� A memo of understanding from the Work Session.
� Council members present: Councilmen Butle�,
i•iassengale, and Paurus. Absent° P�Iayor
• Searles and Councilman Welsh.
� The first issue raised at the meeting by
� Councilman Butler was whether or no� the size
of the shopping center itself would be
� satisfactory. The proposal is for 83,d00
square fo�t; enclosed shopping mal.le Other
• Councilmen began to ask q�iesti.ons as to how
much could they get on thei� land and can we
� regulate the amount of u�e of the IeD.S. land
� using a 0. 28 ratioo
� It was pointed out to the Council at. this time
that no �ormal traffic study had been done in
� regard to this proposal but that the traffic
study bei.ng used came from past I.D.S. proposals.

• The Council expressed a con�ern for moding the
current bus stop further west on Highway ��15 for
ythe pur.pose of getting it aw�y from the inter-
section of #15 and #190 The City Admini5tr�to�
� was asked to check with the operational division
of the r-7TC to determine whether or not a proposal
• of a park and ride operation coul.d be established
• in connection with the I.D.S. prt�posal. It is
hoped that IoD.S. wili provitie �the parking spaces
� for the bus stop and comply wi�h the code at the
same timeo
� Councilmah I�iassengale therl discussed the issue of
� storm wat�r and expressed concern that the City
Engineer, Skip LdlcCombs, review storm water problems
• that are involved with the I.D.Sa proposal as well
• as current storm water situations that exist
in the areae It was wondered whether or not I.D.S.
` could design a building in such a way that the
roof top could hold several inches of water and
� allow it to seep out slowly over a long �5eriod of
time. It is hoped that we will be able to correct
the current storm water situation in the area
and see that I.D.So does not put any additional
� pressure on the current system. The issue
• seems to be whether or not the current storm
water area can be built up to handle the IoDoS.
storm water flow or whether it will be necessary
to channel a great deal of storm water flow off
of the IoD.Se properties to the swamps behind
the F.laeB.Io which is east of Highway #19.

The Council then discussed with I.D.Se the
� concept of park space and transfer of credits.
The Council referred to the Minutes of the
• Regular Council meeting of November 27, 1973,
in which it clearly stated that for property
• dedicated no credits would be transferred
� from it to other I.DaSe owned properties.
The Council clearly stated that they have
r no desire to transfer credits from buildable
land to other buildable land. In a general
� discussion of conditions 17-18-19 as listed
in I.D.Se ' s letter, the question came up
� about credits and the Council's desire to
start talking about actual numberse The
� Council had a discussion concerning whether
� or not we could talk about park dedication
of property not being discussed and the
� Council' s general feeling was no, we could not.
� The Council in discussing conditions ;;18 and
�11, in regard to the parking area behind the
• proposed office building. An issue came up
as to how deep the current zoning should go
and the scope of its use, whether it should
� be 250' or 350' back from the road. It was
concerned that Parcel F should have a 50 '
ygreen space dedicated in that area.
• The Council asked the City Attorney to make
• some comments in regard to conceptual ��pproval
of a project meanse The City Attorney merely
� stated that a conceptual approval is viable
that under a situation like this, the approval
� of zoning is a last item and if necessary we
can at a later date, require IeD.S. to replat.
, As far as making sure that IeD.S. will perform
what it says it will perform cantractors bonds
• for code violations can be required and filed
• in the City offices. There is no question but
that through the bonding process the City can
� require I.DeS. to perform all of the conditions
agreed upon between the Council and IoDoSo if
the project is approvedo
• Both Council and I,DoS. expressed concern over
• having open ended items involved in considering
this projecto It is hoped that we ��ill be able
� to clarify and close out each item as it comes
up. In regard to landscaping, the Planning
� Commission requests that 12� of the site be
put in landscaping is acceptable to I.DaSo and
if the Council wished to state any specific
criteria of that landscaping, they should do
so as to whether it will be greenbelt, burms,
� or a combination of both or whatevere

It is clearly the Council's intention that a
� burm by itself is not sufficient. I.D.S.
� also discussed the dedication of 7a5 acres
of land. The Council at this time informed
I.D.S. that Ordinance ido. 125 already
p�otects any given marsh areas and if the City
� was to accept it, that I.D.S. could not use the
credits from that land to be transferred
• to other dry buildable land. I.D.S< and the
Council further discussed parking requirement
criteria that was used in some other communities
� and gave different methods of approach to the
parking space calculation other than what is
used in our own codee I.D.S. was expressing
some concern in .regard to #19 of their letter
� to whether or not to be taken out. They were
concerned about protecting themselves in the
� rezoning of the property south of the F.W.B.I.
The Council asked I.D.S. at this time, if they
would accept the rezoning as proposed in that
area and I.D.S. said that they would. Finally,
again the issue of storm water drainage from
the I.D.S. proposal was considered and it was
the Council° s desire at this time to talk further
• about this item with the �i�atershed District and
the City Engineer to see exactly which is the
�best way to go in this area.
