Mr. Hollander has mowed his grass once this summer. I have called him on three
occasions yet he has still failed to comply. See attached pictures. This continues to be a

City inspectors noticed the lawn not mowed and dead trees at the above noted address,
violating City Code Section 58-1(b).
This letter will serve as your notice that the property must be brought into
compliance before Thursdav, September 9. 2010 in order to avoid legal action by
the City. In order to bring the property into compliance the lawn must be mowed to six
(6) inches in length and the dead trees removed.

Please be advised, if you fail to correct the violation prior to the deadline, the City will
correct the violation and the costs to do so will be assessed against your property [Cite:
City Code 58-1(c)]. Those costs will be certified to the County Auditor and will be
collected in the same manner as special assessments against the property.

Sec. 58-1. Maintenance of private property.
a) It is the duty of the owner of every vacant property and the owner and occupant
of every occupied property to maintain the property in a neat, clean and
presentable manner free of any junk, debris, refuse, litter, dead trees, or noxious
weeds, and to remove all other public health or safety hazards from the property.
(b) The owner or occupant of every lot or parcel shall regularly cut or otherwise
maintain all grass and weeds on the property at a height of not more than six
inches.
(c) Any violation of this section is declared to be a nuisance and a public safety and
welfare hazard, and upon seven days' written notice to the owner, as shown by
the records of the office of the county auditor, of private premises on which such
material is found or any conditions in violation of this code section exist, the city
may remove such matter or correct any conditions in violation, and certify the
cost of such removals or corrections as any other special assessment.

Sec. 58-1. Maintenance of private property.

inches, except this provision shall not apply to the following:
(1) Publicly owned parks, trails or nature areas.
(2) Property a�tively being farmed or used for agricultural purposes in
conformance with chapter 78.
(3) Residential properties in excess of one acre gross lot size when located in
the RR-1A, RR-1 B, LR-1A and RS rural residential zoning districts, provided
that such properties or portions of properties shall be maintained in
conformance with this subsection upon notice from the city that lack of such
maintenance has caused complaints from abutting property owners and is
thereby creating a public nuisance.
(4) Wetlands vegetation as defined in chapter 78.
(5) Grass, weeds or underbrush on any slope in excess of 100 percent (45
degrees).
(c) Any violation of this section is declared to be a nuisance and a public safety and

Dear Mr. Hollander,
Thank you removing the 2 cars from your property. While on site I noted that you have a
pile of garbage in the yard that is not in a container with a tight fitting cover as required
by Orono code section 54-32. Pursuant to section 58-1(c) (enclosed)the city will remove
the garbage on 3-31-2008 and issue you a cita.tion that will require an appearance in
court. On 3-31-2008 the city will also require you to demonstrate that all vehicles on the
property are in running order. Pursuant to section 58-3 of the Orono Municipal Code
(enclosed),the city wiil remove unlicensed inoperable vehicles from your property
dispose of them. The city will certify the cost as a special assessment for the removal of
the vehicles and the gazbage. Orono's web site has a list of licensed refuse haulers and
other resources for disposal. An open dumpster is not allowed for the storage of garbage.

This letter is regarding the materials and debris stored at your property. On August 10, 2004,
City Staff performed an inspection at the above listed address. During this inspection it was
noted that materials and debris remain in exterior storage at the above address and
specifically, the following violations of City Code Section 58-1 (a) and 58-3 were noted.
1. Large garbage dumpster must be emptied
2. One car battery
3. Two cars must be shown to be operable
4. One unlicensed trailer
5. One unlicensed motorcycle
6. Three riding lawn mowers
7. Piles of white lumber must be removed
8. Garbage in yard must be cleaned up (plates, water jugs, empty catfood cans)
9. One unlicensed boat
This letter will serve as your notice that the property must be brought into
compliance by August 25, 2004 in order to avoid legal action by the city. In order to
bring your property into compliance the above items must be removed from the
property by August 25, 2004. Please be advised, if you fail to correct the violations
or request an appeal hearing before the City Council prior to the deadline, the city
will correct the violations and the costs to do so will be assessed against your

manner free of any junk, debris, refuse, litter, dead trees, or noxious weeds, and to

material is found or any conditions in violation of this code section exist,the city may

It is unlawful to park or store any unlicensed, unregistered or inoperable motor
vehicle lacking essential parts, household furnishings or appliances, or parts or

