The buffer improvement escrow, Permit Number P9407 pertaining to 2175 Kenwood Way has changed ownership and, according to Soren, even though the property is currently not in compliance, the City is unable to hold Mr. Keenan's escrow. John thought that the developer did the right thing and planted native vegetation, then the original escrow was reduced/returned, then the current homeowner sodded the area.
