DATE TYPED: September 8, 2003 On September 6, 2003, at approximately 0316 hours, I received a call of a Damage to Property in progress at 4175 Highwood Road,the residence of Merlin Lane Halverson,DOB 03-30-17. Dispatch advised that the RP's vehicle's windows were being smashed out by a neighbor. While I was en route, Sgt. Morowczynski advised that he was in the area just at that time. Dispatch advised that the suspects just left in a blue colored vehicle. The area is a dead-end street. It is believed that with the times that were given, Sgt. Morowczynski would have been in the area before anybody could leave, and he reportedly did not see any suspects. Upon arrival,Mr.Halverson was sitting in a broken down Ford Taurus that was parked in the make- shirt dirt driveway/yard. The vehicle was extremely damaged most of which appeared to have happened well in the past. It did not appear to be recent damage, and it does not appear that the vehicle runs or has moved in quite some time. I could see three marks on the windshield where something had struck it. There was a small two-inch by approximately one-inch brown colored rock sitting on the driver's side windshield wiper. On Mr. Halverson's lap I could see a similar rock as well as a hammer sitting next to him. The vehicle was cluttered with junk, garbage and bags. The ground around the area also had trash strewn about the property. Right behind the vehicle was an extremely large amount of trash,garbage cans and open trash containers that appeared to have been there for some time. Numerous garbage bags and plastic bags, some of which were open, littered the area. It appears Mr. Halverson may be staying inside his vehicle. I asked Mr. Halverson to allow me to enter his house to see his living conditions. He stated that it wasn't very good and that I wouldn't like it. He stated that it is a mess. Mr. Halverson stated that the last time he could remember garbage service was several years ago. He states that the reason he does not have garbage service any longer is that he has to protect it from the dogs. S o now he won't put it up by the road so that the dogs can't get it. I asked Mr. Halverson if he thought he should be living with somebody or in an assisted living situation. He thought that might be a good idea. Mr. Halverson did state that he wanted to stay at his residence and did not wish to leave. Mr. Halverson advised me that he has a nephew named Gary Crossman who lives in Plymouth. He also stated that he has a sister who lives in Champlin by the name of Violet Crossman. I attempted to contact who lives at 5975 Vicksburg Lane, 763-577-4251. There was no answer, but I left a message on the answering machine. No phone number found for Violet. In speaking with a neighbor,he stated he woke up and could hear Merlin yelling help. The neighbor came outside because he thought that Merlin may have fallen on the walkway again. He stated that it has happened a couple of times in the past, and he stated that was what he was concerned about. The neighbor also thought that Mr. Halverson may not have running water at this time. He also stated that he smelled a terrible odor coming from inside the residence. Mr. Halverson was subsequently transported to North Memorial on a Health and Welfare hold. Hennepin County Adult Protection was notified on September 6, 2003. This report is also to go to the City of Orono building inspectors. Bruce went to the home at about 1Q:45 a.m. on 09/08/Q3. He found what concerns him to be a very unsafe house with a falling apart and rotted porch entry. He feels a person could fall off or through this at any time. He viewed the roof and feels that it could collapse at any time. The location of the residence is 4175 Highwood Road, Orono, MN. Bruce said the City would look at this as a hazardous building and consider starting condemnation proceedings. He stated city code does not state how the property has to be maintained but will a11ow the "hazardous" status to apply. This is a long procedure though that can take up to two years to complete. Bruce also noticed the garbage that is spread about on the property. He said animals have been in it and torn bags apart etc. City code does allow for the mandating of the clean up of the garbage. Bruce indicated he would be will to work with us in documenting the condition of the home if we can get inside. Bruce indicated non working plumbing is something he can order repaired. Bruce is also concerned about the condition of the homes foundation. This factors into his over all concern that the house has a potential of collapse. I followed up with Hennepin County Adult Protection. I spoke to Dale Koehler(612) 348 - 8526. I advised Dale of what Bruce found and his willingness to work further with us. I also told Dale I would fax a copy of our reports to him. I told Dale that from what I know there is a nephew that looks after Merlin but is not around often. I also told Dale that the Halverson property should have a high value as it is lake shore and could be used to set Merlin up in assisted living. Should Hennepin County Adult Protection wish any help from Orono Police we will provide any that we can in trying to structure a better arrangement for Merlin.