On February 11, 2002 I spoke to you regarding a violation of Orono Municipal Code Sec. 9.55,
that exists on your client John Hollanders' property at 200 Hollander Road Orono, Minnesota. A
site inspection today found no progress in the clean up of the property. This letter is to require
your client to remove all refuse from the property. This includes but is not limited to a trailer full
garbage bags, pet food cans on the ground, pet food on the ground and other debris. A deadline
of February 18, 2002 has been established for clean up. If this deadline is not met or if any
violations are found subsequent to that date the city will issue a formal complaint which will
require a court appearance. The City will consider any food left outside as refuse and a health

Dear Mr. Hollander:
As we have discussed numerous times in the past, your storage of two
station wagons are a violation of Orono Municipal Code Section 58.3. There is
also a trailer full of garbage stored in the property which is a violation of Orono
Municipal Code Section 58.1.
This letter is to require you to bring the property into compliance within 7
days. If the violations still exist on October 7, 2003 The City will remove the
violations and certify the cost of such removals as any other special assessment.

On February 11, 2002 I spoke to you regarding a violation of Orono Municipal Code Sec. 9.55,
that exists on your client John Hollanders' property at 200 Hollander Road Orono, Minnesota. A
site inspection today found no progress in the clean up of the property. This letter is to require
your client to remove all refuse from the property. This includes but is not limited to a trailer full
garbage bags,pet food cans on the ground,pet food on the ground and other debris. A deadline
of February 18, 2002 has been established for clean up. If this deadline is not met or if any
violations are found subsequent to that date the city will issue a formal complaint which will
require a court appearance. The City will consider any food left outside as refuse and a health
hazard. If you have any questions or if your do not wish to accept this notice of violation for

RE: Hazardous Building Action and Property Maintenance
Dear Mr. Hollander:
On October 8, 2001 the City of Orono passed Resolution#4699 deeming your home a hazardous
building and requiring repair or removal. At the council meeting you requested a meeting with myself the
Orono building official. You were told to contact me. When that contact was made I told you that since
there aze legal issues involved that I would require a response to the Hazardous Building Action in
writing. On October 24`h you submitted a letter again requesting a meeting with myself the Orono
Building Official at the site to resolve the situations noted in the resolution. I must again inform you that
the response to the order must be in writing. If your contractor disputes specific items in the resolution,
they must also be addressed in your written answer.
On the matter of the property maintenance you were notified on October 3, 2001 of the need to
bring your property in compliance. The issue is regarding junk and debris, cat food cans, used kitty litter,
animal cages, machinery, unused air conditioners, bicycles,toys,building materials,parts of a screen
porch, fence parts, unlicensed inoperable vehicles, and an inoperable boat. A deadline of October 1 l,
2001 was established for compliance. On October 11, 2001 you requested an extension for one week to
take care of the problems. A letter was sent to you on October 11,2001 extending the deadline until
October 17�'. On October 17, you left a voice message requesting another extension for one week. I
stated I would consider the extension if you requested it in writing. On October 24�'you submitted a
letter requesting a three-week extension.
The City feels you have had ample opportunity and favorable weather conditions to clean up the
property. A site inspection conducted today shows no progress and it appeazs to be worse than when the
order was originally given. Therefore,the City will tow the vehicles and clean up the property.
Everything in the yard will be disposed of and will be irretrievable. Including the vehicles. The cost will
be assessed against the property per Orono Ordinance#191.

Enclosed is the code sections you have requested. Section 6.03 Subd 1 provides for enforcement of
Orono municipal code on private roads in Orono. Section 8.26 prohibits vehicle repair on the street.
Section 9.01 Subd 1 A is the definition for refuse.
The City will grant your request for an extension of time for proper storage of refuse. A new
deadline of Apri125, 2001 has been established. In the mean time I think it�vould be a good idea
for you to explore other options for removal of your cat litter. Perhaps a commercial kennel can
direct you. I think the scope of your cat sanctuary does not lend it self to a residential property in
a residential neighborhood.

H. "Driveway Turnaround" means a paved or otherwise
cleariy delineated area which is part of or connected to a driveway
or driveway approach, on private property, sufficient in size for
an automobile or other vehicle to turn 180 degrees without ieaving
the paved or delineated area.
I. "Frontage" means the iot Iine abutting a public
or private street.
J. "Parcel of Land" means a Iot or contiguous �ots
or a tract officially registered under one ownership.
K. "Private Road" means any street or roadway which
has not been dedicated to public use, or which is not maintained by
public funds, but which is open to travel pursuant to an easement
between persons or between a person or persons and the City.
L. "Public Road" means the entire area dedicated to
pubiic use , or contained in a plat , an easement or other
conveyance, grant or by adverse possession, to the City or other
governmental body, and shall include, but not be iimited to,
roadways, boulevards, sidewaiks, aileys, and other public property
between �ateral property Iines in which a roadway lies. Where
traveied" public roadways exist in a Zocation not shown on the
platting map, the right-of-way shall not be less than ten (10) feet
wide on each side of the actual paved or traveled roadway surface.

