There appears to be several retaining walls being proposed. There is a wall along the NW side of the proposed pool where the top and bottom elevations of the retaining wall are not called out and need to be added to the survey. 4. The wall NE of the proposed garage is shown to be at 4' in height. Based on my review, I offer the following comments for your consideration: 1. The Wetland Delineation shown on the survey should be labeled to indicate that it corresponds with the Wetland Delineation Report dated May 24, 2013, completed by Kjolhaug Environmental Services. 2. The proposed pool deck is located 38' from Wetland 1, which meets the required setback. 3. The 994 contour on the west side of the pool should be adjusted to the north to match the proposed bottom of wall elevation of 994 next to the proposed steps. 4. The area on the south side of the garage appears to be very flat. Spot elevations should be shown to indicate how positive drainage will be provided between the 1000' contours. 5. The propose driveway has a maximum grade of approximately 10%, which ends at the edge of the road. A relatively flat landing area should be provided at the end of the driveway. Winter conditions currerrtly prohibit completion of exterior improvements, final grading, and vegetation establishment. An as-built survey cannot be accurately conducteci at this time. 3. The City will issue a TCO only if the Owners establish an escrow to ensure completion of exterior improvemerrts, continuation of erosion control and submittal of an as-built survey to the Ciry. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in tum send a bill to the Owners.
