City Engineer, Jesse Struve, has reviewed the as-built survey dated 11-12-12 and has provided comments.
The engineers comments must be addressed before the as-built survey will be approved.
In addition, our inspector notes that the home is currently occupied. No temporary or final certificate of
occupancy has been issued. According to the 2006 International Residential Code (IBC) section R110 and
City of Orono Code Section 86-37(4), it is unlawful to occupy a home without a certificate of occupancy. City
Code requires submittal and approval of an as-built survey prior to the issuance of a certificate of occupancy
[City Code Section 86-68]. Copy of R110 is attached and links have been provided for the City Code Sections.
We appreciate your cooperation in resolving this issue as soon as possible.
City Engineer Comments:
• The tiered retaining walls (north of the paver patio in the rear yard) and the retaining wall south of the patio
paver area, exceed 4' in height and are not separated (tiered wall) be 2x the height of the wall. These walls will
need to be reviewed and signed off by a registered professional engineer.
• The septic system mound is not vegetated and there is no erosion control measures in place. This needs to be
stabilized with erosion control blanket or biorolls installed on the down gradient side.
