Box 66 Crystal Bay, MN 55323 Dear Mr. Moorse / Mr. Gaffron: The purpose of this letter is to obtain information regarding the impact of the Spring Hill Golf Course development; specifically as regards water quantity/quality issues in the surrounding area. At a recent neighborhood gathering, concern was voiced about the amount of water such a golf development would use. This golf course and the County Road 6 environs are apparently in the area of the Hinkley Aquifer - - the water source which would be "mined" by the golf course to obtain the vast quantities of water needed by such an operation. I would appreciate that you provide a summary as to what water evaluation procedures were done, the date(s) of such studies, who conducted the evaluation(name and address of hydrologist or company), who /what entity funded these evaluations, and the results - - specifically as relates to area properties that are dependent on wells for water needs. Also - what is the City of Orono's plan should the golf course impact water quantity/ quality for area citizens? Will the City or Spring Hill (or both) be responsible for the costs associated with any impairment? One of the neighbors had previously made inquiry regarding the impact of this project on water issues, but received no response. I have thus enclosed a self-addressed, stamped envelope to facilitate receipt of this information. I am hoping that this could be provided within four (4) weeks. Bradley 250 Hollander Road Wayzata, MN 55391 Re: Request for water quality/quantity analysis information re: Spring Hill Golf Club Dear Ms. Bradley: Thank you for your inquiry of November 5. I apologize for taking an entire month to get back to you. The potential surface and groundwater impacts of the Spring Hill Golf Course were reviewed in some detail as you will note from the tabbed sections of the Environmental Assessment Worksheet (enclosed). The evaluation of impacts was conducted primarily by Schoell & Madson, Inc., the engineering consultant hired by Spring Hill. Their work was reviewed by the City's consulting engineers,Bonestroo &Associates, Inc. All City costs incurred as a result of the Spring Hill Golf Club project,including our EAW review costs as well as costs associated with review of the variance and CUP applications, have been billed back to the developer as is the City's standard practice. The result of the studies was that no significant impacts to water qua.lity or quantity are anticipated based on Spring Hill's construction, use and maintenance of the site under specified conditions. Those conditions are incorporated as conditions of approval in Resolution #3902 approving the variances and CUP for the golf course. The following items are attached in response to your request: - Complete copy of the Spring Hill Golf Club Environmental Assessment Worksheet - Resolution#3901,Record of Decision on the Spring Hill EAW with Attachment C - Schoell&Madson letter of 4-21-97 responding to City request for analysis of well interference potential - Resolution#3902 granting variance/CUP approval for the project In response to your question about the City's 'plan' if the golf course does impact water quality/quantity, the City will respond to such issues if and when they occur, along with any other agencies which may have jurisdiction over such issues (i.e. DNR, MPCA, Minnehaha Creek Watershed District, Minnesota Department of Health, etc.).
