ORONO CITY COUNCIL WORK SESSION
Monday, July 23, 2012

Present: Mayor Lili McMillan, Council Members Cynthia Bremer, Doug Franchot, Aaron Printup and
Dave Rahn; representing Staff were City Administrator Jessica Loftus, Finance Director Ron
Olson and City Clerk Lin Vee
Council tentatively scheduled a work session to discuss the proposal to provide police service to Mound.
To accommodate schedules, the work session will be held Thursday, August 2, 2012 at 8:30 am.
Finance Director Ron Olson reviewed potential revenue sources and expenditures for 2013, including
expected increases and decreases. Council discussed the impact of increasing and decreasing revenues
and expenditures, as well as the tax levy required to fund the proposed budget. Council was provided
with a Budget Worksheet to use for decisions related to revenues and expenditures.
Discussion of the 2013 preliminary budget will continue at the August 27th work session with adoption of
the preliminary budget and tax levy at the September 10th Council meeting.
There were no comments regarding Information Update items.
The meeting closed at 6:58 p.m.

ROLL CALL
The Orono City Council met on the above-mentioned date with the following members present: Mayor
Lili Tod McMillan, Council Members Cynthia Bremer, Doug Franchot, Aaron Printup, and David Rahn.
Representing Staff were City Administrator Jessica Loftus, City Clerk Lin Vee, Finance Director Ron
Olson, Assistant City Administrator of Long-Term Strategic Planning Michael Gaffron, Planning
Coordinator Melanie Curtis, City Engineer/Public Works Director Jesse Struve, Consulting Engineer
David Martini, City Attorney Soren Mattick, and Recorder Jackie Young.
Mayor McMillan called the meeting to order at 7:03 p.m., followed by the Pledge of Allegiance.

Franchot moved, Rahn seconded, to approve the minutes of the Orono City Council meeting of
July 9, 2012, as submitted. VOTE: Ayes 5, Nays 0.
PLANNING COMMISSION COMMENTS - LIZZ LEVANG, REPRESENTATIVE
Levang reported that the Planning Commission met last week and that one of the issues they ran into
when evaluating applications was whether they should be evaluated under the proposed hardcover
ordinance or under the current ordinances. The Planning Commission decided to operate under the
current regulations rather than attempting to speculate on when the proposed ordinance would be adopted.
Levang stated the Planning Commission looked at a sketch plan for the Lein property located on County
Road 6 and the north end of Old Crystal Bay Road. The property owner is looking at dividing it into four
parcels and is proposing a new road access.
Levang noted the Planning Commission also placed the Old Orchard Farm application on their consent
agenda.

PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT
*5. PAY REQUEST NO. 1 - OLD CRYSTAL BAY ROAD OVERLAY PROJECT
Franchot moved, Rahn seconded, to approve Pay Request 1 for the contractor Northwest Asphalt,
Inc., in the amount of $84,838.92 for the Orono Orchard Road Overlay Project. VOTE: Ayes 5,

*6. WELLHEAD PROTECTION PLAN PROPOSAL
Franchot moved, Rahn seconded, to approve Bolton & Menk's proposal to complete Phase II of the
Wellhead Protection Plan. VOTE: Ayes 5, Nays 0.
7. NAVARRE STREET LIGHT UPDATE
Struve stated on May 5th of this year Spring Park had a light pole fall down due to a deteriorated
condition. It was their second light pole that collapsed this year. Spring Park currently has 38 poles in
their city. Struve indicated Navarre also has 38 light poles and two additional poles on top of someone
else’s poles. The light poles were installed around 1988 and are currently experiencing some corrosion
around the bases.
Barr Engineering feels it is warranted to remove and replace the light poles located in Spring Park.
Struve indicated he asked Barr Engineering to look at two of Orono’s poles on the city boundary. Barr's
conclusion was that Orono's poles should also be replaced. Spring Park has also experienced some issues
with the wiring but to date the City of Orono has not. Struve indicated it is likely Orono will start
experiencing some wiring issues in the near future as well.
Struve stated he has been in conversations with Hennepin County regarding a possible grant available this
fall and that he would like the City Council to provide some direction to Staff on how they would like to
proceed. Struve indicated Orono could submit a joint grant application with Spring Park to replace the
light poles and the wiring.

