� January 28, 1974
� The Village Council met on the ahove date
with the following members present� Mayor
r Searles, Councilmen Paurus and t�]elsh. Absent<
Councilmen Butler and �Iassengale.

Searles moved, Paurus seconded, to approve ��ND
• for Mr. Eckert the conditional use application 505 Orcharc� Park Road
for the completion of his pond, which is
� located at 505 Orchard Park Road. Motion,
� Ayes (3) - Nays (0) .
• Searles moved, Paurus seconded, to approv� PdND
the existing pond of Frank J. Kokesh, 4100 4100 T�1�tertown Road
O �7atertown Road. The Council further desires
i to have the soil piles wh�ch currently are
heaped up around the pond be leveled and
� seeded. P�iotion, Ayes (3) - Nays (0) .
�� Tli� Village Council instxucted the Village PtJD1D5
Administrator to write to P�ir. Dunlap, 1�Zr. Dunlap & tnlinchell
tiainchell, and T�Zr. Farrell concerning the
� drainage ponds on the properties of i�r. Dunlap
and i�ir. Winchell. A copy of the engineering
• report is to be sent to each individual
� and the Village Administrator is to urge all
parties concerned to come to an agreement
� among themselves in this matte� if at all
possible. The Village Council does not desire
� at this time to take action on the pond.
� The Village Engineer submitted a report to �#12 & Gld Crystal Bay Rd.
� the Council concerning channelization of
Highway �12 and Old Crystal Bay Road. The
� Council accepted the report and ordered it
filed.

� The Village Administrator reported to the PARK COP�1�'�1ISSION REPORT
Council at this time that the Park Commission
• did not wish to discuss the Parks Systems
Analysis Proposal. The Park Commission would
� be coming before the Council at a later date
� on this matter.
� Paurus moved, [�Jelsh seconded, to reappoint APPOINTI�IENTS
� Tir. Van Nest and AIr. Brad Hays to the Orono Planning Commission
Planning Commission. Motion, Ayes (3) - YJays (0) .

� Paurus moved, Searles seconded, to instruct VZLLAGE PUBLIC HEARING
� the Village staff to work with the Planning
Commission to determine the time it wauld
� take to call a public hearing to provide
the proper and necessary mailings to citizens
� of Orono and as soon as those determinations
have been made, then to call the hearing• as
! soon as it is legally possible to do so.

� The Village Council instructed the Village COMPREHENSIVE PLAN
� Administrator to contact the Planning
Commission chairman and instruct him that
� the Council desires to have an outline of
a Plan that the Planning Commission intends
� to follow to complete the Orono Comprehensive
Plan. The Council would like to have a report
� on this for the February 11, 1974 Council
� meeting.
� The Village Council agreed to table the Liquor LI�UOR LICENSE
� License request until February 25 197� mee�ting.

� The Village Council instructed the Village SKI TONKA
Administrator to table the Ski Tonka request
� until February 11, 1974 meeting. It v�as
further requested that the staff review and
� �ossibly rewrite the operational perameters
that were established for Ski Tonka back in
� 1966.

� There were no building permits to be BUILDING PERI�ITS
considered at this time.

� Paurus moved, Searles seconded, to appoint APPOINTMENT
the Wayzata-Orono Sun Newspaper as the irlayzata-Orono Sun
• official newspaper for the Village of Orono.

� The appointment of a Village Engineer and POSTPONED APPOINTA4EIVTS
� a Village Attorney will be considered again
at the next Council meeting.

� Funds for the estimated amount of $1,904. 73

r The letter from Mr. Dick Benson concerning the LAKE ACCESS STUDY
lake access study was received and ordered
• filed by the Council.

Tn.c� Village Council instructed the Village TONKA BAY RESOLUTION
r Administrator to again approach the Village Real Estate Taxes
! Assessor in order to obtain some more
specific information in regard to the
� Tonlca Bay Resolution on real estate taxes.
Specifically, the Council would like to
� know what the Assessor himself would do if
he had the opportunity to improve upon the
� existing law. Also, why penalize improvements
on property? The Council requested that
� the Assessor appear at the next Council meeting
� and have a discussion in regard to this
matter.

� The letter from N.S.P. concerning the N.S.P. LETTER
� rate increase was ordered filed by the
Council.

� The letter from the League of Ntinnesota LEAGUE OF rZIIVIdESOTA
Municipalities concerning the movement r2UNICIPALITIES LETTER
� of their offices was ordered �iled by
the Council.

� The Village Attorney presented the final ORDINArICE NO. 160
copy of the Ordinance which the Council Reorganize Planning
� previously passed concerning the revision Commission
on the Planning Commission members terms
• of office.
�
The Village Attorney further reported on SAC CASE
� the SAC case and that no final decision
� has been made by the court as of yet.
• The Village Attorney informed the Council LEGISLATIVE BILLS
of several legisl�tive bills which may be
� of interest to them to include H.F. 2591,
� H.F. 2068, & H.F. 636.

• ti��elsh moved, Massengale seconded, that the BILLS
• Al1 Fund Accounts 15412 through 15462, to
include the bill from the Viliage Attorney
in the amount of $1, 422.68 and the bill from
� ibnna Carlton, a member of the Human Rights
�, Commission, in the amount of $51.55, and the
Liquor Store Accounts 9841 through 9868, be
+� paid. P�lotion, Ayes (4) - Nays (0) .
� At this time, Dr. Panuska appeared before the LUCE LINE TRAIL
� Village Council to discuss a possible
public hearing on the Luce Line Trail. The
• pros and cons of the hearing were discussed
and additional information was requested
� by the Council. Dr. Panuska stated that the
� trails committee ivould meet sometime between
nova and the next Council meeting to discuss
� the issue of the public hearing in more detail
� and report back to the Council at a later date.
The Council further suggested that the Park
Commission should come up with recommendations
� for individuals to fill vacancies in their
• membership.
