We have reviewed the construction plans dated 5/8/03 for the Professional Properties building.The
site is located at 2765 Kelley Parkway in the northeast quadrant of the intersection of Old Crystal
Bay Road and T.H. 12. We have the following comments in regards to engineering matters.
• Storm sewer calculations should be revised and resubmitted to include CBMH-6 and CBMH-
7. The drainage area map should be revised to reflect the proposed grading.
• The proposed storm sewer is shown connecting to a future storm sewer.Plans should include
provisions for a pond if the future storm sewer isn't available in time to serve this site.Plans
should include a pond designed to meet NURP standards.Ponding calculations along with
pre and post development drainage area maps should be provided.The pond should include
an outlet structure designed to provide one-foot of skimming and limit post development
flows to pre development rates.
• The plans should include provisions for traffic control for the proposed work on Old Crystal
Ray Road and Kelley Parkway.
• The plans should include a bituminous trail typical section showing 6-inches of class 5
aggregate base and 3-inches of type 41A bituminous wear course.

Landscape Plan- Sheet L2.1 Dated 12/31/02 (Revised 05/08/03):
1. Additional screening has been added SE of trash enclosure as required.
2. Trash enclosure must be constructed per Sheet A7.2 dated 5/5/03 and Sheet S-1 dated
5/5/03,not as shown on Sheet L2.1.
3. Sheet L2.1 has omitted the required boulevard trees along Kelley Parkway and at least
one of the trees required along Old Crystal Bay Road. These trees are required per
Condition 7 of Resolution No. 4860. Along Kelley Parkway,Developer shall match the
species/size/spacing as approved with the Dahlstrom project(i.e. see Dahlstrom Sheet
L6.1). Required species to include:
a) Northern Red Oak
b) Patmore Green Ash

d) Sugar Maple
Spacing of the above along Kelley Parkway to be 30-40'.
Along Old Crystal Bay Road shall add 1-2 deciduous trees to meet Condition 7 which
states developer shall provide"substantial deciduous trees along the west boundary".

Sheet C3.1 includes a berm southwest of the building surrounding the patio area. This berm
must be maintained at the proposed 4:1 slope or flatter for maintenance purposes and shall be
sodded.

1. Sanitar��Se�ver: The sanitary sewer service is shown connec[in�to an existin�manhole along
Old Crvstal Ray� Road. The proposed g-ir.ch PVC service pipe will conne�:t at the existin�
manhole invert elevation of 1006.4.The developer rnay want to install the service pipe at a grade
of less than 19c between the building and t�e existing manhole to minimize the excavation depth
f:�r the ser�•ice pipe.This will require th�censtnict;on of ar.:;�tside drop 2t the eristing manhole.
Final plans should include profile view, of the �a.nitary ;��ver. Tne plans should also include
typical sections for trail and street repair. All repairs to the trail and street shall be made
immediatelv after they are disturbed.

Additional storm sewer may be necessary on the easterly parcel to convey storm water flows.
Final plans should show plan and profile views of the proposed sewer and include storm sewer
details. A drainage area map and storm sewer calculations should be submitted for our review.
Silt fence and any other erosion control measures should be in place prior to any site grading.

4. Streets/TrailsJParking: A geotechnical report,R-value recommendation and pavement design
should be provided for review. A typical street section for repairs to Old Crystal Bay Road

5. Financial Guarantee: We have estimated the cost of site improvements to be $196,936, the
itemized estimate is attached.The applicant should provide a financial guarantee of 150%of this
amount or$295,404 prior to any work on the site.The financial guarantee can be reviewed and
reduced periodically as work is completed and accepted.The financial guarantee should never be
less than $20,000 until the job is complete and all work has been accepted by the City.