(7. NAVARRE STREET LIGHT UPDATE, Continued)
McMillan noted replacement of Orono's street lights will cost a couple hundred thousand dollars and that
this is an opportunity for the City to improve the look of the lights and possibly create a small-town or
neighborhood feeling in the Navarre area. McMillan stated Orono's current lights are rather industrial
looking and that Spring Park is looking at other types of light fixtures. McMillan recommended the City
of Orono look at other types of light fixtures for the downtown Navarre area.
Struve noted costs can vary depending on the light fixture that is chosen but that the grant application
does not lock the City into any type of design. Struve commented there is more than sufficient time to
review this project and that he can bring some lighting options back to the City Council. Struve noted the
earliest the project would take place is next year.
Rahn commented it would help the City Council make decisions about the type of lighting they should go
with if they know whether they are awarded the grant and what funds might be available.
Struve stated it would be more expensive down the road if just the light poles are replaced. If the wiring
is replaced later, the poles have to be dropped down, which is more costly.
Franchot asked if there is any matching money from Xcel.
Struve indicated he has not explored that at this point.
McMillan asked if the grant requires the City to include specifics in the type of lighting it will choose.
Struve stated not to his knowledge but he had not seen the application. He added that grants are typically
for up to 50 percent of the project.
Bremer moved, Rahn seconded, to direct Staff to work with the City of Spring Park to pursue grant
opportunities for replacement of the light poles and wiring and to pursue any additional funding
sources available for this project.
McMillan asked when the City would be informed if they have been awarded the grant.
Struve indicated he does not have that information available tonight.
McMillan commented better illuminating the Navarre sign could also be explored.

MAYOR/COUNCIL REPORT
Rahn thanked Jesse Struve for cleaning up Sandy Beach and that it looks very nice.
Printup noted Spirit of the Lakes had their parade last weekend and that on July 14th the Creative Kids
Academy had their open house.
Bremer reported that the Police Commission has met and that the City Council has already been provided
an update on that meeting.

McMillan stated she went on a tour of Navarre with Staff and that they walked the section without a
sidewalk south of the trail. McMillan noted it would be difficult to construct a sidewalk in that area.
McMillan indicated they also walked down some other streets to see if there were any options for a
sidewalk but did not come to any conclusions.
Gaffron indicated he is putting together an analysis of potential safety issues in Navarre and that he will
have that ready sometime this week.
Bremer requested that the city parking lot in Navarre also be looked at for improvements.
Loftus reported Staff did review all accident reports for Navarre and that over the past 10 years there were
no pedestrian related accidents and only one bike related accident. The number of vehicle accidents was
relatively low. Loftus stated the Navarre committee would like to make the area more pedestrian friendly.
Rahn stated a substantial number of people utilize the trail and park in Navarre adding to the safety issues
in the area. Rahn recommended the City get an update on the cost of the retaining wall to see what it
would cost in today's dollars as well as possible newer technology that could be utilized.
Bremer commented she has some concerns about the drop-off given the topography in the area. Bremer
noted the neighbors also may not want the wall since it would be inviting more usage by pedestrians.
McMillan reported work on Orono Orchard Road has been commenced and that the contractor will be
installing the sewer pipe later this week.
Struve noted the work has been delayed approximately one week. The road is currently passable and that
the heavy construction will start next week. The road will be closed just north of Fox Street starting next
Monday.
McMillan noted Brown Road is also undergoing a mill and overlay by Hennepin County.
McMillan stated the LMCD was looking at whether ordinances are needed to regulate bow fishing. Bow
fishing is currently allowed on Lake Minnetonka by state statute but there have been some people
complaining about them being too close to their docks. McMillan noted the LMCD is looking for
comments from cities until August 15th.
CITY ADMINISTRATOR'S REPORT
Loftus reported the banners have been erected in Navarre. The Chamber reported that the banners sold
out quickly in Navarre. The school allowed the City to use their lift, which saved the City some money.
The work also took longer than anticipated. Loftus stated the Orono Public Works Department also
helped Spring Park hang their banners.
Loftus stated she has heard some comments that the banners are hard to read since they are higher up but
that she has also gotten some good feedback on the banners. The banners did not arrive until mid July
and were erected soon thereafter.

Chief Farniok outlined the elements of the Mound police service proposal. Council discussed budget
impacts, police services, staffing, transition, and timeline for Mound consideration of the Orono
proposal.
Public Works Director/City Engineer Jesse Struve and Stantec Engineer Darren Amundsen gave a brief
update on the Orono Orchard Road Reconstruction Project.
