Certificate of Survey.Building permit review requires 2 copies of an updated,full size certificate of survey meeting all of the City's survey standards (enclosed) indicating the location of the proposed garage addition (and any proposed grading) as well as all existing buildings, structures, landscaping, retaining walls and hardcover on the property. Please provide an updates survey which shows where the wetland buffer averaging will occur to mitigate for the driveway hardcover. 2. Engineer's Review Report. Attached is a copy of the letter dated October 15, 2012 from our consulting City Engineer. Turf grass and other invasive species were present in the wetland buffer area. A Vegetation Management Plan must be submitted and approved by the City prior to issuance of building permit. 3. Wetland Buffer Improvement Escrow & Wetland Buffer Escrow Agreement. Permits which require buffer improvement plans also require an escrow to guarantee reimbursement to the City for out-of-pocket costs in the event the work is not performed as required. The estimated buffer cost is determined to be$2000;therefore the escrow amount required for this project is $2,000. The wetland buffer escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$2,000. 4. Permit Escrow Agreement(s). Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The City currently holds a $2,500 escrow associated with the variance application. Please sign the updated escrow agreement combining the zoning application with the building permit. No additional permit escrow is required. 5. Variance Approval Resolution. The resolution associated with the variance approval must be signed by the property owners prior to issuance of the building permit. The resolution requires both of your signatures. Please bring a drivers license or other valid form of identification for our notaries to verify your identity. The above information is required in order for the plan review to continue. Has Bob or Mark been on site to inspect the buffer? If not could they inspect the buffer and let me know if there are any invasives, etc and what kind of escrow and or planting plan is necessary? If you could get comments to us by Monday (or before) it would be helpful. We have unfortunately sitting on this one for a few weeks thinking we were still waiting for the delineation approval from the MCWD (but we had it)... I also see that a zoning permit application was submitted on 6-6-13 for a minor land alteration and retaining walls. Additional information was needed before we could issue the permit. It appears the work was completed without a permit. Once Spring is here and all snow has melted, please have an as-built survey completed of your property showing all completed projects including updated hardcover calculations and submit a full-size copy to us for our review. The as-built survey should show top and bottom of wall elevations. Please note, if the walls are over four feet in height or not separated by twice the height of the lower wall, engineered plans must be submitted for the construction of the retaining walls. Once we receive an as-built survey a site visit will be made. After the as-built survey and supporting documentation has been approved the$2,500 in escrow we currently hold will be refunded. As discussed, the survey submitted with the building plans is not the survey that was approved with the variance application. Please submit two full-size copies of the survey, dated 7/5/12 in order for the plan review to continue. Also, as mentioned, the letter from the engineer and the staff report indicate a wetland buffer establishment plan may be required.
