On March 22, 2016 the City received a building permit application and on March 31, 2016 we received copies of the
survey for an in-ground pool and spa. Staff conducted a preliminary review based on the information provided and
recommends the following items be submitted or revised in order for your application to be considered complete and
for the plan review to continue:
1. Certificate of Survey. A survey dated 3-8-16 was submitted but it does not show any existing or proposed
topography around the proposed projects. Please provide two copies of an updated, full-size certificate of
survey which meets all of the City's survey standards (enclosed) indicating the location of the proposed pool
and spa(and any proposed grading). Our engineer has not reviewed the survey,so additional comments may
be forthcoming.
2. Landscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all
the proposed exterior/landscaping improvements,i.e.patios,grading,sidewalks,retaining walls,etc. The plan
should include the name of the individual performing the work. Any proposed patios, grading, sidewalks,
retaining walls shown on the landscape plan should also be reflected on the survey.
3. Wetland. Documentation submitted with the application indicates a Level 1 delineation was conducted.
Orono City Code 78-1605(copy enclosed)requires a Level 2 delineation when a wetland appears to be located
within 150 feet of the proposed project. Because Orono City Code requires a 35-foot setback from any wetland
for structures or hardcover,the location of the wetland must be indicated on the survey. Setbacks must be
verified with wetland delineation information.
Level2 Delineation is required. A Leve12 delineation must include the exact surveved boundarv of the
wetland shown on the certificate of survey.
4. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal
of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City
for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee
conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow
amount for this project is$2,500. The escrow agreement is enclosed. The property owner must sign the escrow
agreement and submit a check for$2,500.

5. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed
District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding
your project. Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit
or documentation stating the proposed project does not trigger any of their permitting requirements.

Perimeter erosion control measures should be installed by the Contractor and inspected by the City prior to any work,

Thanks. This is helpful. Can Frank assert that based on the information he has reviewed,the wetland boundary as
shown on the survey accurate? Id like to see some note that links the edge of the wetlands shown on the survey to
Franks review on March 17tn
The purpose for the wetland boundaries is to ensure that a planned improvement, including grading, doesn't impact
existing wetlands negatively.
Topography contours (#10 on the survey information sheet) should also be shown on the survey, as is required for all
surveys.
Yes,we will need two full size copies.

the permit would be issued within one week. This timeline may be longer depending upon the volume of applications
we are working on, engineer review of the grading plan and changes required or plans that do not meet building code.
