Zoning Code Section 78-1288 regarding hardcover limitations. 2. Zoning Code Section 78-1403 regarding lot coverage by structures. 3. City Council Policy Resolution No. 4006 (11-24-97) establishing policy regarding the hardcover status of plastic and fabric landscaping materials and defining the distinction between structural and non-structural hardcover. 4. City Council Policy Resolution No. 5179 (5-24-04) establishing policies regarding minimum hardcover standards for garages, driveways, sidewalks and similar property features. Regarding the conversion of your tuck-under garage to living space, a portion of your unusually large existing garage space could potentially be converted into living space, as long as two stalls remain. Any conversion leaving less than two functional garage stalls would be out of compliance with Policy 5 of Resolution 5179, unless you can show that you have hardcover available for a garage addition or detached garage. However, you do not have available structural coverage allotment for an addition or detached garage, and conversion of existing driveway hardcover from non-structural to structural hardcover would also require a variance. Frankly, I think that the Planning Commission and Council would consider the conversion of your entire existing garage space into living space, as a self-created hardship that does not support granting of a hardcover or lot coverage variance.
