Dear Melanie:
We have reviewed the plan for the proposed house and garage located at 3315 Graham Hill
Road. The plan is dated July 6, 2011. We have the following comments with regards to
engineering matters:
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the owner for this permit.
• It appears the project will disturb approximately 0.75 acres. Therefore, an NPDES
General Stormwater Permit from the MPCA will not be required.
• A permit will be required from the Minnehaha Creek Watershed District. A copy of this
permit should be sent to the City.
• The elevations along the front of the house should be raised above 1024.0 to provide
drainage away from the house.
• The size, type, and invert elevations for the proposed culvert should be shown on the
plans. It may be necessary to make the ditch deeper to provide adequate cover over the
pipe.
• The short retaining wall that extends northwest from the northwest corner of the house
appears to be 6 feet in height. Engineered design and details should be submitted for
review and approval for all retaining walls over four in height, and for all tiered walls with
a separation of less than two times the wall height.

We have reviewed the revised plan and retaining wall plans and calculations for the proposed
house and garage located at 3315 Graham Hill Road. The plan is dated July 19, 2011. We have
the following comments with regards to engineering matters:
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the owner for this permit.
• The plans appear to be acceptable from an engineering standpoint.
• See the attached Memo from Phil Caswell regarding the retaining wall design and
calculations dated 8-2-1i.

Project Review Comments:
1. Project includes privately owned boulder landscape retaining walls that will be
installed at 3315 Graham Hill Road.
2. Site drawing submitted shows the wall layout relative to boundaries, buildings and
other site features. Deviation from this layout is not approved.
3. A geotechnical report and recommendations were not provided. Soil properties
for the retaining wall were assumed in the calculations submitted.
4. Plar�s and calculations were prepared by a professional engineer, licensed in
Minnesota (#48216), and plan content appears appropriate to direct retaining wall
construction.
5. Calculations for global/slope stability were not submitted. Applicant shall have
actual site conditions evaluated by a qualified design professional to determine
whether or not global stability analysis is required. Submit determination in
writing.
6. Applicant shall ensure that��Suggested Quality Assurance Provisions" indicated on
the plans are followed, including:
a. Actual soil bearing capacity is equal to or greater than 1,550 psf
b. Construction shall be supervised by a qualified engineer or technician
c. Foundation soils are inspected and are suitable, and replaced if unsuitable
d. Determine whether additional drainage is required and provided
e. Backfill material shall be tested for moisture and compaction density (every
2'vertically and 100'to 200'c/c), and approved by the Engineer
f. Wall elevations, grades and back slope are verified to conform to design

7. This review also includes a check for conformance to the Minnesota State Building
Code requirements for minimum factors of safety for structure overturning, sliding
and bearing. Calculations and Design Memorandum indicate that code
requirements for safety factors are adequate.
