Council Meeting - Saturday, March 9,1974 - 9 �
Attendance : Searles , Massengale , Welsh, Paurus
l. Discussion of Village ownBPship and operation of
� park facilities such as the golf course. Concern
was expressed about the ab�ility of government to
operate such properties profitably. After extensive
� review of the pros and cons of golf course ownership
and operat ion it was agreed tT�at :
a. the golf course property is a�raluable public
park asset and should be retained by the Village
b. the Administrator should explore management
alternatives which can emphasize incentives
to the golf course operator and that a check
should be made with two or more successful
municipally owned �olf course operations to
determine management methods employed.
c. there should be completely separate accounting
for the golf course and that there should not
be any vagueness about administrative office
services devoted to the golf course operation
or overlappin� with other Village Departments.
d. it is the intent of the Village to operate the
golf course as inc�me producin� property.
2. Disc�ssion about Ski Tonka. Agreed that the ski area
is a good land use for 4rono . Agf'eed that current license
should be issued with all the safety conditions stated
, as conditions of the license.
� Further discussio�t resulted in a concensus that the
Village should use public funds to acquire the ski
area property as a general sports and recreation area
� at a reasonable price. Further ageeed that this park
policy on ownership and operation should be considered
again at another meeting with full Council attendance
and with Administrator, Chairman of the Park Commission
and Chairman of the Planning Commission present.
3. It was agreed that the Council wants current action items
listed at each meeting. This refers to all carry-over
matters , their status at meeting time , and who is �oin�
to �o what and when to complete the matter being carried
� over. This should be a secon�, but separate , pa�e of the
a�enda.

� 4. Criteria for le�al services - After discussion it was
agreed that the Vil.lage would be best served by legal
representation by a medium size firm with appropriate
� �unicipal experience. Popham, Haik was determined to
be such a firm. The discussion explored the citizen
concern regarding apparent possibility of conf lict of
interest when the Village attorney is also a resident
• of the Village . The opposite side of this issue was
also considered, i.e. , that a resident attorney also
devotes extra effort to the Village matters because
he is a resident .
It was decided that Popham, Haik should be continued
as the Village legal counsel for 1g74. The Mayor was
asked to explore and discuss the above matters with
that firm and report back to the rest of the Council.
The question of possible conflict of interest on the
part of the firm was also a matter for concern and was
indicated as a proper sub�ect for conference with
� counsel.
