Ray Johnson plans to appear b�fore the Council meeting on the 22nd to discuss the West Hennepin Human Servi_ces I> 1z�riri i rig I.3oard. If you will refer back to your packets of February 25 , anc� March 25 , 1974 , I have included items in those packets which wiJ.l r��l�atc� to the West F�ennepin Human Services . The City of Or_ono has entc.�rc�d a ,7oint Powers Agreement to form this Board and the purpose of Mr. . ,7uhn:_>on ' s ��ppe,�rance is to go into an explanation of how far the �oard h�s f�roqresscd towa.rd its goals and objeetives and just exaetly what thosc� c�o��ls ar_c� , tIe will also attempt to feel out the Council as to the F�oSsibility of ��ublic funds beir.g used in the future to finance speci_fic he�] th needs that may be identified as a result of their study. 23. You will recall from the last work session 1_hat thc� Council had on April 8 , 1974 , Hennepin County Highway De��r�rt:merit said that they would be prepared to come back to the Counci:l this week �-�nc3 rrview the Tanaqer Bridge project. They also stated that adc�i tion�al maF�s and .inf_ormation will be provided this offir_e before th�it time , but at tYle timc of_ writing this memo, no new informati.on has bec�n receivc�d in this officc . 24 . The letter from Orr-Schelen-Mayeron ��ddr<�sses itself to the Council ' s concern regarding the alternates on the sewer. project in the Hackberry Hills area. Orr-Schelen-Mayeron needs to know what the Council ' s desire is toward constructing a trunk l.ine to go north on Wil]_ow Drive; whether or not to extend it north of Willow will affect the cost of the study being done by Orr-Schelen-Mayeron as well as affect the size of the pipe for future uses. In the past, the City of Orono has talked to the City of Long Lake in regard to running a sewer lin� north on Willow Drive for the purpose of taking the schools and Washinqt:on Scienti.fic and the future development that Gagne is proposinq on his property off of_ the Long Lake system and funneling it past Hackberry into the inter.ceptor in the future. The Council should tell Orr-Schelen-M�y,��� whether that is still the desire or not. If the Council does n�� r1--Schelen-Mayeron to draw up final plans and specifications of the extension of the line north of Willow Drive , I would suggest that at a minimum�rae i_nstruct the engineers to put a sufficient size of pipe in Willow phl�C� � - ' ' - - - for the possible use of it picking up extr_a effluent at some time in the future. As the engineer stated in his letter, you may make this decision either now or when the final plans and specifir_ations come before you. But in either case, I think we should let the enyincer know as soon as possible what the Council ' s desire is . ti Agenda Items - Meeting of April 2.2 , 1974 Page 2 2.5 . In your packet is a report from Dick B�nson concerning a very serious w�wer problem that we have on Ke]_ly Avenue . 11s you may already be awa.re that the sewer line that is in the m�-�rsh ��nd pc�ndi.n�� area is beginning to sink =n�o the ground. We have r_un a telc�vi.sion camera through the pipe in an attempt to find out how serious tt-ic dr�maqe is and we were unable to run the camera the completc� lenc3th of= the pipe. All that we got were pictures of water so we have a scrious brc��k in the pipe that needs to be repaired. Th=i_s probl�m beqan i.n I_968 , according to Dick Benson, has slowly been qettinq worse anc3 the timc� now has eome to repair it. I would recommena to the Counci_ 1 tF��at �a m<�t i_on k>e made chanqi_ng the Council meeting to Tuc�sd�iy, May 28 , ly'74 , 11DDT'1'�ION11t.� C(1MML:N`['S You wil l be glad to know that Marc Whi tc>he�id , t3crn i�� Mi ttelsteadt, and rnyseli appeared before the Ptiysical D�velo��ment Cc�mmi.ttee of the Metropolitan Council on Wednesday of this week to testify on behalf of the Orono- Long Lake interceptor sewer line and making �z portion of Orono ' s sewer line as a Metropolitan interceptor line, due to thc fact th�t we are going to be handling eventually the effluent from Minn�tonka I�each. The committee voted unanimously in favor of moving ahead with the Orono-Long Lake interceptor line and it is my understanding t:hat canst.r.ucti_on will begin this year. We also got some encouragement from Mr. Ki_ngs7_ey Murphy to the f.act that the sewer bo�rd and thc� staff was slowly l�ut surely coming around to the fact that Orono may be justifi.ed in declaring a portion of its sewer line as an interceptor, due to thc� fact th�t it will handle Minnetonka Beach. On this issue of Minnetonk�a f3E�ach we have always had some pr.oblems with the sewer board and st��ff, k�ut= it appe�irs that a change of mind is beginning to occur. I was very plc�ased with that hearing and very optimistic now about our situations with the sf�wc�r boa.rd and the Metropolitan Council itself.
