Reilly and Denise D. The Property is �uided in the 2000-2020 Orono Coinn�unity Management Plan (CMP) for single family residential use at a density of 1 unit per 2 acres. The proposed layout contains 2 lots on 7.6 non-wetland acres, for an overall density of l unit per 3.8 dry acres. 4. The Property contains a variety of natural features includin� wooded areas, open fields, and some steep slopes. � 5. The proposed plat includes two lots. Lot 1 will be served via Graham Hill Road to the east. Lot 2 will continue to access Hi�h Lane via a newly created private road Outlot. 6. As it will access via Graham Hill Road, proposed Lot 1 will become part of the homeowller's association of Graham Hill Preserve. Graham Hill Road is subject to homeowner association ownership and maintenance, and subject to an underlying Road, DrainaQe and Utility Easement to be �ranted to the City, as well as a "Declaration of Covenants, Conditions, Restrictions and Pnvate Roadway Easement" either as a separate document or incorporated into the development covenants. 7. All proposed lots will contain suitable area meeting all established setback require�nents to allow the consti-uction of sin��le family residences. Each lot l�as a proposed building site meeting tl�e RR-1B setbacl: standal-ds (�0' front and rear, 30' sides). 11. Gronberg of Gronber� & Associates, Inc. dated 10/24/07 and attached hereto as Exhibit A, subject to the following conditions: 1. Conservation Easements for the protection of steep slopes, woodlands, and open spaces shall be established over tl�e rear portions of Lot 1 and Lot ? (extent to be deteimined) to be shown on a Conservation/Preseivation Plan drawin�. Developer shall subinit proposed Conservation Easement lan�uage for Council review and acceptance, specifyin� the pi-oposed conditions and limitations to be placed on the specific areas noted above. The easement shall incorporate as a ininimum, the followin� elements: no structures allowed, no fences, no domestic animals (i.e. no horses, sheep, chickens, etc.), no tree or vegetation removal except by special permit for maintenanee or as pari of an approved vegetation mana�emellt plan, no excavating or earth movement; creation and n�aintenance of non-l�ardcover wallcin� paths may be allowed. Permanent mar-ke.-s of a desi�;rn and �natel-ial acceptable to tl�e Plaiuling and Zoning Coordinator shall be placed at all points wl�ere the Consei-��ation Easement intersects a lot boundary or where tl�e Easement boundary line cl�an�es direction. 2. Development Fees A. Park Dedication Fee. Tl�e developrnent is subject to the standa�-d Park Dedication Fee requirement. Because the value of each newly created lot will be in excess of the t1u-eshold value of $69,3?5.00 the 8% park fee cap of $5,550 per lot will apply. Park dedication fee will be 1 lot x $�,��0 = $5,��0. B. Storm Water and Drainaae Ti�ink Fee. The development is subject to the standard Storm Water aild Draina�e Trunk Fee of Lot 1 ( $3,050 per acre x 2.37 gross acres = $?,228.ti0) + Lot 2 ($3,050 per acre x 4.0 adjusted gross acres* _ 1?.200.00) _ $I9,428.�0. *Maxi��iu�ri fee established in the Fec Scl�eciz�le. 7. City Engineer Appi-oval. Approval is subject to the ongoing recommendations of the City Engineer. 8. Plans and Specifications. The fol]owing plans and specifications shall be submitted for review and approval by tl�e City and other appropriate jurisdictions prior to final plat approval, to ensure that the proposed plat will accomplish tl�e intended puiposes: a) Final� overall lavout for all primary and alternate sewage treatment svstem sites and proposed well locations. b) Final �rading, draina�e and erosion control plan showin� existing and �i-oposed ccntours, a�iticipated buildina locations. ele��ations, stornlw�ater facilities a11d caiculations, utiliti�s and ����sion control ineasures to be used d<<rin�f coustruct�on. Other Easements. a) Draina�e and Utility Easements shall be dedicated to the public on the final plat 10' along all exterior property lines, and 5' either side of interior property lines, elcept such easements shall be iilcreased to accommodate drainage where required, subject to City staff approval. b) A Road, Drainage and Utility Easement shall be granted to the City of Orono over the private road Outlot. c) A "Declaration of Covenauts, Conditions, Restrictions and Private Roadway Easement" shall be eYecuted. FINAL SUBMITTALS The following list of final submittals inust be submitted to the Planning & Zoning Coordinator at least 4 weeks prior to the i-egularly scl�eduled Council meetin� on the second and fourth Mondays of the nlonth.
