HomeMy WebLinkAbout12-17-1974 Joint Council and PC Work Session Minutes � • . � CITY OF ORONO � � Work session meeting of Planning Commission and Council 8:00 a.m. Decerr�er 17, 1974. � The members of the Council and Planning Commission met on the above date in order to continue the work session that had commenced on December 13, 1974, dealing with the pro- � posed amendments of the Zoning Code and amendments to Chapter 73 of the Mimicipal Code. • The following Council members were present: Mayor Searles, and Councilmember Massengale. The following Planning Commission members were present: Chairman Guthrie and � past chairman Van Nest. � The City Attorney provided language dealing with replat- � ti.ng provisions that could be considered for adoption. i The discussion then shifted to the proposed amen�nents to the Zoning Code as had previously been presented to • the Planning Co�nission, Council and the public. The members discussed the proposed amendments to the B-2 section of the Zoning Code. It was felt tha.t the proposed changes should be expanded to reflect the new proposed regulations that were found necessary as set forth in the � proposed amendment to Chapter 73 of the Municipal Code. It was felt that the perforn�ance standards set forth in the proposed amenchnent to Chapter 73 should be incorpor- ated into the regulations proposed for the B-2 use district. � The members reviewed the proposed B-2 use district regu- lations and the proposed regulations for marina licensing • and felt that in all respects they were compatible with ' each other and that the marina licensing regulations should be used as the regulations where applicable ii� the B-2 � districts. i Mayor Searles discussed the provisions of the Lake Minnetonka Conservation District Ordinance and amendments thereto which would be incorporated by the provisions of Chapter 73. He felt that these regulations were necessary in order to pro- S tect the health, safety and welfare of the citizens of Orono � and in order to insure the protections and use of Lake Minnetonka in the present and near future. The members pre- � sent were in agreement that the Lake Minnetonka Conservation District Ordinances made sense and that they should be incor- � porated by reference into the B-2 use district regulations and the ma.rina licensing regulations. He felt that a natural screen of SO$ opaque- ness would be acceptable and we would insure that the blight- ing effects of the present ma.rina operations would be lessened by such a screening in the future. It was felt that of para- mount importance would be annual inspections and that there be a co�miittee created composed of Planning Comtnission and Council members who �uld be responsible for the review of the various applications and the review of the licensed operation. They would report their findings to the Plan- ning Com�nission and Council to facilitate a better under- • standing of the needs of the ma.rina operators and also a better understanding of the compliance and noncompliance by the licensed operations.
