Jim Smith �I1`"' J��f^'�� Concept Landscaping ���'. 3153 Priest Lane � Mound, MN 55364 Re: 4051 Highwood Road Building Permit Application #2012-00429 The City is in receipt of the permit application for a replacement deck and new stairs to the lake which was received by this office on May 18, 2012. The application is incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide a full size certificate of survey meeting the City's survey standards (enclosed) indicating the location of the existing house, decks and stairs along with existing and proposed contours as well as all existing structures, landscaping, retaining walls and hardcover on the property. 2. Hardcover Calculations. A registered land surveyor must complete hardcover calculations on the property. Attached are copies of our hardcover information sheet and hardcover calculation worksheet. 3. Stairway Construction Plans. Additional information is needed for the stairs construction. Will the steps be dug into the earth? Will the steps be retaining soil? What are the proposed materials to be used? The proposed landings are larger than allowed by code and must be modified to meet City Code Section 78-1282, copy attached. 4. Zoning Permit Application. The new/replacement stairs to the lake must be applied for using a Zoning Permit Application (copy attached). 5. Deck Replacement Plans. The lower deck replacement appears to be changing from wood to stone and appears to be changing in size. Additional information is needed. 6. Major Land Alteration. Grading, filling or excavating more than 500 cubic yards or more than 10 cubic yards in the lakeshore setback (0-75' from the Ordinary High Water Level) requires a Conditional Use Permit. Provide a calculation of how much grading, fi�ling, excavating will take place with the proposed stair construction. 7. Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is $2,500. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$2,500.
