Schedule a minimum of one hour for the framing inspection.

Erosion control mechanisms must be installed and inspected by the City prior to any land disturbing
activities. Note: on the plans, the perimeter erosion control is depicted outside of the subject
properties boundaries.When installed, it should be completely within the property boundaries �
unless consent is provided from adjacent property owners. The contractor must provide a
minimum of a 24 hour notice prior to inspection.
Erosion control shall be installed and maintained throughout the entire project and must remain

The property owner shall be responsible for cleaning and repair of roadways for any adverse

Existing trees should be protected from grading and trucking through snow fence or similar. Tree
protection should be inspected by the City prior to commencement of grading; provide a minimum G�

In the event of winter or other extended unfavorable weather conditions (which prevent the

Occupancy(TCO) may be necessary. A TCO requires a $10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining
walls, etc. not currently shown on the approved survey and landscaping plan will require a separate �^
Zoning Permit application to be submitted and approved prior to the work commencing. �
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the height
of the lower wall require engineered plans and a building permit to be submitted and approved prior �,

Because we are encountering a number of inconsistencies between the existing conditions and the approved grading
plan, building permit review for individual lots is becoming difficult and more time consuming than necessary. See the
attached letter regarding Lot 3, Block 1, for example.
Please provide a final grading as-built for the development for our review, approval, and use. The plan should be
provided full size in hard copy as well as digitally.
Please provide the as-built grading plan within the next 2 weeks, if possible, to avoid further delays for builders on

On January 31�the City received a building permit application for a new home at 4705 Augusta Street. Staff conducted
a preliminary review based on the information provided and recommends the following items be submitted or revised
in order for your application to be considered complete and for the plan review to continue:
' 1. Certificate of Survey. Our engineer has reviewed the survey and has the following comments:
a. Proposed Elevations. Please have the survey revised to indicate the proposed first floor, top of
foundation, and basement elevations. Additionally, please have the surveyor show the point or spot
where the top of foundation elevation is in reference to. Please note, we expect the identified TOF
location to be verified on the foundation as-built survey.
b. The proposed driveway exceeds the maximum width allowed. The maximum width allowed at the
property line is 20 feet. As depicted it is 25 feet; please revise.
c. The septic sites should be marked and protected.
d. The Lakeview of Orono development plans called for a ditch with rock check dams to be constructed
on the NW property line(see below image). The grading plan for this permit depicts grading in that
same area and does not depict the grading that should be there now. (Please note,the developer has
yet to provide an as-built record plan for their improvements. Our review is based on the approved
plan set. We will contact the developer about the record plans).

e. The grading plan indicates the stockpile will be Iocated adjacent to the drainage way that is supposed
to be along the property line. If possible it should be moved away from the drainage way and erosion
must be controlled with perimeter control devices such as silt fence. If not, it must be covered with

tarps and controlled with perimeter control devices immediately. If left for more than seven(7)days,
it must be stabilized with mulch,vegetation,tarps,or other means.
f. The Certificate of Survey should be revised to indicate perimeter erosion control measures(silt fence,
bio logs,etc.) down gradient from proposed work. Measures must be installed by the Contractor and
inspected by the City prior to any work. Contractor must provide a minimum 24 hour notice prior to
inspection. �
g. Street cleaning-Streets shall be cleaned and swept within 24 hours whenever tracking of sediments
occurs and before sites are left idle for weekends and holidays.
2. Landscape Plan. A landscape plan has been submitted. If there are changes during construction a revised plan
must be submitted showing all the proposed exterior/landscaping improvements, i.e. patios, grading,
sidewalks, retaining walls, etc. Any proposed changes to landscaping should also be reflected on an updated
survey.
3. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed
District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding
your project. Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit
or documentation stating the proposed project does not trigger any of their permitting requirements.
4. Separate City Permits Required for:
a. Septic System
