Item Description: Revise Assessment Roll Shoreline/Heritage Sewer Project
This week we received written requests for exclusion from the Shoreline/Heritage sanitary sewer
project from two additional property owners David Scott, 1905 Heritage Drive and Dean
Patterson 1025 Heritage Lane. Both property owners recently installed new conforming septic
systems and are eligible for exclusion. During the initial planning stages for this project, there
were many questions and discussions with property owners with some owners talking about
exclusion from the project. Throughout the project, several letters were sent to the property
owners explaining the process for exclusion, and the required future payment of a sewer
connection fee should their septic system fail or be rendered nonconforming. The intent of these
letters was to obtain a final answer regarding exclusion from the project, as throughout the project
several property owners had changed their minds. These two residents assumed, since they had
irutially discussed exclusion, they were automatically excluded from the project. No response to
the letters was received from either property owner.
Exclusion of these two properties from the Shoreline/Heritage sanitary sewer project will Council
approval of an amendment to the assessment roll. We have informed these two residents that they
should plan on attending the Council meeting in case there are any questions or concerns from the
Council regarding this issue.
