' '9325 �, i' � � � s � GreenDa4e Design Section Dsawing Not to Scale and Smith Residence Aug 18, 2015 I ConCept Landscape Lake shore repair _ _ ___._. - - --- _— --- � y • Max Green MGS Consulting Service Corp 3356 Boone Cir No New Hope, MN 55427 August 18,2015 Melanie Curtis Pianning and Zoning Coordinator City of Orono Crystal Bay,Mn 55323 Regarding: My response to Bob Bean's 5/1/15 comments about the subterranean interlocking grid system (Sub Grid)proposed for the Douglas Smith Project Ms.Curtis, Per my resent phone conversation with Bob Bean,I am adding the following clarification details to the layout drawing for this project. 1) Virgin or natural clay soils must be used for maximum compaction and to provide proper drainage. This clay soil must contain less than 10 percent fine granular material. Properly compacted soil of this type is to reduce water retention. We can expect holding forces in the range of 500 pounds per square foot against the vertical members of the grid if compacted per this requirement. 2) The use of treated 5 inch by 6 inch timbers are recommended for this project. Alkaline Copper Quaternary (ACQ)treated timbers are required. 3) The use of Hex-head steel heavy duty wood screws rated for treated(ACQ)timbers are required. Ten inch long#12 coarse thread or larger should be used. 4) Vertical posts must be set in place in 4 foot or deeper virgin or natural clay. 5) Clear medium aggregate collection zone is required on every layer of the grid. 4 inch drain tiles are required at the bottom of each layer to illuminate hydraulic water pressure against the walls. Each tile must be connected to vertical tiles that lead to the shoreline rip rap. 6) Double rows of silt fence must be used by the installation contractor prior to construction wherever possible. 7) Because of our concerns regarding erosion and sediment control within the project area my recommendation is that only experienced contractors with proven successful installations should be considered for hill side restorations of this type. My response to gob Bean's 5/1/15 commer� about the subterranean interiodcing grid system (Sub Grid)proposed for the Dougias Smith Project Ms.Curtis, Per my resent phone conversafion with Bob Bean,l am adding the fiollowing clarification details to the layout drawing for ifiis project. 1) Virgin or natural clay soils must be used for maximum compaction and to provide proper drainage. This clay soil must contain less than 10 per�cent fine granular material. Properly compacted soil of this type is to reduce water retention. We can expect holding forces in the range of 500 pounds per square foot against the vertical members of the grid if compacted per this requiremen�. 2) The use of treated 5 inch by 6 inch timbers are recommended for this project. Alkaline Copper Quaternary (ACCU treated timbers are required. 3) The use of Hex head steel heavy duty wood screws rated for treated�ACQ)timbers are required. Ten inch long#12 coarse thread or larger should be used. 4) Vertical posts must be set in place in 4 foot or deeper virgin or natural ctay. 5) Clear medium aggregate collection zone is required on every iayer of the grid. 4 inch drain tiles are required at the bottom of each layer to illuminate hydraulic water pressure against the walls. Each file must be connected to vertical files that lead to the shoreline rip rap. 6) Double rows of silt fence must be used by the installafion contractor prior to construction wherever possible. 7) Because of our ooncerns regarding erosion and sedimerrt control witfiin tfie project area my recommendatian is that only experienced contractors with proven successful installations should be considered for hill side restorafions of this type. We offer the following observations,comments, and recommendations for your consideration: 1. The Applicant is proposing to perform site grading of approximately 415 cubic yards and install riprap along the shoreline. If material is to be imported to the site,the City should consider the following: a. The City Engineer should be allowed to inspect any riprap or fill being imported to the site prior to it being placed. b. The Applicant should confirm with the City Engineer acceptable hours of truck hauling and provide documentation on the haul route to be used. Acceptable hours and haul route should be approved prior to the importing of any riprap or fill. c. The City Engineer should inspect roadways on haul route prior to and following completion of work to determine whether adverse impacts have occurred.The applicant should be responsible for the repair to roadways for any adverse impacts. 2. It is uncleaz what information is portrayed on the Green-Dale Design Plan. A legend should be included that defines existing and proposed features indicated on the plan. 3. It appears that work is proposed below the 100 year flood elevation. Any fill below this elevation must be mitigated for prior to any fill being placed in the floodplain. Plans should be revised to indicate location and amount of floodplain fill proposed and location and amount of floodplain mitigation provided. 4. The information submitted indicates riprap is to be installed to stabilize the shoreline. However,the plans are unclear where riprap is to be placed. The plans should be revised to clearly indicate location of riprap. The size of rock to be used for shoreline stabilization should be specified on the plan. Minimum Class V riprap(6"to 30")is recommended. 5. The plans are unclear what is proposed for retaining walls. The Green-Dale Design Plan should be revised to provide more detail for all proposed retaining wall work. Top of wall and bottom of wall elevations should be provided in key locations (i.e. grade changes and alignment changes). Spot elevations provided should clearly indicate location of proposed elevation. Walls four feet or greater in height must be designed by a Professional Engineer, and plans and calculations specific to the proposed walls must be submitted for review and approval. Multi-level walls spaced less than double the height of the bottom wall apart shall be considered one wall, and the height shall be determined from the base of the bottom wall to the top of the upper wall. 6. The plans should be revised to include cross-section details of the proposed work to indicate how walls will be integrated with�riprap at the toe of slope, location of draintile and tie-backs,fill material Conditional Use Permit 15-3725 . r 4167 Highwood Road Page 2 to be used,and location and elevation of timbers. 7. Since work is proposed within 50' of Lake Minnetonka,redundant erosion control devices must be installed down gradient from the work to ensure adequate protection. Double rows of silt fence should be installed by the Contractor and inspect�d by the City prior to any land disturbing activities. Silt curtain should also be installed where shoreline remediation and riprap placement is proposed. 8. Disturbed areas must be permanently stabilized within 7 days of completing grading and wall construction operations. The Green-Dale Design Plan should be revised to indicate locations and schedule for re-vegetation or a Landscape Plan should be submitted with the necessary information. 9. Due to the extent of work proposed,it is recommended that a financial security of$5,000 for erosion control and engineering oversight be required of the Applicant. The financial security is intended to provide protection in the event that it becomes necessary for the City to install or maintain erosion and sediment control within the project azea and covers the cost of vegetation re-establishment if the applicant is unable to follow through with the conditions of approval. 10. The Minnehaha Creek Watershed District(MCWD)permit submitted appears to be out of date and does not adequately cover the work proposed.The applicant should resubmit plans to MCWD and may be required to obtain new MCWD approval and permitdng for their Erosion Control,Shoreline and Streambank Stabilization,and Floodplain Alteration Rules.
