This letter is being sent per your request regarding the existing boulder retaining walls at 3300 Graham
Hill Road in Long Lake,Minnesota. This evaluarion is based on observations I made during a site visit
on May 24,2012, and verbal statements made to me by the wall contractor,John Christoferson of
Minnesota Green,regarding construction means and methods.
The construction of the retaining walls appeazs to be structurally stable and in general conformance with
boulder retaining wall indushy standazds. The walls were constructed with boulders of sufficient size and
setback. Other details also appeazed to be followed correctly.
The walls addressed in this letter are on the south side of the house in a 2-tiered wall configuration. The
lower wall has a maximum exposed height of about 4.5 feet. The upper wall is approximately 4 to 5 feet
behind the lower wall(face to face distance)and has a maximum exposed height of about 3 feet. Level
slopes are present at the top and bottom of the walls. No other surcharge loads are present on the
retaining walls.
Some industry standard practice references used for this evaluation regarding installation,specifications,
and details include:
- Boulders shall be placed to avoid continuous joint planes in vertical or lateral directions.
- Each boulder shall bear rocks below it with good flat-to-flat contact.
- Install woven landscape fabric behind the boulders to limit soil migration through the wall face.
This evaluation was performed using the design guidelines presented in the third edition of the"Design
Manual for Segmental Retaining Walls"(DMSRVI�published by NCMA in 2009. Direct all surface

drainage away from the retaining walls. If soil conditions,proposed layouts,or other design parameters
vary from that assumed a revised analysis might be needed. Please call me if you have any questions or

To complete the as-built for 3300 Graham Hill Rd,we will need the as-built to include the storm sewer pipe and
discharge location for the drainage structure in the north corner of the garage. The tiered retaining wall was not shown
on the original house grading plan and was installed without engineered plans and specification which is in violation of
City code.
I am willing to waive the requirement of the resident submitting engineered plans and specifications for the wall, but the
resident will need to provide the City with written acknowledgement they are aware of the violation and agree to
assume all future responsibility for a non-compliant retaining wall. The residents should also disclose the wall is in non-
compliance to any future potential buyers.

I have reviewed the proposed as-built plan submitted for 3300 Graham Hill Rd and have the following comments
regarding engineering matters:
• On the South side of the house, there is a tiered retaining wall. The combined height of the tiers exceeds 4'.
The property owner needs to have a licensed engineer approve the design of the walls, because tiered walls
need to be separated by two times the height of the wall.
• In the north corner of the garage next to the parking bay, there is a drainage catch basin in the grass. Where
does this structure drain? The as-built drawing needs to show the location of the outlet of this structure.
