MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 22, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br /> Page 1 of 18 <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />Lili Tod McMillan, Council Members Cynthia Bremer Lizz Levang, and Aaron Printup. Representing <br />Staff were City Administrator Jessica Loftus, Finance Director Ron Olson, Community Development <br />Director Andrew Mack, Senior Planner Michael Gaffron, City Planner Melanie Curtis, City Attorney <br />Soren Mattick, Consulting City Engineer David Martini, and Recorder Jackie Young. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />1. CONSENT AGENDA <br /> <br />Item Nos. 5, 6, 8, 9, 11, 12 and 13 were added to the Consent Agenda. <br /> <br />Levang moved, Bremer seconded, to approve the Consent Agenda as amended. VOTE: Ayes 4, <br />Nays 0. <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR CITY COUNCIL MEETING OF SEPTEMBER 8, 2014 <br /> <br />Levang moved, Bremer seconded, to approve the minutes of the Orono City Council meeting of <br />September 8, 2014, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br /> <br />PRESENTATION <br /> <br />3. ADOPTION OF PRELIMINARY 2015 TAX LEVY – RESOLUTION NOS. 6444 & 6445 <br /> <br />Olson stated Staff started its preliminary 2015 budget process in early June, with the City Council <br />providing input into the budget during work sessions held in June, July, and August. At the September 8 <br />Council meeting, the preliminary budget and tax levy was presented to the public. By state law, the <br />preliminary tax levy must be adopted by September 30. Olson noted the Council would still have the <br />ability to decrease the tax levy up until final adoption of it on December 8 but that the tax levy cannot be <br />increased after tonight’s meeting. <br /> <br />Olson stated the first resolution before the City Council tonight sets the preliminary tax levy at <br />$4,772,000, with the vast majority of that being the $4 million for the general fund operating budget. The <br />remaining $755,000 is for debt service on outstanding City bonds. The total amount represents a 1.5 <br />percent increase over last year’s tax levy. <br /> <br /> <br /> <br />
