Subject: 4099 Highwood wall backfill testing
The below is a partial copy of the wall plan from the engineer for the 4099 Retaining wall. These are the tests required
by the design engineer (not Phil). Test results verifying the backfill meets the requirements of A-C below is what we are
requesting be on file with the city. In a perfect world, these would be done ahead of time and the property owner
would also want these done before the backfill is placed. The wall design relies on the backfill soil properties below.

Project Review Information Summary:
Project Name/Location: 4099 Highwood Road
Developer/Property Owner: Seran
Design Engineer/Firm: Cameron Roberson —Sole Proprietor (MN#43483)
Documents Reviewed: Site Plan (2008) with Proposed Wall Layout (2011)
Design Wall Cross Section
Segmental Retaining Wall Design Calculations (7' Ht.)
Segmental Retaining Wall Design Calculations (2-Tier)
Date Received: At City of Orono, 10-28-11
Project Review Comments:
1. Project includes privately-owned modular block/segmental landscape retaining
walls that will be installed at 4099 Highwood Road.
2. Site drawing submitted shows the wall layout relative to boundaries, buildings and
other site features. Deviation from this layout is not approved.
3. A geotechnical report and recommendations were not provided. Soil properties
for the retaining wall were assumed in the calculations submitted.
4. Plans were prepared by a professional engineer, licensed in Minnesota, and plan
content appears appropriate to direct retaining wall construction.
5. Calculations for global/slope stability were not submitted. Applicant shall have
actual site conditions evaluated by a qualified design professional to determine
whether or not global stability analysis is required. Submit determination in
writing.
6. Applicant shall ensure that backfiil design properties indicated on the plans are
verified by an independent testing lab, including:
a. Soil gradation meets specifications.
b. Soil plasticity meets specifications.
c. Backfill soils have a peak effective friction angle > 34 degrees, as
determined by direct shear testing.
d. Wall elevations, grades and back slope are verified to conform to design
Submit documentation verifying conformance with backfill soil specifications to
City.

Mortariess Systems Eogineering
To: Mr. AI Seran AnSRWDesignFiim
Subject: Response to Memorandum (Project Review Comments) by Stantec dated 1 1-3-
11, Proposed Segmental Retaining Wall (SRW), Seran Residence, 4099
Highwood Road, Orono, MN
Reference: Design Cross Section, Seran Residence, 4099 Highwood Road, Orono, MN, by
MSE, dated October 24, 2011
, Menzorandum(Project Review Comments)by Stantec, dated 11-3-11
' Mortarless Systems Engineering, Inc. (MSE) has prepared this letter responding to the subject
project review comments of the reference Menaoranduna. Specifically, MSE is responding to
comment items 3, 5 and 6.
With regard to comment item 3.,the proposed SRW has a design bearing pressure of<1300 psf. It
is MSE's understanding that many governing codes, including the 2007 IBC, do not require soil
investigations when loads are less than 1500 psf, and allow for a presumptive allowable bearing
capacity of 1500 ps£ As such,MSE believes a geotechnical report is not required.
With regard to comment item 5., global stability, the overall stability of the soils surrounding(but
not including)the reinforced soil mass of an SRW, is typically a concern when the proposed design
of an SRW includes large loads(> 1500 ps fl and/or surcharges imposed on relatively steep sloping
conditions. The proposed subject SRW geometries include flat grades on top of the walls, with no
surcharging, and predominantly flat grades in front of the walls, with some 3:1 (H:V)grades in the
short bend areas. [ It should be noted that grades are determined perpendicular to the wall face.] As
such, with consideration of the proposed loading (<1500 psf bearing pressure), and relatively flat
geometries,MSE believes a global stability analysis is not required.
With regard to comment items 6. a. thru c., MSE has obtained and visually observed a sample of
the proposed backfill material. Per ASTM D2488, Standard Practice for Description and
Identification ofSoils(Visual-Manual Procedure),the proposed backfill soil can be classified as a
brown silty fine to coarse sand with trace clay and fine gravel. Additionally, it may be assumed
based on this classification, and design reference charts (see Soil Mechanics, NAVFAC Design
Manaral 7.1, 1982), that the proposed backfill soil has a peak effective friction angle of at least 34
degrees. As such, MSE believes the proposed backtill meets or exceeds design specifications
for gradation,plast'c- -and<strength.

RE: Building Permit Numbers:
2009-00491 (garage) 8 2011-01336 (retaining walis and stairs)
In the process of closing out building permit project files, I noticed that final inspections have not
been completed on the above two permits on your property. Additionally we have not received
an as-built survey showing the as-constructed additions. Please call Building Ocial,
Lyle Oman at 952-249-4625 to schedule a final inspection for the garage.
We continue to hold an escrow of $2,500 pertaining to the project. Once the weather permits,
please have an as-built survey and hardcover calculations prepared by a surveyor and
submitted to us. Your escrow will be refunded once our engineer determines the property
conforms to the approved building permit plans and approved grading plan. Please see the
attached City code section regarding survey requirements.
Please contact me at 952-249-4620 or at cmattson@ci.orono.mn.us if you have any questions.

Sec. 86-68. Permit application; information required.
(a) The application for a construction permit shall include such information as may be required by the
city, which may vary between types of construction projects.
(b) Surveys required:
(1) Initial survey. Any building or general permit application for construction of a new structure or
expansion of an existing structure shall be accompanied by a certificate of survey prepared
by a Minnesota Registered Land Surveyor unless the building official determines the
construction project is exempt from this section. The certificate of survey shall conform to the
standards on file in the office of the building official.
(2) Foundation suivey. A foundation survey shall be submitted to the city for review and
approval, unless exempted by the building official, upon completion of the foundation work for
all buildings and all additions to buildings. The foundation survey, prepared by a Minnesota
Registered Land Surveyor, shalf certify the lot dimensions; front, side, rear, lakeshore, and
wetland setbacks; and foundation elevation. A foundation survey must be submitted before
proceeding with framing or further construction. In lieu of a survey a letter prepared by a
Minnesota Registered Land Surveyor containing the same information as a foundation survey
may be submitted.
(3) As-built survey. An as-built survey, prepared by a Minnesota Registered Land Surveyor, shall
be submitted to the city for review and approval upon the completion of all buildings and all
additions to buildings, unless exempted by the building official. The as-built survey shall
certify the final topography of the site; verify drainage patterns; and provide hardcover
calculations for lots in the Shoreland Overlay District. An as-built survey must be approved
before the issuance of a certificate of occupancy. In the event that weather or other
conditions prevent the completion of an as-built survey at the time the Certificate of
Occupancy is requested, applicant shall provide a sufficient financial guarantee and establish
an escrow agreement to ensure completion of the as-built survey.