SEC. 8.24. PARRING RIILES IN CITY PARRING LOTS AND RAMPS. In
City-owned parking lots and ramps, the Council may limit the sizes
and types of motor vehicles to be parked thereon, hours of parking,
and prescribed method of parking, provided that such limitations
and restrictions are marked or sign-posted thereon. It is unlawful
to drive in a direction opposite the flow of traffic marked by
"one-way" signs or arrows, or to park or leave standing any vehicle
in any City-owned parking lot or ramp contrary to the restrictions
or limitations marked or sign-posted therein.
SEC. 8.25. PHYSICALLY HANDICAPPED PARRING.
Subd. 1. Statutory parking privileges for physically
handicapped shall be strictly observed and enforced. Police
officers are authorized to tag vehicles on either private or public
property in violation of such statutory privileges.
Subd. 2. It is unlawful for any person, whether or not
physically handicapped, to stop, park or leave standing, a motor
vehicle (1) in a sign-posted fire lane at any time, or (2) in lanes
where, and during such hours as, parking is prohibited to
accommodate heavy traffic during morning and, afternoon rush hours.
�-.3� SSC. 8.26. VBHICLS REPAIR ON STRE$T. It is unlawful for any
person to service, repair, assemble or dismantle any vehicle parked
upon a street, or attempt to do so, except to service such vehicle
with gasoline or oil or to provide emergency repairs thereon, but
in no event for more than eight (8) hours.
SEC. 8.27. PARRING FOR T� PORPOSE OF ADVERTISING OR SBLLING
MERCHANDISB. It is unlawful for any person to park a vehicle on
any street or public parking lot for the purpose of advertising

selling merchandise thereon or therein, or advertising any

CHAPTSR 9
PUBLIC PROTECTION, CRIP+iES AND OFFENSES
SECTION. 9.01. STORAGE, DEPOSIT AND DI3POSAL OF REFIISE.
Subd. l. Definitions. The following terms, as used in
this Section, shall have the meanings stated: ��
�� A. "Refuse" - Includes all organic material
resulting from the manufacture, preparation or serving of food or
food products, and spoiled, decayed or waste foods from any source,
bottles, cans, glassware, paper or paper products, crockery, ashes,
rags, and discarded clothing, tree or lawn clippings, leaves, weeds
and other waste rod except human waste or waste resulting
from bui ing construction or demolition.
B. "Residential Dwelling" - Any single building
consisting of one through three dwelling units with individual
kitchen facilities for each.
C. "Multiple Dwelling" - Any building used for
residential purposes consisting of more than three dwelling units
with individual kitchen facilities for each.
D. "Commercial Establishment" - Any premises where
a commercial or industrial enterprise of any kind is carried on,
and shall include restaurants, clubs, churches, conference centers
and schools where food is prepared or served.
Subd. 2. Storage.
A. It is unlawful for any person to store refuse on
residential dwelling premises for more than one week. All such
storage shall be in five to thirty gallon metal or plastic
containers with tight-fitting covers, which shall be maintained in
a clean and sanitary condition; provided, that tree leaves, weeds
and grass clippings may be stored in plastic bags and tree limbs
must be stored in bundles weighing no more than seventy-five pounds
. . and no longer than four feet. �
B. it is unlawful for any person to store refuse on
multiple dwelling premises for more than one week. Such storage
shall be in containers as for residential dwelling premises, except
that containers, sometimes referred to as "dumpsters", with close-
fitting covers may be substituted.
C. It is unlawful for any person to store refuse on
commercial establishment premises for more than forty-eight .hours.

