HomeMy WebLinkAbout04-02-1974 Council Minutes Special Meeting � ' � CITY OF ORONO • Special Council ivieeting of April 2, 1974, 7:30 P.I-i. �Concerning I.D.S. � The City Council met on the above date � with the following members Present: Acting :�Iayor I3utler, Councilmen Massengale, Paurus, � and I�]elsh. Absento t�ayor Searles. • At this time, the City Administrator informed � the Council that Niayor Searles had been called S and notified of the meeting and therefore, the proper notice had been made to everyone � concerned. • At this time, i�Ir. Terry Schneider made a � brief presentation of the overall I.D.S. ! proposal. One of the first concerns that the Council expressed was the location of � the bus stop. It was felt that it would ue desirable to move it further west of � the intersection of #15 and #�19 and possibly additional parking areas could be set aside • for commuters who would park their cars at the center and take the bus into town. �he City Council instructed the Administrator � to contact the people in the operational division of the AiTC and begin negotiations � for the relocation of the bus stop in this area. • • The second item of concern that the CounciZ • stated to I.D.S. involved Orono's yiquor Store. If the shopping center is approved, i it is the desire of the Council that the lic�uor store be placed in a very favorable � location in the building where it �aill have an outside entrance and that it be located. � in close proximity to the Super Valu Store. ! � At this time, the City Council addressed themselves to the letter from I.D.S. � concerning their comments about draft #4 and the conditions stated in this draft. � These items were taken one at a time. • A. (A#�2) I .D.S. stated that this condition could be lived with without any difficulty. � �'he Council expressed a desire that park � _.ro�erty located on the south side of the proposal be treated as a separate piece � but that consideration be given for residential credits elsewhere, if that � is dedicated as park property. This particular condition--was felt to be � no pro�iem; �however, Councilman iiassengale � proposed a variance to the setback requirements and the question is whether we move Keily � Avenue or the apa�tment house. � C. The Council at this time clarified caith I.U.S. that a combination of burm and greenbelt � in a landscape design must }�e worked out to � satisfactory a=tistic criteria. The Council informed I.D.S. that a burm in and of itself � is not adequate. tae must have a complete landscaping concept which will be approved � by the Orono Council. • D, i�Io obj ections �vere stated by the I.D>S. • to the conditions in this paragraph. � E. The Council stated to I.D.S. that the concern over storm water drainage is a �ajor consideration in the proposal. It is he City' s desire to appoint our own � engineer to work with I.D.S. and the 6aatershed District to consider diverting • the storm water to either hehind the I'.T+I.B.I. or to the northeast corner of the intersection � of #15 and #19 or possibly the necessary � upgrading of the existing watershed to the south, which will handle the storm waters � generated by the shopping center. The City is willing to consider alternatives in this • area but the £act remains that there is a storm water problem to the south of the I.D.S. � proposal now and under no circumstances does � the City of Orono want to get involved in having to have sto,rm water assessmer.ts put on � private property which are down stream from the I.D.S. proposal, because the I.D.S. � �roposal may have caused a storzn water prok�lem which the existing situ�tion cannot • handle. � F. It was discussed briefly in A above and � it was felt that realistic credits would be considered in view of how the property is � zoned now. • �.
