, but such requirements would impose un-
� due hardships on small property owners in the commercial
zones. FAR ratio that have been discussed here may not be
� app I i cab l e to a I I ca,i�,nerc i a l property i n Orono.
� �1assenga le n�oved, Paurus seconded, that Draft 4, iJumber I ,
� should read as follows: An additional credit of gross leas-
able space will be permitted equal to 12;% of the exisfiing B-I
� and B-3 parcels to be reconfi�ured and allocafied for on-site
green space and landscaping. An FAR of .29 as recommended
� by the Planning Comrnission shall apply. The motion was with-
� drawn.
. Terry Schneider explained to the Council that certain costs
remain fixed irregardless of the size of the shoppinq center.
� If the shopping center was torced to reduce its size, the sec-
ondary tennants would have to pay higher rates, and it would
� be i�npossible to attract tennants at the costs that would
have to be charged. The Zoning Administrator explained to
� the Counc i I the rat i ona 1 e used by the P I ann i nc� Cor�uz�i ss i on i n
� calculating what they would consider a reasonable sized shop-
ping center. The Pfanning Commission intended in fJumber I of
� Draft 4 to ��iean that if it was possible to construct an 83,000
sq, ft, shopping center using the present zonin� standards for
� setback and height, then such a shopping center shouid be ap-
proved.

Terry Schneider calculated that using Oronoas height and set-
� back requirsments, that it would be possible to construct an
83,000 sq, ft. facitity on 5.25 acres.

� E�utler inoved, Searles seconded, that the Council approve an
83,000 sq. ft. shopping center with a total buitding size of
� 101 ,000 sq. tt. Ayes (5) Nays (0) .
� ;1ayor Searles announced that the Council should hold another
;neeting to discuss the I .U.S, proposal at 9:00 P.P�I. , Saturday,
� April 20, 1974.
� ;�ayor Searles maved that the meetinq be adjourned at 4:48 P.i�l.
