Jeff Ament has applied for approval of wetland boundary&type at the parcel located at 3675 Jacobs Mill
Road in the city of Orono(PID#32-118-23-24-0012). The application was received on October 21,
2010. The delineation was performed by Svoboda Ecological Resources on September 30,2010.The
delineation report is attached.The boundary was reviewed in the field by MCWD staff on November 8,
2010.

The wetland boundary delineated by Svoboda Ecological Resources(SER)at 3675 Jacobs Mill Road in
Orono(PID#32-118-23-24-0012)on September 30,2010 was reviewed in the field�n November 8, 2010
by Minnehaha Creek Watershed District(MCWD)staff. The consultant from SER who performed the
delineation was also present at the field review.
During the review, it was noted by the consultant that the wetland boundaty displayed in Figure 5 of the
delineation report received on October 21,2010 did not accurately display the wetland boundary as
flagged in the field. A revised Figure 5 (attached)and the following summary was received on December
16, 2010 from SER to clarify the situation:
"The approximate wetland boundary lines depicted in yellow on Figure 5 represent the portion of
� Wetland 1 that was flagged by SER and reviewed and approved by the MCWD. The blue lines at the south
portion of the parcel depict an extension of the Wetland 1 boundary that was neither flagged by SER nor
reviewed or approved by MCWD. These blue lines only represent an aerial photo interpretation of the
rvetland boundary as defined by SER. The points at which the yellow and blue lines meet represent a
barbed wire fence extending in an east-west direction that SER assumed was the southern property
boamdary dzrrin the initial site visit. U on urther review it was determined that the soarthern ro er

bourrdary is approximately 70 feet further south of the barbed wire fence.
The z�ndefined portion of the wetland boundary(bl�e lines on Figure 5)will be delineated in the spring of
2011 and an addendum to the originad 2010 report will be submitted to MCN'D for review."
APPROVAL CONDITION:
The boundary as flagged in the field and displayed in yellow in the revised Figure 5 received on
December 16,2010(and described in the delineation report received on October 21,2010)is approved
by MCWD. It is understood by MCWD that the undefined portion of the wetland boundary near the
south property line(blue lines on Figure 5)will be delineated by the consultant in the spring of 2011 and
an addendum to the original report will be submitted for review and approval.
A project proposed on this property may require the delineation and approval of the undefined portion(in
blue in the revised Figure 5)to be completed prior to issuance of an MCWD permit.

Replacement Plan Approval Conditions. In addition to any conditions specified by the LGU, the
approval of a Wetland Renlacement Plan is conditional upon the following:
❑ Financial Assurance: For project-specific replacement that is not in-advance, a financial
assurance specified by the LGU must be submitted to the LGU in accordance with MN Rule
8420.0522,Subp.9(List amount and type in LGU Findings).
❑ Deed Recording: For project-specific replacement, evidence must be provided to the LGU that
the BWSR "Declaration of Restrictions and Covenants" and "Consent to Replacement Wetland"
forms have been filed with the county recorder's office in which the replacement wetland is located.
❑ Credit Withdrawal: For replacement consisting of wetland bank credits, confirmation that
BWSR has withdrawn the credits from the state wetland bank as specified in the approved
replacement plan.
Wetlands may not be impacted until all applicable conditions have been met!
