Last year, Sergeant Dressel was demoted to Patrolman due to certain activities that he did while on duty. I have the file in my office and for those of you who were not on the Council at that time that may wish additional information on the matter, I will be glad to discuss it with you at a later time. Anyway, as a result of his actions, he was demoted and I informed the Council of the action that Sergeant Dressel had done at the time, the action that I recommended, and the Council conceded that the demotion would be justified and told me to proceed with the demotion, even though no formal Council action was taken on the matter one way or the other. At first Sergeant Dressel took this very hard but as time went on I have been rather surprised and amazed at his entire change of attitude toward his work and his fellow officers . He has come a long way from this time last year in improving himself and making a greater contribution to the department. As a result of that, I feel that his lesson has been learned and I can recommend, along with the Chief of Police, that we promote him back to the position of Sergeant, even though�e would consider promoting him back to Sergeant, he would not become the second in command of the department. Sergeant Daniels will remain second in command with Sergeant Dressel, then, third in command. The second information item that you have is a letter from IDS addressing themselves -to certain changes in the lease of our liquor store. I have no objections to these lease changes, per se, but I think that it is important to pay particular, attention to the next to the last paragraph on the first page, where they assure the City of Orono that they will do everything possible to relocate the Orono liquor store in the new development if and when, that development should be approved. If the IDS proposal is approved, I do not feel that the City of Orono should be at all bashful to insure that we have an understanding with IDS that our liquor store be located right beside the Super Valu store. The third item in your packet is a brochure from the North Memorial Medical Center in which a rape symposium was conducted last week and Councilwoman Butler attended this conference. The staff feels that it is important to begin developing sensitivity among the police officers and other interested citizens in the community about this particular problem which is drastically increasing in incidences across the country. I expect that Councilwoman Butler would prefer to give a report to the Council on her impressions on the conference and how she sees Orono participating in a program of rape counseling. "lNr•�._ Council meeting of May 28, 1974 Page 2 The fourth item in your information packet is thc Notice of Assessments which will be held on Monday, ,7une 3, 1974 at thc City Hall. All Council members are asked to be present, our City Assessor will be present as well as representatives of the Hennenin County Assessment Department. The time of the meeting will be 7 : 30 P.M. in the Council Chambers. The next item of information in your packet is a letter from Mr. Edward Hamm addressing himself to the Scott property and house. This is a mute issue at the time, with my understanding that the Scott property has been sold to a Mrs . Moe. You should also know that I have had a call from an attorney representing Mrs , Moe wanting to know what the possibilities would be oE :sLbdivi.ding that propert�� into five or eight lots. I told the attorney that I felt that the Council would be very upset to hear that and would certainly express their dis- pleasure at the possibility of losing all of that open space to a residential development. We may be hearinq morc� from this party in the future. The next item in your information packet is the annua] report from the Public Health Nursing Service , and fi_nally the latest issue of Paradigm, which contains an ar.ticle or� paqe 4 that I wr_ote concerninq Citizen Involvement in Local Covernment. Mr. Van Nest will be appeaririq beforc the Council meetinq to request that the Council call a Public Hcarinq for the purpose of rezoning the public utility districts , which c�ime i.nto existence after the public hearings on the Coraprehensive Reszoning proposals which were held in the Orono School. Due to the f�jct that the Council meeting is being held on Tuesday, I am requestinq ttzat the public hearing be called for June 25 , so that sufficient time will be allowed to advertise properly in the newspaper and get the mailing donc�. 3. Mr. Van Nest is also going to report to the Council on the status of the Comprehensive Plan. Hopefully, the plan or major portions of it will be finished and ready for adoption, for we cer.tainly need to have the Comprehensive Plan adopted before we really adopt any rezoning. 5-18 . These items are the Zoning Administxator' s section of the agenda and memos concerning each one are in your. packet. '�- 19. Last week I gave to each of you a copy of the Police Contract which the City of Orono, in conjunction with Cy Smythe , has been able to negotiate with Union Local 320 . This represents the proposed 1974 settlement. On Wednesday of last week, the Mayor, Mary Butler, Cy Smythe, and myself sat down and discussed some of the aspects of the Contract. Mr. Smythe and i feel that this is the best agreement that we can get for this year; it is a good aqreement and I would recommend to the Council that we adopt this as the 1974 settlement. Council meeting of May 28 , 1974 Page 3 20. This is an information item for you concerning an increase in rent of the warehouse we use which belongs to the Burlington-Northern Railroad. We make extensive use of this building to store various ite�s in and we definitely need the space and I recommend to the Council that we pay the increased rent of $60 . 00 a year for the purpose of this building. 21. In your packets you have a letter for resignation from Irene Garceau, the newly appointed secretary to the Public Works Directoz•. Mrs. Garceau' s husband is selling his business and is moving north to become a taxidern�ist. This decision apparently was made rather recently by the family, and as such, Mrs. Garceau wishes to express her deep appreciation to the City of Orono for the opportunity that she had and truly regrets the fact that the family decision of moving did have to come up so soon. I will place advertisements in the appropriate publications and move with haste to find an appropriate replacement for her. 22. This is an other item of information concerning the problem of the parking which always occurs around the Fourth of July for the Lord Fletchers, shall we say, short-sl.eeve shirt exhibition. I am presently discussing this matter with the Administrator of Spring Park and I should have some more information for you by Council meeting concerning the possible solutions to the problem. I guess I have to agree that I think the solution to the problem is to hold the thing elsewhere, other than the fact that we make an awful lot of money off of parking tickets when they do come into Orono. � 24. There is a memo in your packet concerning the Recertification of the Civil Defense concept and program that the City of Orono has always been a participant in. The auxiliary police have been very active in this program and Roger Ward has spent a great deal of time developing appropriate emergency plans and procedures and has taken a great deal of interest in it. I think that this type of program is a very important part of Orono, particularly due to the fact that a tornado did go through the City about ten years ago and there is a definite need to have emergency procedures established and people trained in the various skilled techniques that are needed in those times of stress. I would encourage the Council to review the certification. 25 & 26. These items are letters of resignation of myself and Mr. Dexter Marston from employment of the City of Orono effective June 21, 1974 at 4 : 30 P.M. The City of Hastings had approached me in regard to whether or not I might be interested in being their first City Administrator. The government of Hastings had just created the position, they advertised nationwide for applications , they received thirty-nine applications and rejected all of them. At that time, they went to the League for some assistance and my name was suggested as a possible individual who would be interested. After three negotiating sessions with various members of the Council , they have offered a very nice proposal to myself and to Mr. Marston and i feel that from personal interests of professional development and an opportunity to again work in another City, that it is to my interest to take this job at this time. It was a tough decision to make and I almost at one time decided not to go fi��r I have certainly .• ., .. Council meeting of M.s�� 2�3 , 1974 Page 4 enjoyed knowing each and everyone of you and working with you and I hope that I have the opportunity again sometime in the future to serve on other boards or commissions with you. 27. Again in your packet is a memo from the attorney concerning the election decision that the Council must make. The Council is going to have to make this decision very soon because if the decision is made to have a local election this year, the candidate signup time is from July 2 to July 16 . This means that the last time that the Council can make that decision is at the June 11, 1974 meeting.
