Remove hardcover; wood shed and floor, old stone stairs and whatever else is hidden in the weeds on the hill. Install new in ground modular stair system with one landing 4' x B'. Grade out and sod with 1" black dirt flat area at base of hill and lawn mower path next to stair. Re-vegetate hillside with Ivory Halo Dogwood. Mulch hillside.
