I'm�not see'ing any real changes on these new plans from the original plans you reviewed. Just the survey datum was
updated as required. If this is ok as is then let me know. If not as previously requested, then please be a little more
specific on what you are asking for so I can communicate that clearly to the builder. For example, are you asking for a
cross section detail?

This is the e-mail you sent me on 12/2/14, but the information in these PDF's doesn't also contain the proposed new
houses on it with the site & grading plan like your or original submission. Can you please send that to me. We are also
as you know, still waiting on the MCWD determination for the wetland and issuance of their Erosion Control Permit prior to
issuance of the building permit. I believe these are whaYs still required for our review to be completed and the permits to
be issued.
I have the building plan review completed for your projects and there are some comments that can be addressed as part
of the construction process.
The engineering review was also completed as well for the projects from the original submission materials. Some of this
will need to be addressed for the permit issuance. These comments are as follows:
Subject: 2014-01228 - 4174 Highwood Road
1. The silt fence and rock construction entrance should be installed and inspected by the City prior to
any land disturbing activities. The Contractor must provide a minimum 24 hour notice prior to
inspection.
2. Additional grading detail should be provided along the west property line to define a swale that
directs runoff north and south and not onto the adjacent property. Additional spot elevations and
proposed contours should be added as necessary to adequately define the swale.
3. A financial security of$2,500 from the Applicant is recommended for erosion control and engineering
oversight. The financial security is intended to provide protection in the event that it becomes necessary
for the City to install or maintain erosion and sediment control within the project area and covers the
cost of vegetation re-establishment if the applicant is unable to follow through with the conditions of
approval.
4. The applicant may be required to obtain Minnehaha Creek Watershed District (MCWD) approval
and permitting for their Erosion Control rule. A copy of any approved permit or confirmation that no

The survey datum submitted on the Certificate of Survey prepared by Jonathan Faraci with Lake and Land Surveying, Inc.
dated May 8, 2014 does not meet the City of Orono survey data requirements for property survey submission. The data
supplied by your contractor is based upon the Ramsey Co. Coord. System NAD83. The City of Orono requirements
indicate that existing and proposed contour elevations must be tied to Sea Level Datum as stated on Page 6 of the
Building Permit Application packet for new structures or additions in the City of Orono (for reference please see the same

This is the e-mail you sent me on 12/2/14, but the information in these PDF's doesn't also contain the proposed new
houses on it with the site & grading plan like your or original submission. Can you please send that to me. We are also
as you know, still waiting on the MCWD determination for the wetland and issuance of their Erosion Control Permit prior to
issuance of the building permit. I believe these are what's still required for our review to be completed and the permits to
be issued.
I have the building plan review completed for your projects and there are some comments that can be addressed as part
of the construction process.
The engineering review was also completed as well for the projects from the original submission materials. Some of this
will need to be addressed for the permit issuance. These comments are as follows:

1. The silt fence and rock construction entrance should be installed and inspected by the City prior to any land

the City's survey standards indicating the location of the proposed structures, grading, wetlands, swales and
retaining walls (if any).

properties. This wetland appears is within 150 feet of the proposed project site improvements. Because Orono
City Code requires a 35-foot setback from any wetland for structures or hardcover (10 feet from an established
MCWD buffer), the location of the wetland must be indicated on the survey. Setbacks must be verified with
wetland delineation information as approved by the MCWD. For the level delineation requirements, please
coordinate with the MCWD directly at 952-471-0590 regarding your project.

agreement and submit a check total for$5,000. This may be presented at the time the building permit is ready for
issuance and pick up.

The below comments are the City of Orono's engineering review comments for your building project. Engineering
comments for the 4174 Highwood Rd. project will be sent under a separate e-mail.
As discussed on the phone, the MCWD has required a wetland delineation of this property and the adjoining vacant lot.
Orono requires an approved wetland delineation by the MCWD prior to our issuance of a building permit for any structure
within 150 ft. of a wetland. Both home sites fall within this distance standard. Therefore an approved delineation is
required to verify building setbacks for both of the site plans beforehand. I also anticipate completion of the building
height review for both homes this week.
The permit issuance for demolition of the house may be approved prior to building permit issuance, although the engineer
is definitely requiring installation of the rock construction entrance prior to commencing any demolition activity. Erosion
control would also be necessary if the demo activity involves any land disturbance. Please contact Lyle Oman, Chief
Building Official for the city at 952-249-4625 to schedule a walkthrough of the house prior to issuance of the demolition
permit and to coordinate utility disconnections.

Because there is a wetland that shows up on our FAW for these sites, e District would require a wetland delineation. If
there was indeed a wetland on-site, our wetland protection ru—e would be triggered which requires establishment of a

Just to let you know I've been working with the MCWD on these two building permits (4166 & 4174). It appears that the
district may be calling for a delineation on these two properties. I'm still waiting to hear back on that from Courtney Hall.
Also, the 4166 property has an existing residence that will be demolished with the start of work. I'm assuming you want
the entrance rock in place before that begins, but there is an existing approach to the site. Please confirm that either way.

Please also keep in mind that this is going to be another neighborhood disruption situation with construction on two 50 ft.
lots. We will see how effectively this new builder in the community deals with this situation. We can only hope it will be

Please note,we received a call from the neighbor to the East who expressed concern over the lack of grading currently
on the site. Our City Engineer has visited the site and we request you create the approved swale to direct water away
from the neighbors house as soon as possible.
