Please find attached to this procedural report the Non-Structural Steel Special Inspection Final Report for
the Orono Police Department Expansion located in Orono, Minnesota, and the supporting Special
Inspection Daily Reports for your review and records.
Special Inspection and Testing Procedures
The special inspection services were provided by International Code Council (ICC) certified special
inspectors in accordance with the requirements of Chapter 17 of the International Building Code (IBC),
the Special Inspection and Testing Schedule and/or the project plans and specifications.
The purpose of special inspections is to provide a review of the contractor's work designated by the
project structural engineer as needing special inspection under the guidelines of the IBC to determine
compliance with the approved construction documents.The special inspector doesn't have the
responsibility or authority to, nor is it the intent of special inspections to have them,judge, or modify the
construction documents. Only the structural engineer of record can do this.
As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize
the results of our inspections and testing. A copy of this report was provided to the contractor's site
representative for their review and records.As part of this report, items needing correction or
discrepancies observed from the approved construction documents were noted.
Plans and Specifications
The provided plans and specifications or the plans available at the site were used for our inspections.

Summary of Special Inspections and Material Observations and Tests
Soil Evaluation and Testing
A Geotechnical Evaluation was not performed for the project. Braun Intertec technicians performed
shallow hand augers borings that upon review indicate the soils were capable of supporting the
presumptive bearing pressures that the structural engineer used for project design.The evaluation we
perFormed does not constitute a Geotechnical Evaluation,and because of the limited extents of our
evaluation,greater risks remain,which are assumed by the owner.
Soils exposed at structure subgrade elevations and in excavations were visually evaluated,while those
below subgrade elevations and excavation bottoms were evaluated using hand auger borings.This task was
perFormed to determine if the observed and tested soils were would be able to support the structural
design loads structural engineer used in their calculations. Hand auger probes were conducted over the
course of multiple days to confirm the consistency of soils for the building pad.Soils at the bottom of all
excavations were visually evaluated and determined consist of gray sandy lean clay.
The hand auger borings were drilled with a 1 1/2-inch-diameter hand auger.The borings were advanced in
2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms.The
auger was then withdrawn from the borehole to obtain cuttings.The soils encountered in the borings were
classified in general accordance with ASTM D 2488, "Description and Identification of Soils (Visual/Manual
Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance
to penetration of the hand auger,and the turning resistance.
Soils at the bottom of the excavations appeared to be suitable for the bearing capacity of 2000 pounds per
square foot, used by the structural engineer. Fill was placed above the bottom of the excavations to bring
the bearing elevation back to footing grade. From time to time,compaction tests failed. Failed tests were
retested for compaction after the contractor compacted the soils again.All fill placed was compacted to
project specifications.
Concrete Reinforcement
We initially reviewed the reinforcement and dowel requirements on the project structural drawings and
shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location,
splice lengths and dowel placement.This information was then used to determine if the inplace
reinforcement was placed in accordance with the requirements of the project plans and specifications.
We also noted if the inplace reinforcement was free of rust, scale and soil.
Concrete Ptacement Observations
Concrete placement observations were performed to monitor the procedures being used by the
contractor and to determine if they were consistent with typical industry standards and the pnoject
specifications.

Fresh Concrete Testing
Routine tests to determine the plastic concrete's slump,temperature and air content were done during
each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to
evaluate the concrete's compressive strength.
Concrete Compressive Strength Testing
The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for
moist curing and testing.The results of the concrete compressive strength testing were forwarded to the
interested parties under a separate cover as they became available.
Masonry Construction Observations
Prior to conducting the observations,the special inspector reviewed the construction documents and any
associated approved submittals.As construction began,the proportions ofthe mortar, construction of
mortarjoints and the location of reinforcement and connectors was observed for compliance with the
requirements of the project plans and specifications.
The inspection program included determining the size and location of structural elements in addition to
the type, size, and location of anchors, including other details of anchorage of masonry to structural
members,frames or other construction for compliance. We also determined if the specified size,grade
and type of reinforcement was used and if the protection of masonry was in compliance with the
guidelines of the IBC.
Prior to grouting,the cleanliness of the grout space, placement of reinforcement and connectors,
proportions of grout and construction of mortarjoints were observed.
Concrete Masonry Grout Testing
The grout prisms cast were tested in general accordance with ASTM C1019:Standard Test Method for
Sampling and Testing Grout.The samples were temporarily stored at the site and returned to our
laboratory for compressive strength testing.The results for the compressive strengths of the grout
prisms were forwarded to the interested parties under separate cover as they became available.
Drilled Epoxy Anchor Observations
Observations were preformed during the installation of the drilled in epoxy anchors and to determine if
they were installed according to the requirements of the manufacturer and the project documents.
Items observed included the placement,depth of embedment, cleanliness of the drilled hole and
application of the epoxy adhesive. The type of epoxy used was also documented for compliance with
the requirements of the specifications.

In accordance with Section 1704 of the International Building Code and the agreed upon scope of
services,the required special inspections and testing has been provided for the following items:
Soils
A Geotechnical Evaluation was not performed for this project. Based on the observations and testing we
performed; it appears that the soils are capable of the net allowable bearing pressure of up to 2000
pounds per square foot.The testing and observations we performed, does not constitute a Geotechnical
Evaluation. Soils were cut below bearing elevation and raised back up to grade using a standard cut/fill
approach. Fill was used to raise the bearing elevation back to grade and compacted to appropriate
densities based on the project plans and specifications.There are no outstanding or unresolved soil-
related issues.
Concrete �
The required testing in the field and in the laboratory has been completed.The results have been
forwarded under separate cover.The compressive strength testing indicates the concrete placed has
met the project requirements.The placement procedures used were judged to have met the project
requirements. There are no outstanding or unresolved concrete-related issues.
Reinforcing Steel
The reinforcement placement detailed in the attached Special Inspection Daily Reports was observed
according to the requirements of the project plans and specifications.There are no outstanding or
unresolved reinforcing steel-related issues.
Structural Masonry Construction
The required structural masonry observations and testing detailed in the attached Special Inspection
Daily Reports have been completed in general accordance with the requirements of the project plans
and specifications. Following the required corrections,the structural masonry construction was found
acceptable.There are no outstanding or unresolved structural masonry-related issues.
Drilled in Epoxy Anchor Bolts
The drilled in epoxy anchor connections detailed in the attached Special Inspection Daily Reports were
observed in general accordance with the requirements of the plans and specifications. The placement
was done in accordance with the drawings,the nuts were fully engaged,the adjoining plies were in
contact with one another and the nuts were snug tight.There are currently no outstanding or
unresolved drilled in epoxy anchor-related issues.

Conclusion
Based upon the inspections performed, the testing completed and the attached Special Inspection Daily
Reports, it is our professional judgment that,to the best of our knowledge,the inspected work was

because of water in the bottom of the excavation.