It is unlawful to park or store any unlicensed, unregistered or inoperable motor vehicle lacking
essential parts, household furnishings or appliances, or parts or components thereof, on any property,
public or private, unless housed within a lawfully erected building. Any violation of tlus Section
is declared to be a nuisance and upon seven days written notice to the owner, as shown by the
records in the office of the County Auditor, of private premises on which such material is found, the
City may remove the same and certify the cost of such removal as any otner special assessment.
For the purpose of this Section, an inoperable motor vehicle shall be defined as lacking, including
but not limited to, parts essential to operation, such parts being wheels, tires, motor, drive train,
battery, or having two or more flat tires, or having the interior, including the driver's position, used
for storage in such a manner that no person can operate the vehicle.
X SECTION 9.55. MAINTENANCE OF PRIVATE PROPERTY.
SUBD. 1. It is the duty of the owner of every vacant property and the owner and occupant of every
occupied property to maintain same in a neat, clean and presentable manner free of any junk, debris,
refuse, litter, dead trees, or noxious weeds, and to remove all other public health or safety hazards
therefrom.
SUBD. 2. Grass and Weeds. The owner or occupant of every lot or parcel shall regularly cut or
otherwise maintain all grass and weeds thereon at a heijht of not more than six (6)inches.
Please take action to comply with the above ordinance requirement(s) by June 7, 1999

Dear Mr. Hollander:
Conditions exist on the indicated property which constitute a violation of the following section of
the Orono Zoning Ordinance:
X SECTION 9.01. STORAGE,DEPOSIT AND DISPOSAL OF REFUSE.
SUBD. 2.A. It is unlawful for any person to store refuse on residential dwelling premises
for more than one week. All such storage shall be in five to thirty gallon metal or plastic
containers with tight-fitting covers, which shall be maintained in a clean and sanitary
condition; provided, that tree leaves, weeds and grass clippings may be stored in plastic
bags and tree limbs must be stored in bundles weighing no more than seventy-five pounds
and no longer than four feet.
Please take action to comply with the above ordinance requirement by March 16, 2001. A
follow-up inspection will be made at that time to verify compliance.

Dear John:
The City has informed you of zoning code violations on your property by phone numerous times
early this spring and by letter on May 28, 1999. A deadline of June 7, 1999 was given in the May
28th letter and you requested an e�ension of time because of lack of money.
The City will grant an extension until June 21, 1999. At that time, the City will expect to see the
grass mowed, all garbage picked up and hauled off site and all vehicles licensed and operable. If
this deadline is not met, the City will initiate legal action and a court appearance will be required.
The City understands you have health problems; however, you are still required to maintain your

RE: Zoning Violations
Dear John:
The City first notified you of zoning violations pertaining to your unlicensed in operable vehicles
on May 28th, 1999. You have been asked for numerous extensions to take care of the problem. As
of this date the cars are still in violation. The City will allow you until 10-11-99 to show that the
vehicles are in compliance. If that deadline is not met the City will tow the vehicles from the
property and dispose of them.
The signs you have in the front yard are also in violation of City Ordinances. The property for sale
sign is allowed and the yazd sale sign is allowed during a sale. All other signage must be removed
no later than 10-04-99. If this deadline is not met the City will remove of the signs and dispose of
them.
All junk and debris shall be removed from your yard before 10-11-99. The dumpster has been full
for some time and should also be removed as soon as possible.
I have been hying to work with you all summer but these issues are not resolved. I will be forced
to use whatever legal action is available to require you to bring your property into compliance. If

2. Log floor joists are rotted on ends.
3. Log floor joists have been cut in one location and are structurally unsound. Floor
system is hazardous within the definition of Minnesota Statute Section 463.15.
Stairwavs
1. Basement sta.irs have improper rise and run,headroom,lack handrails and guardrails,
and have a rotted support system.
2. Stairs to second story lack handrails and are loose due to shifting of the foundation.
Stairs are unsafe and hazardous within the definition of Minnesota Statute Section
463.15.
Exterior
1. Earth has settled adjacent to foundation which has caused fuel oil tank to settle into
hole causing damage to piping. Violation of Uniform Mechanical Code Section

1. Windows covered with opaque plastic and tape preventing light and air transmission.

2. Plaster falling off ceiling due to leaking roof. Ceiling is hazardous within the
definition of Minnesota Statute Section 463.15.

1. The City Council of the City of Orono,Minnesota,pursuant to the foregoing findings
and in accordance with Minnesota Statutes Section 463.15 to 463.261,hereby orders
the owner of the property to remove the structure or to make the following repairs in
order to correct the hazardous conditions:
Foundation
— Footing and foundation-replace with code compliant materials.
— Backfill with earth sloped away from building with positive drainage.
— Provide code compliant egress window.
Floor System
— Replace floor system with code compliant materials a minimum of 18 inches
from earth.
Stairwavs
— Reconstruct stairways with code compliant materials including proper rise
and run, headroom, and handrails and guardrails.
Exterior

tried and decided by the District Court. If the order is sustained by the Court, the
Court shall fix a time after which the building shall be destroyed or repaired as set
forth in Minnesota Statutes Section 463.20.
4. If the Court's Judgement is not complied within the time prescribed, the City may
make the ordered repairs, raze or remove the hazardous condition or building, or
acquire the building and real estate on which the building or hazardous condition is
located by eminent domain. The necessary costs of such repairs,razing or removal,
including but not limited to attorney fees,witness fees and filing fees,shall be a lien
against the real estate on which the hazardous condition exists and will be levied
against the property as set forth in Minnesota Statutes Section 463.21 and 463.22.

