MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />March 22, 2017 <br />5:00 o'clock p.m. <br />PRESENT: Mayor Dennis Walsh, Council Members Richard Crosby 11, Wendy Dankey, and <br />Victoria Seals. Council Member Aaron Printup arrived at 5:45. Representing Staff were Interim <br />City Administrator Doug Reeder, Public Works Director/City Engineer Ad am Edwards, Finance <br />Director/City Treasurer Ron Olson, Community Development Director Jeremy Barnhart, Police <br />Chief Correy Farniok, Senior Planner Michael Gaffron, and City Clerk An is Carlson. <br />Guests: Hennepin County Transportation Planning Engineer Kristy Moyer, P.E. and SRF <br />Engineer Nate Will, P.E. <br />1. CSAH 112 Phase 2 Update From Hennepin County <br />Moyer and Will explained the process, layout and background for CSAH 112. Phase 1 of the <br />project is to begin in April 2017. <br />Mayor Walsh asked where the proposed staging area would be for the project. <br />Moyer explained that there was not an identified area at this time for the set up/staging area <br />and that the contractor would decide where that would take place. <br />Moyer and Will provided an update of plans for Phase 2 of the reconstruction of Wayzata <br />Boulevard (CSAH 112). There was discussion regarding the concerns for the property <br />owners along the reconstruction of the road for Phase 2. <br />Mayor Walsh asked if the County had met with property owners regarding Phase 2. <br />Will had said that they were able to meet with some of the property owners along the Trail <br />and that they were planning to reconnect in a month or so to revisit any issues that might be <br />of concern. <br />Mayor Walsh asked if they had figured out if there were any safety concerns relating to <br />Phase 2. <br />Will reported that the main impacts would be trees, poor soils, muck, and that they will have <br />to widen the road on both sides; there will be no impacts on the trail. Will mentioned that the <br />guidance of two-lane traffic will help with safety concerns. <br />Council Member Crosby asked how many business owners the project would affect and that <br />he would like to see as little negative impact on the businesses as possible. <br />Will answered about 2-3 businesses would be affected and that traffic will be maintained. <br />Public Works Director/ City Engineer Adam Edwards mentioned that the funding for this <br />project is from the State Turn Back funding. One of the things of focus is that traffic would <br />be maintained as much as possible and that this is one of the guiding principles that has been <br />
