Dear Melanie:
As requested, we have completed an engineering review of the plans submitted for the above referenced
project. Our current review is based on the documents listed below, and we offer the following
observations, comments, and recommendations for your consideration.
Submittal Documents
• Variance Application dated June 20, 2012
• Hardcover Calculation Worksheet dated June 20, 2012
• Lot Certification with Topography prepared by Harry S. Johnson Co.,Inc. dated May 2, 2012
• Elevations prepared by Martin Woody Architects dated June 20, 2012
Review Comments
1. It appears this project will disturb more than 25 cubic yards of material. Therefore, a Storm
Water Pollution Prevention Plan(SWPPP)must be submitted for review in accordance with City
Code. The minimum$2,000 sediment and erosion control financial security should also be
required of the owner for this permit.
2. Provide top of wall and bottom of wall elevations and dimensions on the retaining wall in key
locations (i.e. gratj�;changes, alignment changes�. Walls four feet ar greater in height must be
designed by a licensed Professional Engineer. 1Vlulti-level walls spaced less than double the
height of the bottom wall apart shall be considered one wall,and the height shall be determined
from the base of the bottom wall to the top of the upper wall.
�3. The Wetland Delineatio�q Report with WCA approval needs to be submitted to verify the wetland
boundary. �
4. The Functional Assessment of Wetlands (FAW)Map indicates the wetland located on site is
classified as Management 21eve1. Garage reconstruction and proposed grading has the potential
to adversely impact the wetland, which will trigger the Wetland Protection ordinance
requirements. Therefore, the following should also be considered:
a. The impacted wetland will require the creation of a 25 foot buffer per City requirements.
b. Any invasive plant species found within the buffer area, such as buckthorn and turf grass,
must be removed. In areas where turf is removed, native vegetation will need to be
established. MnDOT seed mix 350 is recommended for upland buffer areas.
c. A Landscape Plan including methods for removal and control of turf grass and buckthorn
and a schedule of native vegetation establishment should be submitted for review.

d. Wetland Buffer Markers should be placed at the upland boundary of the buffer edge,
located at the lot lines, change of buffer edge direction,and/or spaced a maximum 100
feet apart.
e. A $2,000 escrow should be submitled by the Owner to cover the cost of buffer
development if not completed by the applicant.
5. The applicant will be required to obtain a Minnehaha Creek Watershed District permit for erosion
control. A copy of the permit should be submitted to the City after MCWD approval.
