Pleased to see that you've sold a lot in Glendale Cove! We are preparing to issue a building permit to Gordon James by
the end of this week, but need to discuss with you some loose ends with the development.
I believe that last week lared Ward from Bonestroo emailed you a punchlist of remaining items to be completed.There
is a fairly short list of tasks that need to be done immediately(items 1-2-7-10 on the punchlist) before we issue the
Gordon James permit; the remaining items are not as immediate, and many can be done when you do the wear course
on the road. We should discuss timing on the wear course—the Development Agreement does not specify a percentage
of build-out to be met before the wear course goes down.
There is a question as yet unanswered as to potential sewer&water connection fees that the City of Long Lake might be
expecting you to pay. As you will recall,the first building permit for Glendale Cove was issued in early 2007 at a point in
time when Orono and Long Lake were anticipating formalization of a Sewer and Water Agreement that would require
payment of a "hookup fee"for each of the Glendale Cove lots (which you paid) but would not require payment of a "tap
fee" (which you apparently did not pay).

That Agreement was never adopted due to disagreements between the two cities on ongoing sewer service charges. In
an email to me from Long Lake City Administrator Terry Post on April 16, 2009,Terry indicated "please be aware that
the Glendale Cove subdivision development only paid(acivally City of Orono check No. 88193 for$24,800J the Hookup
fees and not the Tap fees(this is when both cities thought they were on the cusp of completing a Utility Interconnect
Agreement). To be consistent with what Creekside paid, Glendale Cove owes another$24,800 to the City of Long Lake
before further buildout."
With new mayors in each City, we now have re-opened negotiations with Long Lake in the hopes of finalizing separate
sewer and water agreements for Creekside and Glendale Cove. It's ironic that after more than 3 years of total inactivity
at Glendale Cove,you have sold a lot and a builder has applied for a permit at virtually the same moment we are trying
to finalize an Agreement. At this time we do not know whether tap fees will be due for Glendale Cove, and we are
proposing that they not be required; but if it turns out they are due,you will have to pay them before we can issue
connection permits for sewer and water for the Gordon James home.
Please call me as soon as you can to discuss completion of the `immediate' punchlist items so we don't have to delay the
Gordon James permit.