Enclosed is the code sections you have requested. Section 6.03 Subd 1 provides for enforcement of
Orono municipal code on private roads in Orono. Section 8.26 prohibits vehicle repair on the street.
Section 9.01 Subd 1 A is the definition for refuse.
The City will grant your request far an extension of time for proper storage of refuse. A new
deadline of Apri125,2001 has been established. In the mean time I think it would be a good idea
for you to explore other options for removal of your cat litter. Perhaps a commercial kennel can
direct you. I think the scope of your cat sanctuary does not lend it self to a residential property in
a residential neighborhood.

H. "Driveway Turnaround" means a paved or otherwise
clearly delineated area which is part of or connected to a driveway
or driveway approach, on private property, sufficient in size for
an automobile or other vehicle to turn 180 degrees without Ieaving
the paved or delineated area.
I. "Frontage" means the iot line abutting a public
or private street.
J. "Parcel of Land" means a Iot or contiguous �ots

K. "Private Road" means any street or roadway which
has not been dedicated to public use, or which is not maintained by
public funds, but which is open to travel pursuant to an easement

conveyance, grant or by adverse possession, to the City or other

SEC. 8.24. PARKING RULES IN CITY PARRING LOTS AND RAMPS. In
City-owned parking lots and ramps, the Council may limit the sizes
and types of motor vehicles to be parked thereon, hours of parking,
and prescribed method of parking, provided that such limitations
and restrictions are marked or sign-posted thereon. It is unlawful
to drive in a direction opposite the flow of traffic marked by
"one-way" signs or arrows, or to park or leave standing any vehicle
in any City-owned parking lot or ramp contrary to the restrictions
or limitations marked or sign-posted therein.
SBC. 8.25. PHYSICALLY HANDICAPPED PARRING.
Subd. 1, Statutory parking privileges for physically
handicapped shall be strictly observed and enforced. Police
officers are authorized to tag vehicles on either private or public
property in violation of such statutory privileges.
Subd. 2. It is unlawful for any person, whether or not
physically handicapped, to stop, park or leave standing, a motor
vehicle (-1) in a sign-posted fire lane at any time, or (2) in lanes
where , and during such hours as, parking is prohibited to
accommodate heavy traffic during morning and, afternoon rush hours.

person to service, repair, assemble or dismantle any vehicle parked
upon a street, or attempt to do so, except to service such vehicle
with gasoline or oil or to provide emergency repairs thereon, but

SEC. 8.27. PARRING FOR T� PURPOSE OF ADVERTISING OR SELLING
MERCHANDISB. It is unlawful for any person to park a vehicle on
any street or public parking lot for the purpose of advertising
such vehicle Eor sale, for the purpose of advertising for sale or
selling merchandise thereon or therein, or advertising any
merchandise for sale or a forthcoming event.

CHAPTSR 9
PUBLIC PROTECTION, CRIMES AND OFFENSBS
S$CTION. 9.01. STORAGE, DEPOSIT AND DISPOSAL OF REFIISE.
Subd, l. Definitions. The following terms, as used in
this Section, shall have the meanings stated: �-
� A. "Refuse" - Includes all organic material
resulting from the manufacture, preparation or serving of food or
food products, and spoiled, decayed or waste foods from any source,
bottles, cans, glassware, paper or paper products, crockery, ashes,
rags, and discarded clothing, tree or lawn clippings, leaves, weeds
and other waste rod except human waste or waste resulting
from bui ing construction or demolition.
B. "Residential Dwelling" - Any single building
consisting of one through three dwelling units with individual
kitchen facilities for each.
C. "Multiple Dwelling" - Any building used for
residential purposes consisting of more than three dwelling units
with individual kitchen facilities for each.
D. "Commercial Establishment" - Any premises where
a commercial or industrial enterprise of any kind is carried on,
and shall include restaurants, clubs, churches, conference centers
and schools where food is prepared or served.
Subd. 2, Storage.
A. It is unlawful for any person to store refuse on
reside�tial dwelling premises for more than one week. Al1 such
storage shall be in five to thirty gallon metal or plastic
containers with tight-fitting covers, which shall be maintained in
a clean and sanitary condition; provided, that tree leaves, weeds
and grass clippings may be stored in plastic bags and tree limbs
must be stored in bundles weighing no more than seventy-five pounds
. . and no longer than four feet.
B. It is unlawful for any person to store refuse on
multiple dwelling premises for more than one week. Such storage
shall be in containers as for residential dwelling premises, except
that containers, sometimes referred to as "dumpsters", with close-
fitting covers may be substituted.
C. It is unlawful for any person to store refuse on
commercial establishment premises for more than forty-eight hours.

