Unfortunately, after reviewing the new information, it appears, your application remains incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Wetland Delineation. The survey shows a wetland delineation prepared by SER. Please provide the City with a copy of the delineation as well as submit a copy to the Minnehaha Creek Watershed District (MCWD) for their approval. Once the MCWD has approved the delineation, show the delineated edge, required buffer setback (16.5') and structure setback(20') on the survey. 2. Land Alteration. Please have the surveyor calculate how much land alteration (excavating, filling, grading) will result from the proposed pool construction. Land alterations in excess of 500 sq ft require a Conditional Use Permit. 3. Certificate of Survey. Please have the survey updated to reflect the 20' structure setback and show which stone walls are to be removed. The survey shows flagstone as 50% hardcover. As the code currently stands, all stone is 100% hardcover. Please have the hardcover calculations accurately updated. a. Hardcover. The hardcover calculations dated June 6/6/12 prepared by Mark Gronberg do not include the flagstone walk. 4. Escrow � Escrow Agreement. The property owner must sign the escrow agreement and submit a check for$2,500. The above information is required in order for the plan review to continue. After a cursory review, your application is incomplete. The following items must be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please provide an updated, full size certificate of survey meeting the City's survey standards (enclosed) indicating the location of the existing house and proposed pool, showing existing topography and proposed grading as well as all existing structures, landscaping, retaining walls and hardcover on the property. 2. Hardcover. The property is located within our shoreland district. Attached is our Hardcover Information sheet and our hardcover calculation form, which must be completed by a registered land surveyor. 3. Septic System. Please have the current and alternate septic sites shown on the updates survey. 4. Wetland Detineation. Our maps show a Manage 3 wetland on the property, which may or may not coincide with the drainage easement. A wetland delineation must be done to determine the wetland edge. A Manage 3 wetland requires a 16.5' buffer, plus a 20' structure setback. Please provide a wetland delineation report. The wetland delineation must be approved by the Minnehaha Creek Watershed District (MCWD). The delineated edge of the wetland must be shown on the survey, along with the required buffer and structure setback. 5. Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is $2,500. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for $2,500. A 16' x 32' pQo1 was ioqted at,the Corporate Offices of Cover-Pools, inc. The poo( was equipped with an under track Cover-Pooi safety cover and top tradc (universa!) Cover•-Pool safety cover. The tracki»g systems were connected to a redwood deck, with the connec6ans at two feet on center alo�g the length of the deck. The safety cover fabric used in the ur�der tracic system had a pr�ysica! property ot 16.2 oz/sq. yd. The safety cover fabric us�d in the top track system had a physical property of 13.2 oz/sq. yd. STATIC LOAO TEST The stadc load test was conducted on both Cover-Pool safety covers in accordance with sectlon 9.1 of AS7M ES �3. The weights nsed we� weighed using a cal,'�rated scaJe which is traceable to the National Bureau of Siandards. The three weights used each had an area of one square foot One weight weighed 5i.0 tbs., one 210.1 ibs, and one 226.3 Ibs. The tota! weight used for the siatic load tests was 487.4 lbs. Three points were tested for static load on each Caver-Poo! safety cover. The locatiens af the three points are as fatlows: � 4' from the end of the pool in the center. 10' from the end of the pooE in the cerrter and in the center of the pool. SLtRFACE DRAINAGE TEST On June 12, 1990, the surface drainage test was conducted on a Cover-Poo� safety cover whkh was installed on a locai prfvate pcol. The tracking system was an under track system. The poo) dimensEans were 14.17'x42.5'. The surtace drainage test�ras conducted in accordance with A.STM ES 13 section 9.3. Water was applied evenfy at a rate of 11.7 gpm per 1040 sq. �. A amaH samp pump, with dischange capactty of 20 gpm, was ptaced at one end of the safely cover with fhe discharge hose snaking the fength of the pool, on top af the satety cover, and disct�arging at the opposite end from ihe pump. The water was apptied for 30 minutes with the pump ot� and fn p(ace. The water was then shut aff and ti�e pump was allovrred to run for an additional 30 rrtinutes. The tesi mannequin (Tfmmy) was then placed upon the safety cover. At the erid of 3 minutes aRer placing Timmy upon the safety cover, an unsafe amount of waEer as described ln ASTM ES 13 sectbn 9.3.'i did not exist. Christine and I have discussed your project and the communications from the City you have received to date. I understand that it may seem as though the permit process is taking longer than you would expect. But iYs difficult for us to compare or comment on requirements or timing for permit turnaround in another City. As you pointed out each City is different. Regarding your permit request, the initial plan was drawn on a septic system sketch. Our requirement is for submittal of a survey to show proposed plans and grading. We received a revised survey yet have not received all of the information requested in our April 24th letter, namely wetland buffer setback lines on the survey. Further, upon receiving the survey dated 6/06/12 we had additional questions regarding what was existing and what was proposed as well as questions about the hardcover calculations resulting in our June 22"d letter to you. We received the wetland delineation report and escrow, thank you. Please submit the MCWD approval of the wetland delineation for our file once you receive it. I hope our June 22"d letter was specific enough for you to communicate our requirements with your contractor and/or surveyor to submit the remaining items in question: cubic yards of earth movement, wetland buffer setback line, hardcover calculation and existing/proposed site improvements clarification (which stone borders and walls are existing and which are proposed, etc). I spoke with our City Engineer this morning and his recommendation, in addition to what has been requested, is for your surveyor to clarify top and bottom of the retaining walls around the proposed pool so we can assure there will not be a structural integrity issue. If your contractors have questions, please direct them to me so I may clarify and avoid any further delays. Because of the size/area of the project disturbance and additional hardcover added to the site, your pool project will require a wetland buffer improvement plan. It appears (from aerial photos) some or all of the required 16.5' buffer area is grass this area must be replanted with native buffer vegetation; and there are improvements (stone borders) which encroach within the buffer. The square footage of these existing improvements must be mitigated for in another area or removed. I have pasted the wetland ordinance below for your reference. Your surveyor should show the square footage of the area of impact as well as the area for buffer mitigation. Once we have a complete application the turnaround time to issue can be very short. I apologize for any inconvenience. Please don't hesitate to contact me directly if you have further questions.
