The matter came to my attention from three different neighbor complaints on 4/1/93, 4/5/93,
4/14/93, 12/9/93, 1/10/93 and 1/11/93.

DATES OF SITE INSPECTIONS: 4/1/93, 4/19/93, 12/9/93, 1/10/93, 1/12/93
Spoke to defendant by phone on 12/28/93. He stated he would not comply with Ciry ordinances
and would report numerous violations on other properties on his street if I proceeded with legal
action.
DESCRIPTION OF VIOLATION: Defendant has no off site parking for his truck tractor
(semi) and parks it at his residential property every evening after work. Defendant is disruptive
to neighborhood when he starts up the tractor at 5:00 a.m. and wakes everyone up. Property
is in a one family lakeshore residential Zone.
Please prepare a formal complaint on this matter. The City's objective is to require the
defendant to fmd altemative parking arrangements and to comply with Orono Municipal Code
Section 8.23, Subd. 2.

The City has received complaints about the appearance of two pieces of property you own in the
City of Orono. A site inspection was conducted on this date which revealed the following
zoning code violations:
4166 �ii.ghwood Road
1. Storage of unlicensed inoperable vehicles - violation of Orono Municipal
Code Sec. 9.50.
2. parking of a semi-tractor in front yard - violation of Orono Municipal
Code Sec. 10.61, Subd. 4 G (Parkin8 of such a vehicle would be allowed
if parked inside a building).
4174 Highwood Road
1. Storage of various items in yazd, violation of Orono Municipal Code Sec.
9.55.
� 2. Use of front yard for parking of vehicles - violation of Orono Municipal
Code Sec. 10.61, Subd. 5 A (The City is aware of the limited lot size.

Road is prohibited by the Orono Municipal Code Section 8.23, Subd. 2.
Your refusal to find other parking arrangements leaves the City no alternative but to initiate legal
action. Action will be withheld until January 10, 1994 to allow you more time. However, if

own investigation, he be].ieves the fol.lowinq to be true and correct.
Lyle dman, Building ofPicial for the City of Orono, received complaints trom
nea.ghbors in the area o� 4166 Highwood Road in the City o� Orono, Hennep�.n
eour►�y, Minnesota, about a semi-truck/tr�ctor park�d at the residence lacated
at 416G Highwood Road. The neighbors complained that the owner of the
vehicle started the tractor every morning at 5:Oa a.m. , waking up all� the
neighbors. 41G6 Highwood Road is located in a one--;family iakeshor�
residentzai zone. The City of Orono received complaints reqarding the semi
truck/tractor on Apri]. 1, 1993 , Apri1 5, 2993 , April 14 , 1993, bec�mber 9,
1993 , January 10, 1994 and January 11 , 1994. Oman inspected th� property on
April 1 , ].993 , April 1.9, 1993 , December 9, 1993, January 1b, 1994 and January
12, 1994 . Oman wrote to the residen� at 4Z66 Highwood Ro$d on Aprz1 1, 1993
warning the resident that h� could not park his . truck/tractvr at the
residence. Du� to the continuing violations and complaints, Oman aqain wrote
to the resident of 41&6 Highwood Road and registered owne� of the semi-
truck/tractor, CRAYG MARTTN QUAST, the de�endant herein, w$rninq him that he
coul.d not park his truck/traotor at the residence. In his lette�, Oman gave
