Of the applicants who have applied for positions on the Orono Planninq Commission, Carol Moore, Charles Kallestad,will be present at the 6 : 30 P.M. meeting for the Council to have an opportunity to get to know them. Mr. Fred Curtis called me and ��sked to be placed on the agenda so that he may have an opportunity t�� introduce himse_lf to the new Council . 3 & 4 . These items concern the Park Comm_ission. Mr. M�istny will be present at the meetinq and a co��y of the l�ast: Park Commission Minutes are enclosed in your packet. 7. would suqqest that you read those Minutes rather carefully £or the Park Cc>rrunission, I am sure, will want to address itself to some of the comments made in their Minutes at the upcoming Council meeting. A]_so, at this t.im� , the Council may wish to discuss with Mr. Mastny the proposal for reorqanizing the Park Commission to nine members. I have talked to Georgc about this and he is aware of it. 6-9 . These items concern the Zoning Administrat.or and memos concerning each one are in your packets . 11. I had a call today from the Metropolitan Sewer Board saying that they had received our proposed 1974 method of collectinq the Metro Sewer charge but have not had an opportunity to fully review it. Their primary concern was that Villages were able to separate out the Metro Sewer charge in a method which was understandable to all. I feel that our proposal has done this and I would recommend to the Village Council at this time that we adopt the resolution that is in your packet and should the Sewer Board have any problems with that in the future, we could make tYie appropriate amendments. 12 . You have a letter in your packet concerni.ng a winter maintenance program in view of possible energy crisis that we may be facing. I • think that this proposal is a very sound one and it would give the Council an opportunity to handle questions that citizens may ask of them in the event that severe conditions exist and shortage of gasolinc occurs. 13. In your packet is a letter concerning a conf_erence for new Mayors and Councilmen to be held on January 26 , 1974 . I would hope that our two new members will try to attend this confererice. I , myself, have a special interest in it for I was on the committee that designed the program and would be very much interested in feedback from you concerning the value that you thought it had. � ' Agenda Items January 14 , 1974 Page 2 14 . The Village of Tonka I3ay sent a resolution to t.is that theis Council passed concerning the iniquity of real �state taxes �-�s exist under the current State law. 15 . This item is a memo from Di.ck F3enson concerninq snowmobiles , fishermen, lake accesses and beach areas andsome of the problems that we are having in the regulation of them in the winter ti.mc�. The Vi11_aqe Council last year did take action to close three beach areas and the staff will continue to carry out those instructions this ye�ar as well . As far as Mr. Benson ' s reference to the ordinance in paragraph 54 . 110 , my own personal feeling is that public access is public proper_ty and ther.efore, publicly owned and snowmobiles can be prohibi ted froin or�c�rating on any of the accesses that we have. The staff would appr.eci�ite the Council qivinq 7,�it � some consideration and any additional quidance in regard to this problem would be appreciated. 17 . This item is the result of thc� sampl.inq �>f wells � n Crystal Bay. As you can see from the report from Mr. I3enson ,� couple of the wells are of a questionable nature . The Vill agc staff- wi11 follow up on those wells where the samples indicatc somc� ��ollution problems are existing and a copy of such a letter is �attc�chc�d to Mr. �3enson ' s report. 18 . In the 1974 budyet, allocation was m<�c.3<:� for a new position i_n the uti_lity department for a utility maintenance man. Th.i.s job has been advertised for and all of the applicants h�vc� been interviewed. The application of the individual is enclosed alonq with Mr. Benson' s recommendation is that we hirc� Mr. James Ericsc�n. I have interviewed Mr. Ericson myself and am very much impressed with the individual and with his background as well. I recommend to the Council at this time that we hire Mr. ,7ames Ericson to begin his employment February 4 , 1974 at a rate of $4 . 18 per hour. 19 . In your packet .is the job appli.cat.ion with accompanying letters of recommendation for my choice of a secretary to the Director of Public Works. Irene Garceau is currently working in the inspection department of St. Louis Park. She is familiar with the procedures/ knows several methods of filing and can assi_st us, I thi.nk , a qreat deal in setting up this department. She is the only app]_icant that we had who has had experience in the field and i feel that beyond �-�ny quest.ion �ert she is the best qualified for the jab. I would recommelld t:o the Council at this time that we hire her at an annual salaryo uf $7 , 000 wi.th an increase being considered at the end of six mont-hs . She wil]. begin work sometime during the first week of February. 20-23. These items are the Vi.11aqe Fnqineer ' s report and are self- explanatory.