9.12 Sub 15 Animal Limits
A. No person shall own, harbor, keep or have custody of more than four dogs and cats in
combination, no more than two of which may be dogs over six months old on their property
without having first secured a Multiple Animal License as required herein,except individuals
involved in any animal—related business. Animals which have been specially trained and
certified to perform certain tasks such as for handicapped,police K-9s, seazch and rescue, and
other designated working animals are not counted in this requirement, nor are animals that aze
part of any registered foster parent program.
B. Duration of Multiple Animal Licenses: Multiple animal licenses shall be issued on an
annual basis and shall be made for the whole or unexpired portion of the year ending on
December 31 next following the effective date of the license.
C. Multiple Animal License: Individuals must make application for a multiple animal
license on forms provided by the City and submitted to the Police Department. A license issued
or to be issued by the City may be denied for any of the following reasons:
1. Fraud, misrepresentation, or incorrect statement contained in the application.
2. Conviction of any crime, or misdemeanor, pertaining to the keeping or care of
animals.
3. Failure to submit or pass an annual inspection of the premises to ensure the
health, safety and welfare of the animals under the applicant"s care as well as the
public in generaL
D. . Issuance of Multiple Animal License. Licenses will be administratively approved. In
the event of denial, a grievance process is established within the City. First appeal shall be
reviewed by the Chief of Police and final appeal shall be reviewed by the City CounciL
Applications that are denied will be advised of the entire appeal process available to them at the
time of denial and the reason for denial. The application process shall be as follows:
1. Requests for licenses shall be filed with the Police Department on an official
application form provided by the City. Such application shall be accompanied by
a fee as set forth in the City Code. The application fee shall also cover the costs of
individual licenses for the first four(4) animals.
2. Applications for licenses shall be approved or denied within thirty(30) days
from the date of its official and complete submission unless a time waiver is
granted by the applicant.
3. The designated staff person shall conduct a background check on the
applicant(s)to determine whether there have been any convictions for any animal-
related offenses by the applicant(s).
4. The City shall conduct an inspection of the premises to ensure the health,
safety, and welfare of the animals under the applicant's care as well as the public
in general. The inspector shall ensure the animals are receiving proper food,
water, exercise, and overall care by using State Statute 346.39 as a guideline.
5. Unless the applicant(s)has not met one or more of the previous listed criteria,
the license shall be granted.

Subdivision 6. Exercise. Equines must be provided opportunity for periodic
exercise, either through free choice or through a forced work program,unless
exercise is restricted by a licensed veterinarian,

I trimmed periodically to prevent lameness.
Subdivision 8. Transportadon. A vehicle used to transport an equine must
� have a floor capable of supporting the animai's weight safely. Floors must be of
nonskid construction or of nonskid material sufficient to provide the animal with
traction while in transport. A minimum of 12 inches must be allowed between the
withers of the largest equine ant the structure above the animai while it is in a
natural sianding position. Sturdy partitions must be provided at a minimum of
appro�dmately every ten feet inside the velude. Interior compartments of
transporting vehicles must be of smooth construction with no protruding of sharp
objects and must provide ventilation. Food and water must be provided in sufficient
quantities to minimize stress and maintain hydration.

Subdivision 1. Food. Dogs and cats must be provided with food of sufficient
quantity and qualit}• to allocv for normal grow�th or the maintenance of body weight.

animals to turn around, and provide ma�dmum safety�and protecrion to the animals.
EYercise for 20 to 30 minutes and water must be provided at least once every eight
hours. Food must be provided at least once every 2� hours of more often,if
necessary�, to maintain the health and condition of the ani.mals.

space to allow each animal to turn about freely and to easily stand, sit and lie in a
normai position. Each confined animal must be provided a minimum squaze footage
